Some of the lights turned off are in strategic loca- tions such as curves, intersections, bridge-heads, etc. and due to the hazard of dim-out driving it is the opinion of this office that certain of these lights may be turned on provided they are properly screened. Will you make a survey of your territory with parti- cular regard to those lights which have been turned off and as a safety measure should be turned on. When you are contacted by fur.
