Paragraph IV, SWC:.I>-ll9, dated Octo~er 20, 1942, County Office of Civilian Protection, authorized local Directors of Civil- ian Protection to recommend war plants which might be granted partial exemption from practice blackouts, This paragraph IV, SWC:A-119, carried out provisions of a letter dated Headquarters, Eastern Defense Command and First Army, September 29th, 1942. By a subsequent letter dated November 5th, 1942, the Command- ing General, Second Service Command, has informed the Governor of New York State that the Commanding General, Second Service Command, is ~ d~signated as the ~~ority to ~etermine which establishments, manufacturing plant or other facility, e3sential to the war effor~, ~y be granted exemption from practice blackouts. 2. Paragraph IV, SWC:a-ll9, County Office of Civilian Protection, is therefore REVOKED. 3. Partial exemptions from practice blackouts granted to war plants will be reported to the state Director of Civilian Protection by the Commanding Ge!leral, Seco:ld Service Command. Local Directors of Civilian Protection will, in turn, be notified of the partial exemptions granted to plnr.ts under their jurisdiction who, in turn, will notify Deputy County Directors. 4.
