Garrell CALL MEETING TO ORDER PLEDGE OF ALLEGIANCE NEXT TRUSTEE BOARD MEETING: Thursday, May 25, 1995 at 7 pm WORKSESSION: 6:00 pm NEXT FIELD INSPECTION: Wednesday, May 17, 1995 at 12 noon APPROVE MINUTES: Approve minutes of the March 30, 1995 Regular Meeting. I. MONTHLY REPORT: Trustees monthly report for March 1995: A check for $5,633.77 was forwarded to the Supervisor's Office for the General Fund. II. PUBLIC NOTICES: Public Notices are posted on the Town Clerk's Bulletin Board for review. III. AMENDMENTS/WAIVERS/CHANGES: 1. Proper-T Services on behalf of JOHN J. KELLY requests an Amendment to Permit 94353 to include a fixed walkway of length 45' instead of 30' Located 2900 Beebe Drive, Cutchogue. SCTM 9103-3-15 A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE ALBERTSON to approve. ALL AYES · Board of Trustees 2 April 25, 1995 2. Proper-T Services on behalf of JOHN C. NEVILLE requests an Amendment to Permit #4416 to have ramp and catwalk be 4' wide instead of .3' wide, and that the ramp be 16' long instead of 12' due to the rise and fall of the tide. Located: 2380 Hobart Ave., Southold. SCTM #64-3-6 After reading the Doctors note with regard to Mrs. Neville's disability a motion was made by TRUSTEE HOLZAPFEL and seconded by TRUSTEE ALBERTSON to approve the amendment. ALL AYES. The Board spoke with Mr. Iavarone with regard to the width of his float. The Board approved a 6' X 20' float at the last meeting and will not amend it to a 10' X 20' Located Richmond Creek, Peconic. 3. Costello Marine Contracting on behalf of LOUIS M. BACON requests an Amendment to Permit #4346 to t) relocate the existing 3- 2 pile dolphins approx. 26' south which would provide a secure area for the landing craft to tie. 2) install 2- 2 pile dolphins in the approx, vicinity of those to be relocated, 3) install 3 buffer piles on the outside of the existing deteriorated boxed-in bulkhead (east) to fend off the moving vessels and protect the bulkhead. Located: end of First Street, New Suffolk. SCTM #117-8-20 On a motion made by TRUSTEE KRUPSKI and seconded by TRUSTEE HOLZAPFEL the above amendment was approved as per the plan dated 4/11/95 for a period of one year. ALL AYES. 4. ROBERT MCCARTHY request permit #3779 be transferred into his name from Francisco Sciotto, as Mr. McCarthy purchased the property. Located Bayview Road, Southold. 77-3-17. On a motion made by TRUSTEE KRUPSKI and seconded by TRUSTEE HOLZAPFEL the above was approved. ALL AYES. II. ASSESSMENTS 1. ALEXANDER HARVEY, II requests a Wetland Permit to regrade top of bluff in approx. 900 s.f. area to create more stable slope angle, install erosion control mat, seed & plant to re-vegetate area, underpinning approx. 24 1.f. of existing foundation at corner of house, install drain line to redirect existing roof runoff to land side of house. Located: of~ East End Road, Fishers Island. SCTM %11-1-12 A motion was made by TRUSTEE HOLZAPFEL and seconded by TRUSTEE ALBERTSON to grant a Negative Declaration on the above project. ALL AYES. The Board spoke with Rob from En-Con. with regard to KEELY. It was noted that the cesspool is on the water side at the crest Board of Trustees 3 April 25, 1995 of the bluff. This application will be heard on April 27, 1995 meeting. Located Goose Creek, SoutholdJ 2. Philip J. Cardinale on behalf of RONALD VAN HEERTON requests a Wetland Permit to clear land of underbrush and re-vegetate area from the 6' elevated contour to the 10' elevation contour with native non-fertilized, salt tolerant species, as per DEC recommendation dated 3/2/95. Located: Wolf Pit Pond Estates, Mattituck. SCTM ~107-4-2.12 A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE ALBERTSON to grant a Negative Declaration. ALL AYES. 3. En-Consultants Inc., on behalf of JOHN XIKIS requests a Wetland & Coastal Erosion Permit to construct a 10' X 200+' wood walk between existing gabion wall & timber retaining wall. Located 44485 North Road, Southold. SCTM ~44-1-13 A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE WENZCEL to grant a Negative Declaration. ALL AYES. 4. Stanley F. Skrezec on behalf of BENJAMIN THORN request a storm damage permit to install rock seawall along beach front. Approx. 5' high to cover all 75' of property. Use filter cloth, clean sand, fill to replace eroded bank. Located Rt. 48, Southold. SCTM #44-1-21. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE ALBERTSON to grant a Negative Declaration. The applicant must submit plans showing the wall tying into the wall of Citardi. ALL AYES. *5. En-Consultants Inc., on behalf of BERYL WILCOX requests a Wetland & Coastal Erosion Permit to construct 103 1.f. of stone revetment against bluff and backfill with 100+ c.y. clean sand to be trucked in from upland source, & construct a 4' X 35' timber walkway to stairs for pedestrian access over revetment. Located: 56305 North Road, $outhold. SCTM 944-1-23 *6. En-Consultants Inc., on behalf of JOHN SCHLECHT requests a Wetland & Coastal Erosion Permit to construct 110 1.f. of stone revetment against eroded bluff & backfill with 100+ c.y. of clean sand to be trucked in from upland source, construct a 4' X 35' fixed walk and a stairway over revetment for pedestrian access. Located: 56425 North Road, SOuthold. SCTM ~44-1-24 *7. En-Consultants Inc., on behalf of MARIANNE CLARKE & MATTHIAS WOLF request a Wetland & Coastal Erosion Permit to construct 103 1.f. of stone revetment against eroded bank and backfill with 75+ c.y. of clean sand to be trucked in from upland source. Construct a 4' X 35' fixed walk to stairway for Board of