H. Railey, U. S. Army: 1. "Tests made by lighting engineers and participated in by qualified Army personnel have established the fact that one of the most effective ways to reduce the escape of light from commercial establishments using show windows is to screen all such windows, doors and other openings with a dark and suitably adapted material. "Accordingly, the Commanding General, Second Service Command, has approved the use of such screening--provided the installation meets the following requirements: At no point in a vertical plane parallel. to the window, or other opening, and distant three feet therefrom, may the readihg on a light meter cell exceed two foot candles. "Local lighting companies are equipped to make this test and have indicated their willingness to cooperate. These companies have been authorized to issue a certificate to all duly inspected establishments. "Effective immediately, lists of establishments certified by the lighting companies will be forwarded to these headquarters through which, in turn, copies will be forwarded to you." 2. In each instance where an employee of a lighting company is scheduled to make tests within your community, such a representative shall be accompanied by a member of your Civilian Protection person- nel, preferably the air raid warden or senior air raid warden respons- ible for the area to be tested. 3. Certificates issued shall have written thereon the load or number of watts which illuminate the show window in order that the air raid warden may check from time to time the amount of wattage actually in the window as against that noted at the time of the in4 spection. 4. Specific time and dates for inspections will be made through the County Office. In other words, the lighting company will give this office a few days' notice that such an area will be inspected, and in turn, you will be contacted in order that the men you assign to accompany the person making the tests may be able to lay his plans accordingly.
