Immediately notify Rod Cross Headquarters* by telephone, telegraph,
or radio, giving information in accordance with the prescrib~d
outline in Disast~r Preparedness and ReHof (ARC 209).
Open centrally located relief headquart.,rs, identifying it with Red

Possible Haza~
The results of a study by the Disaster Preparedness and
Relief Committee of the possible disaster hazards in the North
Fork ChaptJr follow:

a. Hurricane: It is recoglized thnt the North Fork Chapt0r
lies within a possible storm belt.
b. Fires: A study of the fire hazards disclosed that
many of the homes are roof0d with wooden shingl0s. This
presnnts a definite haz8.rd. A second Hazard is the oil
storage places. The storag0 of inf1ammables above ground
also presents a fire hazard.

c. Explosions I Explosions might occur at the 10c~1 produce
yards, i~e house, gas and oil stations or c10aning plants,
or at any point in the Chapter thDuugh the collection of
gas or a leakage in the gas line.
d. Ep~dcmics: Epidemics arc always possible. Health Depar~-
ments in the North Fork Chapt-Jrive careful attention to
vmtCJ.' sup)ly, milk distribution, and tho handling of food.

Sources of supply and ffQuipment: The Subcommittoe on Central Purchase
"-nd Supply maintains a central file of Qll available sources of food,
clothing, and other relief commodities, and information on prefailing
price schedules both wholosale Qnd retail. All subcommittees will re-
quisition nny supplies needed through the Subcommittee on Central Pur-
chnso Qnd Supply in order to effect economies in purchasing and to en
able the Subcommittee on Central Purchnse Qnd Supply to maintQin a
constant, complete control of goods furnished, whe~e and to whom
assigned, and necessary commitment records. The Subcommittee on Cen-
tral Purchnse and Supply also maintains lists of loan equipment
needed for office administrntion.

chase and Supply will be responsible for all purchases of general
relief supnlies requisitioned on the approval of the subcommittee
ch~irmen and for the handling and warehousing of donatod and pur-
chased sup,lies.

of supDlies on hand, and it will make k'1Cvm to the appropriate sub-

1Mhen disaster strikes: Immediately, this subcommittee will report to
disaster headquarters and arrange a plan of publicity in accordance
with the plans as developed by the Disaster Preparedness and Relief
Committee. The subcon~ittee will maintain intimate contact with the
~isaster Preparedness and Relief Committee, as well as with the acti-
vities of all subcommittees to insure a correct reporting of the dis-
aster and the relief activities of the Red Cross.
~
Arrangements will be made as re4uired for speakers at radio broad-
~~sts, churches, clubs, and other gatherings.
In the development of subcommittee plans for raising the relief
~oll.nd, special attention must be given plans for telling the public
about the needs to be met, by portrayal of appealing and interesting
cases, numbers of persons affected, and the amount of money which will
be required. It is particularly important that suitable photographs
be obtained of the various activities and special items which will em-
phasize the character of the disaster and the relillef operation.
An in~ediate appeal for funds will be made in the nume of the Red
Cross, preferably by proclamation of the mayor. The first appeal may
indica te that tho total to bo asked for will be gi ven later when defin-
ite information is available as to needs.

The American National Red Cross Hesdquarters will be asksd by the
BJisaster Preparedness und R8lief Committee Chairman to furnish guid-
ance in detormining the size of the relief fund. The amount of money
to bo raised will be determined as rQpidly us possible when suffici-
sntly accurate data is aVQilable from the Survey, Rescue, and other

The sum of' money to be raised locally will govern the type of cam ..

ResponSibility: Survey disaster hazards. Survey affected area im-
mediately after occurrence of disaster to determine its scope, the
points 1IVhere relief is needed immediately, the kinds of relief, the
condition of roads and bridges and communication facilities, and to
secure the facts on which an extimate can be made of the relief fund
required. Promptly report this information to the Disaster Committee
Chairman,
Sources of supply and equipment: No equipment or supplies needed, other
than those supplied through other subcommittees, such as automobile
and boat transportation, communication, and possibly office space,
~fuen disaster strikes: The Subcommittee on Survey will report immedi-
~ a t8ly to disaster headquarters. After assigning terri. tory to the in-
dividual members of the subcommittee, the subcommittee should immedi-
ately determine by survey and from all 1" cliable sources:
(1) Number of families having losses
(2) Number of persons homeless
(3) Number of persons dead
(4) Number of persons imjur d, including best possible es-
timate of number injured seriously enough to require
hospitalization
(5) Number of homes comple ely destroyed
(6) Number of homes damaged

will report immediately to the disaster headquarters for further as-
signments.
When practicable, the sick and injured should be taken to phyci-
~ians andhospitals of their own selection. Otherwise the injured will
betakento the various hospitals on the approved list. No commitments
shall be made for paj"ment of hospit'li~ation costs by the Red Cross.
This matter will be determined later, on the basis of need, through
study of individual cases.
When it is determined by the Disaster Preparedness and Relief Com-
mittee and the Subcomrrdttee on Medical Aid that the established hos-
pital facilities in Black County are inadequate to meet the situation,
steps shall be taken to staff and equip emergency hositals at previ-
ously afreed-upon points.
The Subcommittee on Medical Aid will maintain complete records of
all persons hospitalized in the established or emergency hospitals.
Any supplies needed will be requistioned through the Subcommittee
on Central Puchase and Supply.

