APPROVE MINUTES: Approve minutes of November 1995 & December !995 Regular Meetings and January 3, 1996 Organizational meeting. A motion was made by TRUSTEE WENCZEL and seconded by TRUSTEE HOLZAPEL to approve the above minutes with the correction on the December minutes: On DiBartolo; John said ney not Al. ALL AYES. I. MONTHLY REPORT: The Trustees monthly report for DECF/4BER 1995: A check for $5,340~77 was forwarded to the Supervisor's Office for the General Fund. II. PUBLIC NOTICES: Public Notices are posted on the Town Clerk's Bulletin Board for review. III. AMENDMENTS/WAIVERS/CHANGES: 1. STEPHEN PAWLIK on behalf of VIRGINIA CROPPER &CECELtAKEMPLER request t° amend permit ~4480 to move location of dock within 20' of the south property line. Located Arshamomaque. Ave., Southold. SCTM %1000-66-3-9. A motion was made by TRUSTEE HOLZAPFEL and seconded by TRUSTEE WENCZEL to approve amendment subject to showing a new drawing showing dock to be 15' off property line or a letter from the neighbor saying it is O.K. to put the dock closer. AYES: Hotzapfel, Wenczel, Garrell, King. Abstain: Krupski. 2. DIANE.HEROL~on behalf of OSCA~BLEVINS request aD_ am~-~dment to permit $4384 to relocate septic system as per S.C. Health Dept. Located 640 Haywaters Drive, Cutchogue. SCTM ~1000-104-5-23. A motion was made by TRUSTEE KRUPSKt and seconded by TRUSTM. R HOLZAPFEL to approve amendment subject to numbers 9 & 10 of the DEC Board of Trustees 2 January 26, 1996 conditions with the change on #10 that the haybales stay in place permanently. As per CAC comments. ALL AYES. 3. LORETTA BIN-DEl{LING request to extend permit #4275 to January 27, 1997 to construct extension on existing deck. Applicant is still waiting on DEC permit. Located 1325 Smith Drive North, Southold. SCTM #1000-76-2-2.5. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE HOLZAPFEL to approve extension. ALL AYES. 4. FRANK SCAVONE request an amendment to Permit #756 from a 4' X 54' catwalk to a 3' X 8' platform leading to a 3' X 24' catwalk, 3' X 8' ramp and a 6' X 20' float placed 15' from property line. Total proposed structure is less then original structure. Located 1615 Fleetwood Road, Cutchoque. SCTM #1000-137-4-35. A motion was made by TRUSTEE G~RELL and seconded by TRUS~q~E WENCZEL to approve amendment. ALL AYES. 5. NICOLO DI BARTOLO request an amendment to permit ~4551 to conform to CAe recommendations 1-4, not 1-5 as approved at last meeting to construct a bridge. Located 2146 Main Road, Laurel. SCTM #1000-127-3-6.1 & 6.2. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE HOLZAPFEL to approve amendment. ALL AYES. IV. PUBLIC HEARINGS: THIS IS A PUBLIC HEARING IN THE MA'~rER OF THE FOLLOWING APPLICATIONS FOR PERMITS UNDER THE WETLANDS ORDINANCE OF THE TOWN OF SOIFfHOLD. I HAVE AN AFFIDAVIT OF PUBLICATION FROM THE SUFFOLK TIMES. PERTINENT CORRESPONDENCE MAY BE READ PRIOR TO ASKING FOR COMMENTS FROM THE PUBLIC. PLEASE KEEP YOUR COMMENTS ORGANIZED AND BRIEF: FIVE (5) MINUTES OR LESS, IF POSSIBLE 7:15 P.M. In the matter of En-Consultants on behalf of JOHN DE GENNARO requests a Wetland Permit to construct a timber dock consisting of a 3' X 21' fixed walk, a 3' X 41' fixed walk, (min. 4' above grade) a 3' X 16' ramp, 6' X 20' float, a 8" diameter X 25' dolphin. Located 2213 Indian Neck Lane, Peconic. SCTM #86-5-10. TRUSTEE KEUPSKI: Is there anyone who has a comments on this application? Are you going to construct this? STEVE PAWLIK: Yes. TRUSTEE KRUPSKI: I forgot to tell Roy that since you are building the catwalk 3' wide there is no need to go 4' above grade. It can be 3' STEVE PAWLIK: O.K. ALL AYES. 7:16 P.M. - In the matter of J.M.O. Consulting on behalf of FREDERIC C. HAMILTON requests a Wetland Permit to construct walks, terraces and gardens. A staked line of hay bales with silt fencing