THE COMMANDING GENERAL of the FIRST ARMY and EASTERN THEATRE
OF OPERATION HAS REQUESTED, and the GOVERNOR OF THE STATE OF NEW
YORK HAS ORDID:!:@, THE FOLLOWING PROCEDURE BE ADOPTED AND, AI ONQSi,
MADE EFFECTIVE:
(a) All lights on boardwalks and shore highway illum-
ination extinguished along both shore lines from
Montauk Point to Staten Island, and be permanently
extinguished or obscured from observation from
seaward.
(b) All lighted display advertising visible from sea-
ward be permanently extinguished.
(c) All lights in shop windows, amusement places, etc.
be regulated and obscured from visibility from
seaward and the degree of indirect illumination be
reduced.
(d) All windQws visible from seaward to be obscured.
(e) The illumination of interior highways and streets
be reduced in intensity to the degree actually
needed for safe movement of traffic, and that such
remaining ligh~s be shielded.
(f) All streets and highways more or less perpendicular
to the shore line, -
1. That they be screened at the seaward end, or
2. Screen all sources of light from seaward
visibility.
(g) Establish beach patrols to see that the steps taken
are effective and continuously enforced.
TO SECURE THIS RESULT:
(a) The Township Defense Council of the area affected
will, at once, 'be notified by the County Defense
Council and will take the steps above indicated and
hereby directed.
(b) A report of the steps taken in the township, the
date thereof and the completeness of same, will be
furnished by each Township Defense Council not
later then Wednesday, April 1, 1942.
(c) The observation of these instructions by communities
and individuals will be the subject of a special
report by your office each week. .
(d) That any cases of dilatoriness or lack of compliance
will at once be reported by you to this office.
(e) The receipt of this communication by you will be
acknowledged by wire.
