CHAIRMAN'S ANNOUNCEMENTS None REPORTS None 2 APPROVAL OF MINUTES Moved by Peter Young, seconded by Jack McGreevy, to Approve the Minutes of July 16,2007. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Don Wilder, seconded by Chris Kempner, it was RESOLVED to SUPPORT the Wetland Permit application of PETER S. DANOWSKI, JR. & SUSAN DANOWSKI to construct a new 6'X 20' wood float, new 4'X 12' wood ramp, new wetlands plantings, new 3'X 4' flagstone, dredging approx. 94 cy. to 2.5' below mean low water, and restoration of disturbed areas with native plants and grasses. Located: 1625 Monsell Lane, Cutchogue. SCTM#138-1-14.1 Inspected by: Don Wilder, Chris Kempner The CAC Supports the application with the Condition the dock and the vessel do not exceed more than 1/3 across the width of the creek, best management practices are following in the construction of the dock, and all disturbed areas are re-vegetated. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of BUD HOLMAN to remove 140'+/- and 16' of west return of existing bulkhead and replace in-like, in-place using C- Loc vinyl sheathing; remove remains of existing retaining walls and construct 130'+/- of new retaining wall in-like, in-place; backfill void areas behind new bulkhead with 200- 250 cy. of clean trucked in soil. Re-vegetate graded areas with Cape American Beach Grasses. Backfill and re-grade area behind new retaining wall with 50+/- cy. of clean trucked in soil. Re-vegetate disturbed areas with Beach Plum or Bayberry. Remove and replace in-like, in-place existing stairway from top of bank to base of bank and stairway from retaining wall to existing wooden deck. Construct new 3' seasonal stairway from top of bulkhead to beach to replace destroyed and missing existing stairs. Install one new piling at off-shore end of existing middle jetty and replace existing 4"X 6" top wale. Located: 350 Park Ave., Mattituck. SCTM#123-7-8 Inspected by: Don Wilder The CAC Supports the application with the Condition non-treated lumber is used on the stairs, a 10' non-turf buffer is installed along the top of the bluff, and no repair work is conducted on the middle jetty. WIRTZ to remove 158 If. of existing bulkhead and reconstruct in same location using vinyl sheathing. Located: 245 Pine Place, East Marion. SCTM#37-4-13 Inspected by: Jack McGreevy, James Eckert The CAC Supports the application with the Condition a drywell is installed to contain the pool backwash. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Chris Kempner, it was RESOLVED to SUPPRORT the Wetland Permit application of MICHAEL JUDGE to construct a new 85'X 4' wide beach access stairway with platforms. Located: 13007 Oregon Rd., Cutchogue. SCTM#83-2-11.14 Inspected by: Don Wilder, Chris Kempner The CAC Supports the application with the Condition best management practices are followed in the construction of the stairs, there should be no removal of any vegetation from the bluff, and a licensed engineer prepares the plans for the stairs. Vote of Council: Ayes: All Motion Carried ROBERT G. BOMBARA to construct a single-family dwelling, detached garage, pool and associated water supply and sewage disposal system. Located: 1725 North Sea Dr., Southold. SCTM#54-4-19 Inspected by: Peter Young Due to the location of the Coastal Erosion Hazard Line being landward of all proposed activity, a full review of the application cannot be conducted at this time. Moved by Don Wilder, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit & Coastal Erosion Permit application of RONALD STRITZLER to cut back the vertical slope of the bluff to a more natural angle, cut back the trees over-hanging the bluff edge to ground level, and plant between the lawn area and the bluff edge. Continue planting bluff with existing vegetation, complete terracing and backfill, and plant area. Add terracing to strategic locations based on site conditions using wood and plastic sheet pilings. Located: 3055 Soundview Ave., Mattituck. SCTM#94-1-14 4 Inspected by: Don Wilder The CAC Supports the application with the Condition the buffer is increased to 20'. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of JOAN YORK to construct approx. 108 linear ft. of vinyl bulkhead in place of existing, storm-damaged timber bulkhead; backfill with approx. 25 cy. clean sand to be trucked in from an upland source; and reconstruct (in-place) existing platform and steps to beach; and establish a 5' non-turf buffer. Located: 4025 Camp Mineola Rd., Matlituck. SCTM#123-5-29 Inspected by: Don Wilder The CAC Supports the application with the Condition of a pervious, non-turf area from the bulkhead to the house and wall. SCTM#15-3-17 Inspected by: Jack McGreevy, James Eckert The CAC Supports the application with the Condition a licensed engineer prepares the plans for the stairs and plans for erosion control along the bluff are considered. