It is felt proper at this time to evaluate the
situation as it concerns civil defense in Suffolk County.
In the last few weeks many things have developed to
change the complexion of the international situation to
our domestic situation which applies to civil defense.

1. Russia's tremendous stand against the German Army
and the tremendous loss of material and personnel
that the Germans have had.
2. The Battle of the Atlantic seems to be going in
favor of the British.
3. Production in the United States has reached a point
far in excess of the fondest expectations of the
people in charge of production.
All of this spells defeat to the Axis powers. Because
of the above, certain governmental officials have said the
war will be over by 1942. Everyone I have talked to
believes that this is true and naturally with this idea
getting through the country-side, the natural re-action of
the people as well as the civil authorities has been "Why
all the excitement on civil defense if the war is to be
over in less then a year?".
The democracies are dealing with a crowd of irres-
ponsible governmental officials in the form of Hitler and
his henchmen and they, as a group of gangsters, would not
stop at anything. The German people probably realize they
have been duped and there is nothing they can do except
follow their gangster leaders.
In many statements that have come out of Germany, it
is realized that the people know that they have either got
to win or be obliterated from this earth. Consequently,
this nation of Germany will stop at nothing.
Where we say the war will be over in 1942 it is
everybody's belief that we will be in the war before 1942;

if not before, soon after the first of the year. The
Axis powers, with a last gasp, will most certainly
carry out token bombing on New York City and sabotage
through their many agents in this country, in an
endeavor to disrupt morale and communications in the
United States.
This letter is a plea to the Board of Supervisors
not to allow their feeling that the war will be over in
less than a year to influence the citizenry of Suffolk
and a plea that civil defense be kept in the County of
Suffolk at the high level of efficiency which we have
had to date.
The ideas incorporated in this letter are not mine
alone as I feel that I am in no position to make an
experienced observation, but are the observations of men
in high circles who have the experience and the contacts
to formulate intelligent observations.
