J?;hts. For your information and guidance there is repeated herein Operations Letter No. 71, Office of Civilian Defense, Washington, D. C., in part as follows: " 1. This is to advise you of the division of reponsibility for the control of lights on airports and radio towers in blackouts: a. It is the responsibility of the Civil Aeronautics Administration to extinguish its beacons on order. b. The responsibility for extinguishing radio tower lights rests with the radio stations themselves.. c. The responsibility for extinguishing other aero- nautical navigation and obstruction lights, in- cluding certificated airport and obstruction lights, rests with the representatives of the Office of Civilian Defense. 2. Privately owned aeronautical navigation and obstructional lights are those lights not operated by the Civil Aeronautics Administration or any other United States Government Agency. They are the beacons, obstruction and boundary lights located on private and municipal airports. 3. In case of Dractice bla~uts, great care should be ex- ercised before ordering the extinguishment of such lights, to determine ~lrst. that the safety of any aircraft that may be enroute in or near the area, may not be jeopardized. Such a determination can be made by contacting the airways Communication Station at the airport location, if one is provided, or, in instances where no Airways Station is wit~ in the area, making contact with the airport officials. II Deputy County Directors of Civilian Protection will im- mediately cohtact all radio stations and private ai~ports located in their jurisdiction to establish definite responsibility for the ex- tinguishment of airport and radio tower lights.