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Chris Kempner, it was RESOLVED to SUPPORT the Wetland Permit application of JOSEPH & NORA FLOTTERON to construct additions to an existing single-family dwelling, 304 sf. porch, 899 sf. garage, remove portions of existing drive, install new drive, add new retaining walls 140 If., remove existing brick walk 92 sf. and wood retaining walls 61 If., remove decking 86 sf., abandon and fill existing sanitary system, install a new sanitary system, and re-grade property. Located: 595 Clearwater Lane, Cutchogue. SCTM#118-2-14.1 5 Inspected by: Don Wilder, Chris Kempner The CAC Support the application with the Condition gutters and drywells are installed to contain the roof run-off, the sanitary system is located as far from the wetlands as possible, and the drainage is installed away from the wetlands. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Don Wilder, it was RESOLVED to SUPPORT the Wetland Permit & Coastal Erosion Permit application of MISSY DIACK to relocate the existing single-family dwelling landward and construct an addition (1,295 sf. overall) to be situated 80'+/- from the wetlands boundary; rear decking (622 sf.) situated 64'+/- from the wetlands boundary; rear plat and walkways (411 sf.+/-) situated 5'+/- from the wetlands boundary; retaining wall to surround the proposed sanitary system within the front yard, situated 127'+/- from the wetland boundary; and a gravel driveway (540 sf.) situated 120' from the wetlands boundary; and to maintain the timber bulkhead in-place. SCTM#58-2-11 Inspected by: Peter Young The CAC Supports the application with the Condition drywells and gutters are installed to contain the roof run-off and to assure the stabilization of the dunes and the dune grasses. GOULD to construct 42' of new bulkhead immediately in front of existing bulkhead using C-Loc vinyl sheathing. Construct two 4' returns. Existing wood platform and stairway will be removed then re-installed after construction of the new bulkhead. Re-vegetate existing slope where disturbed. Located: 1825 Truman's Path, East Marion. SCTM#31-13-3 Inspected by: Jack McGreevy, James Eckert The CAC Supports the application with the Condition the bulkhead replacement is a one-time "bump-out". Vote of Council: Ayes: All Motion Carried 6 Moved by Don Wilder, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of WICKHAM BUNGALOW EAST, LLC to construct 148' of rock revetment consisting of 1-1.5 ton rock on 25-50 lb. hardcourse stone foundation and filter cloth base. Re-vegetate areas disturbed with Cape American beach grass. Located: 4787 New Suffolk Rd., New Suffolk. SCTM#110-8-32.1 Inspected by: Don Wilder The CAC Supports the application with the Condition the entire area from the house to the bluff is re-vegetated, except for a delineated path to the beach, and the grasses should be maintained/replaced until fully developed. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Don Wilder, it was RESOLVED to SUPPORT the Wetland Permit application of PAULA DIDONATO & JUDY TEEVAN to remove existing 4'X 4'8" cantilevered platform for existing floating seasonal docks to allow construction of 106' of new bulkhead immediately in front of existing bulkhead using C-Loc 9900 vinyl sheathing. Remove existing 8' east return and construct a 20' return in-place. Re-install cantilevered platform after bulkhead construction. Located: 325 Willow Point Rd., Southold. SCTM#88-5-35 Inspected by: Peter Young The CAC Supports the application with the Condition of a 10' non-turf buffer and drywells and gutters are installed to contain the roof run-off. SCTM#123-5-26 Inspected by: Don Wilder The CAC Tables the application until a detailed plan is submitted, and recent repairs have been made on the bulkhead using treated lumber. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of DEBRA LACHANCE to remove and replace the existing staircase and re-vegetate the bluff with native species. Located: 630 Ruch Lane, Southold. SCTM#52-2-26 Inspected by: Peter Young The CAC Supports the application with the Condition there is minimal disturbance to the slope, and there is a top platform only, eliminating the middle platform. Vote of Council: Ayes: All Motion Carried LEO & VIRGINIA ALESSI to repair the foundation under the existing dwelling and to remove and reconstruct the existing deck. Located: 1700 Cedar Point Dr. East, Southold. SCTM#92-1-3 The CAC did not make an inspection, therefore no recommendation was made. Moved by Jack McGreevy, seconded by Don Wilder, to TABLE the Wetland Permit application of PECONIC LANDING AT SOUTH OLD, INC. to widen and improve an existing +/-6'-9' access path to a 10' paved path for handicap access and construct a 20' gazebo. Located: 1500 Brecknock Rd., Greenport. SCTM#35-1-25 Inspected by: Jack McGreevy, James Eckert The CAC Tables the application because of the following reasons: the location of the gazebo was not staked; a construction plan of the gazebo was not submitted; and the location of a pervious path was not included. 