Trustees 4 April 25, 1995 pedestrian access over revetment, & remove existing damaged deck. Located 56525 North Sea Road, Southold. SCTM ~44-1-25 *8 En-Consultants on behalf of FRANK PASSARO request a Wetland Permit and Coastal Erosion Permit to construct 102+/- 1.f. of stone revetment against eroded bank and backfill with 75+/- c.y. of clean sand to be trucked in from upland source. Construct a 4' X 35' fixed walk and stairway for pedestrian access over revetment. This project will be undertaken with Clarke, Schlecht, and Wilcox. Located 56655 North Road, Southold. SCTM #44-1-26. *A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE ALBERTSON to grant Negative Declarations on numbers 5 - 8 storm damage permits. ALL AYES. 9. ROBERT SIMON requests a Wetland Permit to construct a 23' X 32' garage on westerly portion of property with an access bridge across wetland area approx. 10' wide X 50' long raised 8' above wetland area supported by concrete piers on each end. Located: 379 Wood Lane, Peconic. SCTM #86-6-3.1 A motion was made TRUSTEE KRUPSKI and seconded by TRUSTEE WENCZEL to grant a Conditional Negative Declaration that a plan be submitted for the bridge. ALL AYES. 10. En-Consultants on behalf of NEW SUFFOLK SHIPYARD request a Wetland Permit to replace all bulkheading on southwest side of marina/shipyard. From east to west: replace (within 18") 3 sides of travel lift slip, 36', 26', 34' replace (within 18") 34' section on south side of boat storage building and 22' section on west side of boat storage building; construct 103' section, easterly 43' of which will be located immediately south of one story frame office building to replace a deteriorated retaining wall located on the north side of that structure; remaining 60' west will be built 18" -30 in front of existing bulkhead due to bulges in present bulkhead; replace (within 18") 33' and 15' bulkhead sections. Dredge an area up to 10' off 118' of bulkheading to maximum depth of 4' below MLW. Resultant 100+ c.y. of spoil will be be used to backfill between new and old bulkheads, remove existing 3' X 60' float. Pour a new 6' X 12' concrete pad for a gasoline dispenser which will replace a prior gas pump which was removed. Will replace a prior gas pump which was removed. Existing tank buried in upland will be retained and used. Located New Suffolk Road, New Suffolk~ SCTM 117-5-29.1 A motion was made by TRUSTEE HOLZAPFEL and seconded by TRUSTEE ALBERTSON to grant a Negative Declaration for the above plus if the bulkhead is not allowed in front of building, the two returns will be allowed to be replaced to support the building. The Board wants comments from the CAC and the DEC and further information. Applicant should submit an environmental survey of Board of Trustees 5 April 25, 1995 the area and the area in front of the building. AYES= Krupski, Holzapfel, Albertson. NEY=Wenczel. Board will meet with DEC. 11. THOMAS RAFFERTY request a Wetland Permit to construc% single family residence of approx. 2000. sq.ft, with septic system as provided by code, shell covered driveway and two-car garage. Located Little Bay Road, Orient. SCTM 20-3-11.8. A motion was made to table the assessment and grant a waiver to clear cut with no soil disturbance so the applicant can stake the proposed house & septic system by TRUSTEE KRUPSKI and seconded by TRUSTEE WENCZEL. ALL AYES. 12. Samuels & Steelman on behalf of THEMIS KAROUROS requests a Coastal Erosion Permit to construct a 16' X 20' deck at top of bluff with stairs to beach as per survey dated March 13, 1995. Located: 1460 The Strand, East Marion. $CTM #30-2-66. Code says that no moveable structure may be located closer to the landward limit of the bluff than 25' A motion was made to grant a conditional negative dec. based on a complete app. and structure behind the Coastal Erosion line by TRUSTEE KRUPSKI and seconded by TRUSTEE HOLZAPFEL. ALL AYES. 13. RUSSELL E. MANN requests a Wetland Permit to restore sand to spoil area which was dredged in 1987 from north side of dock and washed away to a depth of up to 4'. Located: 1775 Calves Neck Road, Southold. SCTM #70-4-48. A motion was made by TRUSTEE HOLZAPFEL and seconded by TRUSTEE KRUPSKI to grant a negative declaration for dredging in the maintenance dredge area only and applicant has to get the yardage of material so he can be charged the correct amount. ALL AYES. 14. En-Consultants Inc., on behalf of DR. MELVIN MORRELL requests a Wetland and Coastal Erosion Permit to extend an easterly return by 20' and backfill with 20 c.y. of clean sand to be trucked in from upland via Bailie Beach Road to west. Return will be armored with 1-ton stone on filter cloth as is the remainder of the wall. Located: Lloyd's Lane, Mattituck. SCTM# 99-3-4.6. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE WENCZEL to grant a Negative Declaration based on trustee Garrell's inspection. ALL AYES. III. MOORINGS: 1. DR. JOANN F. YOUNG requests a mooring in Mudd Creek for a 14' boat with a 150 lb. mushroom. Access: Private Board of Trustees 6 April 25, 1995 2. DONALD J. YOUNG requests a mooring in Mudd Creek for a 16' outboard with a 150 1.b. mushroom. Access: Private A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE HOLZAPFEL to table the above two apps. for further inspection. ALL AYES. 3. WILLIAM PISARELLI requests a mooring in Little Creek for a 19' outboard with a 100 lb. mushroom. Access: Public A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE HOLZAPFEL to approve based on the Bay Constables inspection for an off shore mooring. ALL AYES.
