Since last December lOth, our evacuatioh plans called for the
actual evacuation to begin on the "Red" signal. However, interpreta-
tion of Memorandum No. 23 changes only the time ot evacuation.
You will immediately contact all of the schoOl principals within
your area and instruct them that upon receipt of the "Yellow" signal,
evacuation is to begin. It' is conceivable that we receive a "Blue"
signal or a "Red" signal act preceded by either of the other two
colors. When a school receives a 0411, either "Yellow", "Blue" or
"Red", evacuation is to begin at once.

The organization of the Suffolk County "Minute Men" was legally
created by the Suffolk County Board of Supervisors on March 13, 1942.
The resolution creating this group specifies that "Minute Men" be
under the supervision and direction of the Sheriff of the County,
William C. McCollom. Therefore, the "lliinute Men" are legally created
and are a volunteer group.
Under the N. Y. State War Emergency Act, Article 2, Section 19,
Paragraph 10, this group will be under the direction of this office,
through Sheriff William McCollom. ~s the County Director of Civilian
Protection is reponsible for the adequate guarding and protection of
water supply installations, public utility services, bridges? rail-
roads, vital strategic materials or focal points of action, ~he loss
or destruction of which might endanger the safety of the civilian
population or impede the war effort, the "MintJte Men" have been as-
signed to this task. In some townships men have already been as-
signed posts, and in others the assignment is proceeding rapidly.
Suffolk County "Minute Men" will have a special armband the
description of which you will receive as soon as possible. They will
also receive, through the County Office, emergency cards which will
permit them to proceed to their posts of duty upon the sounding of
the air raid alarm. They must equip their cars with blackout driving
lights.
With the task of civilian protection growing more complex each
day there is need in this county ~or all of our own personnel aug-
mented by the "Minute Men" and the state Guard, but in order that
there be no confliction of authority, the line of demarkation as to
specific duties must be clearly drawn.
Pecently, you received a bulletin which clarified the situation
insofar as the N. Y. State Guard was concerned and this bulletin, I
hope, clarifies the situation as to the duties and status of the
"Minute Men".