shall be Board of Trustees 3 January 26, 1996 installed prior to and maintained during all periods of construction. Located~Private Road, Fishers Island. SCTM ~5-2-4. TRUSTEE KRUPSKI: Is there anyone here who would like to speak in favor or against this application? Peter and I looked at this. As long as they put a staked row of haybates, they will have no problem. TRUSTEE HOLZAPFEL: Move to close the hearing. TRUSTEE GARRELL: Second. ALL AYES. TRUSTEE WENCZEL: I make a motion to approve the above application of Frederic C. Hamilton with staked row of haybales. TRUSTEE KRUPSKI: Second. ALL AYES. 7:17 P.M. - In the matter of J.M.O. Consulting on behalf of FZSHER~ ISLAND GOLF COURSE requests a Wetland & Coastal Erosion Permit to restore an eroded shoreline by installing a boulder slope and reconstruct/repair existing dune. Boulder slope will have 2 to 4' ton stones along eroded shoreline beginning at an existing rip-rap wall and continuing an additional 200' to the east and placed, on filter fabric with a 1' rock chip base, with no grout. Approx. 150 c.¥. of boulders shall be used which will vary in width from 6'- 18' Any areas disturbed will be re-vegetated with American Beach Grass planted 12" on center and 410' of eroded dune shall be restored by placing approx. 750 c.y. of clean sand t~cked from upland source along eroded shoreline. Also to const~ct a dock consisting of a 3' X 6' platform, 3' X 16' ramp and a 6' X 20~ float with two piles to secure floatJ Located 265 Cedar Point Drive East, Southotd. SCTM ~1000-90-3-9. A motion was made by TRUSTEE GARRELL and seconded by TRUSTEE HOLZAPFEL to grant a negative declaration with a 30' buffer zone. ALL AYES. 2. EN-CONSULTANTS on behalf of DR. ANDR]EW ~GOWAN request a Wetland Permit to construct a 66 1.f. retaining Wall extending between landward ends of groins and we~l landward of AHW1. Bury with approx. 10 c.y. of clean sand to be trucked in from an upland source. Remove existing 26 1.f. of retaining wall. Located New Suffolk Ave., Cutchogue. SCTM ~1000-116-6-t8,19,20. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE HOLZAPFEL to table this application until applicant reviews trustees suggestion to extend groin. ALL AYES. 3. J.H. Geideman on behalf of N. CHAPLLES DE LUCA request a Wetland Permit to construct 4' X 265' catwalk over heavy growth of Phra~ites Board of Trustees 4 January 26, 1996 for beach access. Located 3525 Paradise Point Road, Cutchogue. SCTM ~1000-81-1-15.8 & 15.9. A motion was made by TRUSTEE GARRELL and seconded by TRUSTEE HOLZAPFEL to grant a negative declaration. ALL AYES. 4. SUSAN MAGG request Wetland Permit to construct a 3 catwalk mostly over private property to access Halls Creek. Located 495 Halls Creek Drive, Mattituck. SCTM ~1000-116-7-4. A motion was made by TRUSTEE GARRELL and seconded by TRUSTEE WENCZEL to grant a negative declaration. ALL AYES. 5. FRANK SCAVONE request Wetland Permit to place stone and plantings on bank. All work to be done behind neighbors existing bulkhead as per plans dated June 27, 1995. Located 1615 Fleetwood Road, Cutchogue. SCTM 9137-4-35. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE HOLZAPFRL to table this application so the applicant can go to Natural Resource Conservation and have them check out plan as having the boulders in the middle of the bank may not work and applicant should have a 20' non-tur~ buffer at top o~ bank. Also send to DEC. ALL AYES. VI. RESOLUTIONS: 1. Fa~THA JACOBS request a Grandfather Permit for a Approx. 130' bulkhead and a 4' X 4' platform with stairs. Structures where originally built in the 60's. Map is dated January 23, 1981. Located Sound View Avenue, Southold. SCTM ~t000-5i-4-2. A motion was made by TRUSTEE ~OLZAPFEL and seconded byTRUSTEE WENCZEL to approve Grandfather Permit. ALL AYES. VII.
