I. MONTHLY REPORT:
Trustees monthly report for January 1993: A check in the
amount of $3,286.56 was forwarded to the Supervisor's Office for
the General fund.
II. PUBLIC NOTICES:
Public notices are posted on the Town Clerk's Bulleting Board
for review.
III. AMENDMENTS/WAIVERS/CHANGES:
1. Samuels & Steelman on behalf of JOHN VASSIL requests a
waiver to construct additions to house as on plan. Located Salt
.Lake Lane, Mattituck.
TRUSTEE KRUPSKI moved to approve the waiver.
TRUSTEE ALBERTSON second. ALL AYES.
2. Harold Reebel on behalf of REYDON SHORES PROPERTY OWNERS
ASSOCIATION, INC. requests an amendment to permit %480 to
increase maintenance dredging to 400 c.y. to a depth of 4' below
mean low water, do to storm of December and to extend permit
term to run concurrent with existing Army Corp of Engineers and
DEC Permits (March 1996). Located Reydon Shores, Southold.
TRUSTEE ALBERTSON moved to approve the amendment.
TRUSTEE TUTHILL second. ALL AYES.
3. Costello Marine on behalf of ANTHONY VITALE requests to
emend.Permit ~4109 to state the following: Resheath 332' face
of existing bulkhead with plywood~' replace 85-90 yards lost
fill, install 5 new pilings on easterly section of bulkhead and
4 support batter piles on North section, extend bulkhead return
16', armor 150' section of existing bulkhead with rock
revetment. The dock shall not be amended. Located Inlet Way,
Southold.
TRUSTEE SMITH moved to approved the amendment.

4. MICHAEL MASTROPOLO requests amendment to Permit
%E-128-6-22 to replace the seaward bulkhead in addition to
replacing the landward retaining wall. Located Peconic Bay
Blvd. Laurel.
TRUSTEE KRUPSKI moved to approve the amendment.
TRUSTEE SMITH second. ALL AYES.
5. Michael Mastopolo on behalf of RUBY KELLER requests
amendment to Permit %E-128-6-21 to replace the seaward bulkhead
in addition to replacing the landward retaining wall. Located
Peconic Bay Blvd. Laurel.
TRUSTEE SMITH moved to approve the emendment.

6. J.M.O. on behalf of WILLARD MAHOOD request an extension to
Pe£mit %2-88-6-!-4.3 for one /ear expiring April 28, I993.
Permit is for a single family dwelling with deck and driveway
located on Hay Harbor Fishers Island. This will be the last
extension.
TRUSTEE SMITH moved to approve the extension.

IV. PUBLIC HEARINGS:
THIS IS A PUBLIC HEARING IN THE MATTER OF THE FOLLOWING
APPLICATIONS FOR PERMITS UNDER THE WETLANDSORDINANCE OF THE
TOWN OF SOUTHOLD. I HAVE AN AFFIDAVIT OF PUBLICATION FROM THE
SUFFOLK TIMES AND AN AFFIDAVIT OF PUBLICATION FROM THE LONG
ISLAND TRAVELER-WATCHMAN. PERTINENT CORRESPONDENCE MAY BE RRAD
PRIOR TO ASKING FOR COMMENTS FROM THE PUBLIC.

7:38 p.m. - IN the matter of John Geideman on behalf of PIERRE
GAZARRIAN request permit to replace bulkhead to line up with
neighboring bulkhead. Located 860 Willow Terrace Lane, Orient.
TRUSTEE SMITH moved to close the hearing.

TRUSTEE SMITH recommended to rescind the Negative Declaration
and Coordinate and put on next month's meeting.

