A meeting of the Southold Town Conservation Advisory Council was held Wed., August
15, 2007 at Down's Farm Preserve.

DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Don Wilder, seconded by Chris Kempner, it was
RESOLVED to SUPPORT the Wetland Permit application of PETER S. DANOWSKI,
JR. & SUSAN DANOWSKI to construct a new 6'X 20' wood float, new 4'X 12' wood
ramp, new wetlands plantings, new 3'X 4' flagstone, dredging approx. 94 cy. to 2.5'
below mean low water, and restoration of disturbed areas with native plants and
grasses.
Located: 1625 Monsell Lane, Cutchogue. SCTM#138-1-14.1

The CAC Supports the application with the Condition the dock and the vessel do not
exceed more than 1/3 across the width of the creek, best management practices are
following in the construction of the dock, and all disturbed areas are re-vegetated.

RESOLVED to SUPPORT the Wetland Permit application of BUD HOLMAN to remove
140'+/- and 16' of west return of existing bulkhead and replace in-like, in-place using C-
Loc vinyl sheathing; remove remains of existing retaining walls and construct 130'+/- of
new retaining wall in-like, in-place; backfill void areas behind new bulkhead with 200-
250 cy. of clean trucked in soil. Re-vegetate graded areas with Cape American Beach
Grasses. Backfill and re-grade area behind new retaining wall with 50+/- cy. of clean
trucked in soil. Re-vegetate disturbed areas with Beach Plum or Bayberry. Remove and
replace in-like, in-place existing stairway from top of bank to base of bank and stairway
from retaining wall to existing wooden deck. Construct new 3' seasonal stairway from
top of bulkhead to beach to replace destroyed and missing existing stairs. Install one
new piling at off-shore end of existing middle jetty and replace existing 4"X 6" top wale.

The CAC Supports the application with the Condition non-treated lumber is used on the
stairs, a 10' non-turf buffer is installed along the top of the bluff, and no repair work is
conducted on the middle jetty.

remove 158 If. of existing bulkhead and reconstruct in same location using vinyl

construct a new 85'X 4' wide beach access stairway with platforms.

The CAC Supports the application with the Condition best management practices are
followed in the construction of the stairs, there should be no removal of any vegetation
from the bluff, and a licensed engineer prepares the plans for the stairs.

ROBERT G. BOMBARA to construct a single-family dwelling, detached garage, pool
and associated water supply and sewage disposal system.

Due to the location of the Coastal Erosion Hazard Line being landward of all proposed
activity, a full review of the application cannot be conducted at this time.

RESOLVED to SUPPORT the Wetland Permit & Coastal Erosion Permit application of
RONALD STRITZLER to cut back the vertical slope of the bluff to a more natural angle,
cut back the trees over-hanging the bluff edge to ground level, and plant between the
lawn area and the bluff edge. Continue planting bluff with existing vegetation, complete
terracing and backfill, and plant area. Add terracing to strategic locations based on site
conditions using wood and plastic sheet pilings.

RESOLVED to SUPPORT the Wetland Permit application of JOAN YORK to construct
approx. 108 linear ft. of vinyl bulkhead in place of existing, storm-damaged timber
bulkhead; backfill with approx. 25 cy. clean sand to be trucked in from an upland
source; and reconstruct (in-place) existing platform and steps to beach; and establish a
5' non-turf buffer.

RESOLVED to SUPPORT the Wetland Permit application of JOSEPH & NORA
FLOTTERON to construct additions to an existing single-family dwelling, 304 sf. porch,
899 sf. garage, remove portions of existing drive, install new drive, add new retaining
walls 140 If., remove existing brick walk 92 sf. and wood retaining walls 61 If., remove
decking 86 sf., abandon and fill existing sanitary system, install a new sanitary system,
and re-grade property.

RESOLVED to SUPPORT the Wetland Permit & Coastal Erosion Permit application of
MISSY DIACK to relocate the existing single-family dwelling landward and construct an
addition (1,295 sf. overall) to be situated 80'+/- from the wetlands boundary; rear
decking (622 sf.) situated 64'+/- from the wetlands boundary; rear plat and walkways
(411 sf.+/-) situated 5'+/- from the wetlands boundary; retaining wall to surround the
proposed sanitary system within the front yard, situated 127'+/- from the wetland
boundary; and a gravel driveway (540 sf.) situated 120' from the wetlands boundary;
and to maintain the timber bulkhead in-place.

construct 42' of new bulkhead immediately in front of existing bulkhead using C-Loc
vinyl sheathing. Construct two 4' returns. Existing wood platform and stairway will be
removed then re-installed after construction of the new bulkhead. Re-vegetate existing
slope where disturbed.

EAST, LLC to construct 148' of rock revetment consisting of 1-1.5 ton rock on 25-50 lb.
hardcourse stone foundation and filter cloth base. Re-vegetate areas disturbed with
Cape American beach grass.
Located: 4787 New Suffolk Rd., New Suffolk. SCTM#110-8-32.1

the bluff is re-vegetated, except for a delineated path to the beach, and the grasses

RESOLVED to SUPPORT the Wetland Permit application of PAULA DIDONATO &
JUDY TEEVAN to remove existing 4'X 4'8" cantilevered platform for existing floating
seasonal docks to allow construction of 106' of new bulkhead immediately in front of
existing bulkhead using C-Loc 9900 vinyl sheathing. Remove existing 8' east return and
construct a 20' return in-place. Re-install cantilevered platform after bulkhead
construction.

to widen and improve an existing +/-6'-9' access path to a 10' paved path for handicap
access and construct a 20' gazebo.

pilings. Remove existing wing retaining wall. Construct 116'+/- of new 5' high retaining
wall. Backfill area behind retaining wall with clean trucked in soil, approx. 50 cy., and re-
vegetate with Cape American Beach grass planted 12" on center. Repair existing
stairway up bank as needed in-place. Install concrete catch basin at top of bank on
southwest corner of property, and to NOT SUPPORT the application to construct 3'X
104' fixed dock with cross over stairway to beach.

does Not Support the fixed dock because there are no other docks in the area. The

RESOLVED to SUPPORT the Wetland Permit & Coastal Erosion Permit application of
LAURA A. WElL to construct a 168 sf. addition to the landward side of the existing
dwelling, remove existing porch and construct new porch, construct new deck and steps
on the seaward side of the dwelling and covered by a trellis, extend a portion of the
second-floor over an existing one-story mass, and CMU access well to be removed and
filled on landward (east) side.

seasonal floating dock secured by 2-10" dia. X 30' pilings.

DISCUSSION AND RECOMMENDATIONS OF APPLICATIONS TO AMEND
PERMITS
AL SAFER to Amend Permit #6458 to relocate the pool to the southwest side of the
dwelling, construct associated stone terracing landward of the pool, and remove the
previously approved decking on the landward side of the dwelling.
Located: 1295 Robinson Lane, Peconic. SCTM#98-5-2
The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to SUPPORT the Amendment application of AL STRAZZA to Amend
Permit #5132 to add 2'X 6" cross bracings to the front and sides of the existing pilings.

RESOLVED to NOT SUPPORT the Amendment application of STEVE & LINDA
FIGARI to Amend Permit #6279 to install a new French drain from the northeast corner
of the property to a new drywell to be installed at the southwest corner of the property,
and add 50 cy. of fill and topsoil at the northeast and east side of dwelling.