mediately on the outbreak of a disaster to disaster headquarters.
The subcommittee must keep~in close touch with the findings of the
Subcommittees on Rescue, Survey, and Registration and Information,
to ascertain the number of families able to meet their own housing
problems and the need for buildings for purposes other than shelter,
and the need for refugee shelters.
For the purpose of maintaini81 the morale of the refugees 1n shel-
ters, the subcommittee will give early consideration to the providing
offrecreation with the cooperation of recognized agencies like the
Y. M. C. A., Knights of Columbus, Junior Red Cross, and similiar

Distribution of clothing from the Stor~ge and Distrihution Centers
will be undertaken only on direct orders issued to the f~milies by case
~orkers ~nd recognized committee membersi using Warehouse Requisition
(Form 2000B). Individu~l purchases of c othing for disQster suffereBs
will be through the use of Disbursing Order (Form 2050) By aut'lorized
persons only. All requisitions for bulk purch~se of clothing for dis-
tribution shell be approved by the Chairman of the Subcommittee on
Clothing and sent to the Subcommittee on Central Purchase end Supp~y
as a basis for purch~se.
No special individual equipment is necess~ry.
When disaster str kes: Members of the Subcommittee 0:1 Clothing should
report mmed ate y to Red Cross disaster headqucrt~rs. Through the Sub-
committees on Survey, Shelter, and Registration and Information, the
number of families requiring clothing can be estimated. Bulk purchases
should be made cautiously and only to cover the period when retail mer-
chants ~ill not be able to handle individucl ordors. Requisitions for
. bulk purchases will be approved by the Chairman of the Subcommittee
on Clothing and sent to the Subcommittee on Central Purchase and Sup-
ply for handling. Mass distribution should be discontinued as soon as
retail business is able to handle the demand, except when quantities
of good donatod clcthin~ are available for distribution on individucl
requisition from the Subcommittee on Registration and Information.
Requests for don~ted clothing will be made through end with the apt
proval of the Disaster Preparedness end Relicf Chairmnn. Requests for
donated clothing outsido the Chapter territory will be mado only with
the ap")roval of the National Organization. Campaigns for don~tod clo-
thing should be delayed until it becomeS apperent th~t the rolisf fund
campaign is practically completed. Used clothing generally can only
serve to meet emer~ency necessities. There must be strict adherence
to s~nitary laws regarding used clothing.
The receipt of larg~ quantities of donated clothing may necessitate
the opening of centr~l clothing depots and warehouses. If this situ-
ation existsl depots for receiving, sorting, cleaning, sterilizing, mak-
ing over, and distributing clothing must be established 1nmludiately
in cooperation '!ith the Subcommittee on Shelter.
Arrangements should be made ITith the Subcommittee on Transportation
and Communication for the collection ~nd transportation of clothing.
Clothing issued to individUal families through purchases should be
handled by the Subcommittee on Registration and Inforoation on Dis-
bursing OrdeT (Form 2050), and from tho warehouse by issuance of Ware-
. house Requisition (Form 2000B) by the Subcommittee on Registration ~d
Information. Issuing clothing supplies individually to families as
in the case of food, has the advantage of maint~ining normal customer-

The Subcommittee on Truns~ortation ~nd communicution is responsible
for all phases of communication for the Red Cross disaster orfani-
zation during the period of relief', including mails, telephone and
tslcgraph service, messonger service, and communication by radio and
airplane. If the disaster is of -any magnitude, hundreds of telegrams,
long distance telephone calls, and personrl inquirles will bo re-

When disaster strikes: Members of this subco~~itteo should report im-
mediately to Red Cross disaster headquarters for assignment. They
should ascertain from the Chairmen of the Subcommitttces on Medical Aid,
Food, Shelter, Clothinc, and Central Purchase and Supply where relief
headquarters, refugee shill ters, and other stations are to be located;
and asmgn subcommittee members as needed. In small disasters few reg-
istration and informntion workers will be required, subcommittee func-
tions being combined~;nd hadlod by one or two persons; but in large or
complicated disasters, many workers may be required for each job.