V. ASSESSMENTS/ENVIRONMENTAL DECLARATIONS:
1. KEVIN & LESLIE TEMME requests permit to construct one
family dwelling approx. 45' X 36', approx. 85' from high
tide mark. Construct catwalk, ramp, and float in "T"
configuration. Located ROW off Bayview, Southold. We have
LEAF, DEC & SCDHS comments.
TRUSTEE KRUPSKI moved that we take Lead Agency, Coordinate and
put on for March meeting.
TRUSTEE SMITH second. ALLAYES.
*At this point the tape recorder went back on and we resumed the
taping.
2. En-Consultants on behalf of LYNNE ROSSINI requests a
permit to construct 102 +/- 1.f. of timber retaining wall
attached to adjacent existing walls. Backfill with 300 c.y. of
clean sand fill to be trucked in via Bailie Beach Road to
west. Replace 4' X 80' stairway and add 4' X 10" retractable
steps to beach. Wall is necessary to prevent further loss of
bluff as occurred during December Storm. Project is an
emergency and must be done quickly in order to prevent damage to
house. Located 755 $oundview Ave. Mattituck.

TRUSTEE SMITH moved for a Negative Declaration.

3. En-Consultants on behalf of DR. LAWRENCE CATULLO request
pez,~lit to construct 100 1.f. of timber retaining wall attached
to return of adjacent wall to east at a point of 18' from
corner. 16 1.f. angled return will be built on west side.
Approx. 500 c.y. of clean sand will be trucked in for backfill
via Bailie Beach Road. West end of wall will be in toe of
eroded bluff which must be regraded as it is now unstable. In
addition, a 4' X 20' section of steps will be replaced and/or
repaired as appropriated and 4' X 10' retractable stairway-added
for access to beach. Project is an emergency as the December
stozm caused severe erosion which is threatening a concrete
block structure which supports stairs. Located 1000 Bailie
Beach Road, Mattituck.

4. Peconic Associates on behalf of VARUJAN ARSLANYAN
requests permit to constr~ct approx. 95' of bluff protection
type bulkhead to connect to existing bulkhead to the east.
Replace approx. 150 c.y. of washed out embankment with trucked
in fill. Construct 18' X 68' wide wooden deck as per plan.
Replace 3' wide stairs to beach damaged by storm. Located 54455
Middle Road, Route 48, So=thold.

5. Robert White on behalf of THOMAS KELLY request permit to
regrade approx. 1500 s.f. of existing grass path way (north
side of house)~ spread approx. 10 yards of topsoil and
reseed. Scrape approx. 1200 s.f. existing ground cover from
embankment (southeast cor~er of property) spread approx. 12
yards topsoil and seed with grass. Construct 3 1/2' X 25' CCA
retaining wall with steps/adjacent! to N/E corner of back deck.
Construct CCA steps and observation deck (approx. 8' X 12')
on lower slope leading to existing dock. Repair existing dock
to meet existing grade. Construct CCA steps north side of
house (off cellar door) to connect existing grass pathways.
Located Wells Road, Southold.

6. En-Consultants on behalf of SUSAN TASKER request permit to
construct a one family dwelling, deck, retaining walls, sanitary
system, bluestone (or similar pervious) driveway, underground
utilities, all as shown o~ attached site plan of Van Tuyl.
Approx. 265 c.y. of clean, sand ill will be trucked in.
Located Route 48, Southol~. -
TRUSTEE KRUPSKI moved for a Positive Declaration and for a stake
be made of the house and sanitary system.

V. RESOLUTIONS:
1. Board to set Public Hearings for the March 25, 1993 regular
meeting for the applications that received a negative
declaration and for the following applications that are Type II
actions.

A. CHARLES LUSCHER requests permit to construct a 3' X 45'
catwalk. Located Bayview Drive, East Marion.
B. Latham Sand & Gravel on behalf of JOSEPH GERACI requests
permit to construct a 6' X 6' cantilever platform attached to
existing bulkhead with construction of a 3' X 15' ramp leading
to a new 6' X 50' floating dock. Installation of (3) 25' long
pilings to secure float. Located 685 Dawn Drive, Greenport.
C. Land Use on behalf of ROBERT COCKERILL request pez~L~it to
install a 6' X 15' float with a 3' X 10' ramp in Budd's Pond.
Located Willow Point Road, Southold.
Tabled by TRUSTEE SMITH. Needs to be flagged for survey.
D. Costelto Marine on behalf of ROBERT STOTT, JR. request
permit to replace 8' X 1607 dock with 6' X 160' dock, construct
6' X 35' semi "L", 2 lower platforms, 5' X 39', 5' X 24~, 3 swim
ladders, 1 boat lift, 2 (2) pile dolphins, water and electric.
Located paradise Point Road, Southold.
'E. Land Use on behalf of LEONARD AND DONNA SCHLEGAL, request
permit to construct 4' X 95' fixed dock, 3' X 20' ramp and a 6'
X 40' float. Fixed dock to be elevated a minimum of 3.5' over
grade. Applicant has a 45' boat which draws 4 1/2' of water and
needs length of catwalk to get to depth. Located on
Westphalia Ave. Mattituck.