8 Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by Don Wilder, it was RESOLVED to SUPPORT the Wetland Permit application of MARK & PATRICIA LAMPL to construct a new roof pitch over the existing second-floor area, new two-car attached garage, new second-floor deck on waterfront, in place of existing concrete block chimney. Located: 910 The Strand, East Marion. SCTM#30-2-81 Inspected by: Jack McGreevy, James Eckert The CAC Supports the application with the Condition of a pervious driveway. The CAC questions the presence of a chain-link fence. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconed by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of ROBERT LEHNERT to remove and replace the existing 100' wood bulkhead with a vinyl bulkhead. Located: Little Peconic Bay Rd., Cutchogue. The CAC Supports the application with the Condition of a plan to stabilize the bluff. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Chris Kempner, to TABLE the Wetland Permit application of JIM & EILEEN KASSCHAU to construct a 4'X 41' elevated fixed dock, 3'X 12' ramp and a 6'X 20' float to be secured by two piles. 9 Located: 5800 Vanston Rd., Cutchogue. Located: 3295 Pine Neck Rd., Southold. SCTM#70-6-20 Inspected by: Peter Young The CAC Supports the application with the Condition the project is staked, the dock and the vessel do not exceed more than 1/3 across the width of the creek, and appropriate materials are used. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Chris Kempner, it was RESOLVED to SUPPORT the Wetland Permit application of JILL & CAROL RIDINI to construct a 10'X 10.25' extension to the existing wooden deck, install 2-10" dia. mooring pilings. Remove existing wing retaining wall. Construct 116'+/- of new 5' high retaining wall. Backfill area behind retaining wall with clean trucked in soil, approx. 50 cy., and re- vegetate with Cape American Beach grass planted 12" on center. Repair existing stairway up bank as needed in-place. Install concrete catch basin at top of bank on southwest corner of property, and to NOT SUPPORT the application to construct 3'X 104' fixed dock with cross over stairway to beach. Located: 805 West Rd., Cutchogue. SCTM#110-7-4 Inspected by: Don Wilder, Chris Kempner The CAC Supports the extension to the deck using appropriate materials. The CAC does Not Support the fixed dock because there are no other docks in the area. The CAC also questions the need for a 5' high retaining wall and the size of the catch basin, and whether or not it's appropriate to stop erosion. WElL to construct a 168 sf. addition to the landward side of the existing dwelling, remove existing porch and construct new porch, construct new deck and steps on the seaward side of the dwelling and covered by a trellis, extend a portion of the second-floor over an existing one-story mass, and CMU access well to be removed and filled on landward (east) side. Located: 2760 Village Lane, Orient. Construct new 3'X 32' catwalk on off-shore end with a 32"X 14' seasonal aluminum ramp onto a 6'X 20' seasonal floating dock secured by 2-10" dia. X 30' pilings. Located: 3392 Oaklawn Ave., Southold. SCTM#70-5-46 Inspected by: Peter Young The CAC Supports the application with the Condition a drainage plan is submitted for the run-off, a 10' non-turf buffer is installed, and appropriate materials are used on the dock. Vote of Council: Ayes: All Motion Carried 11 DISCUSSION AND RECOMMENDATIONS OF APPLICATIONS TO AMEND PERMITS AL SAFER to Amend Permit #6458 to relocate the pool to the southwest side of the dwelling, construct associated stone terracing landward of the pool, and remove the previously approved decking on the landward side of the dwelling. Located: 1295 Robinson Lane, Peconic. SCTM#98-5-2 The CAC did not make an inspection, therefore no recommendation was made. Moved by Don Wilder, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Amendment application of AL STRAZZA to Amend Permit #5132 to add 2'X 6" cross bracings to the front and sides of the existing pilings. Located: 1180 Grathwohl Rd., New Suffolk. SCTM#117-1-16 Inspected by: Don Wilder Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Jack McGreevy, it was RESOLVED to NOT SUPPORT the Amendment application of STEVE & LINDA FIGARI to Amend Permit #6279 to install a new French drain from the northeast corner of the property to a new drywell to be installed at the southwest corner of the property, and add 50 cy. of fill and topsoil at the northeast and east side of dwelling. Located: 1150 Fanning Rd., New Suffolk. SCTM#117-6-33 Inspected by: Don Wilder The CAC does Not Support the application and recommends the area be allowed to revert back to wetlands.
