Dear Sir:
During the past two weeks, you may have seen references in
the local newspapers to the Suffolk County Civil Defense Council,
what it is, and the work which it. is doing.
If, however, you are unfamiliar with this organization, its
pur[ose may be stated briefly as follows: The C.D.C. has been
appointed by authority of the Governor in order to coordinate all
existing agencies in each township so these agencies retain their
identi ties and yet work together in comrr:on to mobilize all
resources for service in a major emergency.
The function of the County Council is to act as an advisory
and executive committee for the county as a whole. Each town-
ship is to have a similiar council to serve that particular area.
Several such tcrrln units already have been formed and the
remaining ones are in the process of organization.
Mobilizing the County's resources includes the listing of
all personnel and necessary material as well as the setting up of
training programs in order to provide additional services.
Questionnaires will be used by local area councils in securing
the needed facts. This information will be classified and filed
so that, if and when an emergency arises, citizens possessing
certain skills and qualifications may do certain jobs for which
they previously have been trained.
In the above three paragraphs, I have tried to present
briefly the purpose of civil defense. Although it is sincerely
hoped that civil defense never will be put to the test, it also
is felt that in times such as these it is best to be prepared
for any eventuality. Ikncc the reason for civil defense.
As this movement is by the citizens and for the citizens,
all work connected with it is voluntary. Mistakes, therefor, are
bound to be made. It is the council's wish that all organi-
7ations in the county be informed as to the nature of the 'Iork,
and it is hoped that all will be ready and willing to be called
upon later to contribute their services and advice in this
large business of organizing for the good of all.
Although several organizations have been approached by t,his
office ann by its tmvn representatives, I InlOW there are many
~mich have not been approached. If this is the first time you
have heard from us, the error is ours, \'lith no sli~ht meant on
our part. The matter of getting in touch with all
organizations at once is a difficult one.
FroD time to time, meetings will be held in various
localities so that our problemSmay be aired and discussed as they
arise, and it is hoped that you and any members of your group
~ill feel free to attend such gatherings at any time. Due notice
will be civen these defense meetings in the local newspapers
and all suggestions ,,:ill be welcomed by members of the local
defense committees.
Trusting that the County Council may rely on your necessary
support in this move~ent, which is really an insurance of our
everyday life against rupture in times of stress, I remain