F. En-consultants on behalf of GENE BOLTER to construct a 4' X
12' hinged ramp off existing bulkhead, a 6~ X 20' float secured
by (2) 2 pile dolphins. An 7' X 20' deck landward of the
bulkhead. Located Bayberry Road, Cutchogue.
2. Board to request $5,000 in funding from the'Town Board to
develop ground water management regulation.

3. Board to refund Suffolk County Water Authority fees.

4. Board to rescind Negative Declaration of July-30, 1992 for
J.M.O. on behalf of JAMES BAILEY to construct a stone wall by
realigning boulders and construct garden as per plans. Located
Private Road off Oriental Ave. Fishers Island.

VII. STORM DAMAGE RESOLUTIONS:
1. J.M.O. on behalf of GEORGE LISTERS request permit to
construct a 20' return onto an existing timber bulkhead to
protect property damaged by storm. Structure shall be
backfilled with 5 c.y. of clean sand which shall be trucked in
from an upland source. Located Cleaves Point Road, East Marion.
TRUSTEE ALBERTSON moved to approve.
TRUSTEE TUTHILL second. ALL AYES.
2. En-Consultants on behalf of GEORGE CONDELLES request sto~
damage permit to repair bulkhead returns and extend west return
by 10', east return by 19'. Backfill with 10 +/- c.y. of clean
fill to be trucked in from upland source. Located 365 North
Road, Greenport.

3. J.M.O. Consulting on behalf of JANET KNIGHT request storm
damage permit to reconstruct inkind/inplace 95' of timber
bulkhead damage during the storm. Applicant also proposes to
construct a 20' return at the northern terminus of bulkhead and
to backfill structure with approx. 300 c.y. of clean sand to
be trucked in from upland source. Applicant also proposes to
reconstruct existing dock 4' X 105' (elevated 4' above grade)
also damaged by storm. Located Calves Neck Road, Southold.

4. JOHN CAMPBELL request grandfather permit to repair existing
bulkhead damaged by storm and add spiles for support. Located
215 Harbor Lights Drive, Southold.

5. Costello Marine on behalf of JANET BUSCHMAN request
storm permit to install 35 batter piles seaward of the existing
200 1.f. of straight line bulkhead and resheath landward of
the 200~ section of bulkhead. Plans stamped NYSDEC approved
on 1/29/93. Located Nassau Point Road, Cutchogue.
~. Environmental East Inc. on behalf of JAMES NEUMAN request
Grandfather pezmit to repair steps inkind/inplace damaged by
storm. Located 3175 Nassau Point Road, Cutchoque.

7. Costello Marine on behalf of ARTHUR HUENE request storm
damage permit to resheath 100' landward side of bulkhead,
replace backing system and filter cloth, replace 175 yards of
clean fill and plant Cape American Beach grass. Reconstruct 12'
X 12' deck on landward side of bulkhead. Replace 4 piles on
face of existing bulkhead. Replace 4 piles on face of existing
bulkhead. Replace 3' X 8' stairs from bulkhead to beach.

8. John Geideman on behalf of JOHN DILLER requests
Grandfather permit to replace bulkhead inkind/inplace

9. J.M.O. Consulting on behalf of OLAF NELSON request waiver
under Chapter 97 and permit under Chapter 37 to fill an area
approx. 90' X 12' with approx. 25 c.y. of clean sand lost in
storm. Area is located landward of existing boulders and has
been eroded during various periods of extremely high lunar
tides. All work shall be in accordance with plans prepared by
Chandler, Palmer and King last dated 7/17/92.

10. Kenneth Pap-ne on behalf of VIRGINIA GRAY request
