He will ask us to maybe check with DEC to find out when their 45 days are up. Jim is it 45 days that they have once the clock ticks for the DEC? J. FITZGERalD: For a complete application? 15 days. 15 days after receipt they have to be notified that it is complete or ~Board of Trustees 4 Aui it 27 1997 incomplete and if not notified (cannot understand, papers being fumbled) then you have another 45 days to issue or approve or disapprove and if you don't approve than you can write to Albany and say (cannot understand what J. Fitzgerald is saying, papers being fumbled}. TRUSTEE HOLZAPFEL: But he's gone through that so his point was he wasn't coming in tonight. TRUSTEE KRUPSKI: That's fine. Proper-T Services on behalf of JOHN O'GRADY requests a Wetland Permit to construct a fixed open walkway 4' X 85', a hinged ramp 4' X 16' and a floating dock 6' X 20', install 2 spites and 1- 2 pile dolphin to secure floating dock and construct a walk 4' X 19' at grade behind bulkhead. Located: 830 West Cove Road, Cutchogue. SCTM $111-2-1 TRUSTEE KRUPSKI: Is there anyone here who would like to speak in favor of the application? J. FITZGER~T.~: The description is fr~m the originall application which I feel uncomfortable with because of the impact of the south westerly winds during the summertime-. A new groin has been submitted which incorporates the suggestions of two of our meetings with contractors (Cannot understand what J. FITZGERALD is saying). TRUSTEE KRUPSKI: Now the description called for a 85' catwalk. J. FITZGERALD: No the description is the overall length of the new proposal is abou~t 12' less then the overall length of the original proposal although the walkway itsetE is appropriate in line. TRUSTEE HOLZAPFEL: So the total length is shorter but its all fixed? ~Board of Trustees 6 Au~__3t 27, 1997 J. FITZGERALD: Yes. TRUSTEE HOLZAPFEL: There is no floating dock and there is no... J. FITZGERALD: One of the other possibilities I mentioned in the cover letter with these drawings is that they are looking at one of these mechanisms that lifts the boat out of the water. Assuming that you approve this proposal and if it works out okay .... presumably if it doesn't, and if there is a problem with it then they will use the lift. The lift mechanism would probably require the landing platform also as I understand. TRUSTEE KRUPSKI: I've never seen one with a landing platform'. I don't know how they work. TRUSTEE HOLZAPFEL: It depends on the size of the boat. J. FITZGERALD: The only addition would be rails that would run between piles at each end of the area within which the boat is gonna be restored. It would, run parallel to the length connection of the boat. TRUSTEE KRUPSKI: That is a big decision because that would eliminate tandingplatform and piles. That sort of thing that eliminates quite a bit of the structure as opposed to adding on quite a bit of permanent structure out there and the piles. Is there any other comment on this application? Any board comment? TRUSTEE HOLZAPFEL: One other thing that just came up is do a lot of people walk along t~at beach? Is that what you were saying? MRS. LEWIS: (Cannot understand her. Not speaking into microphone.) TRUSTEE ~OLZAP~FEL: But there is so~ lower beach there that you can get by? My only comment is even though I am not particularly in favor of these types of docks.., but unfortunately we don't Lave anything in our code to prevent them. TRUSTEE KRUPSKI: There are no soundings on this further in. What are the water depths further in? J. FITZGERALD.: The slope is pretty even all the way out there. TRUSTEE KRUPSKI: But it's been disputed about the water depth. J. FITZGERALD: Again, Tom Samuels has, as recently as Saturday found it to be at 112' 3' deep at low water. TOM SAMUELS: We have originally thought 100' would do it but 100' wouldn't do it. As far as tieing up the boat there, the idea is, correct me if I'm wrong Jim, is that had a landing platform off to the east on the outer end of the dock which will be at 1' above high water. The DEC regulations would be 4' and 2 tie off dolphins to the east. This particular d~ck on O'GRADY'S is not protected by Cedar Point southwest where the floating dock is. I have a question. I'd like to m~ke it shorter but there isn't any water there. TRUSTEE KRUPSKI: But is it possible to keep the boat there? TOM SAMUELS: Yes, I think in a four way tide yes. In a hurricane no. TRUSTEE KRUPSKI: We're gonna table this and take. another lock at it. TOM SAMUELS: O'K. I would be vezy happ~ to go out if you want me to. Just let me know when you want to go out. LEO OLSEN requests a Wetland Permit to remove locust trees, replace with other, repair catwalk, (level land a~d replace soil) repair retaining wall along dock, repair hand rail along dock, add a 20' non-turf area along bulkhead, remove top soil to sand fill with recycled concrete, top with stone and or wooden walkway, distribute top soil where needed, grade land, install covered driveway, install a 6' high fence along rear property line, plant grass and plants, landscape, an~ install cesspool for boat discharge. Located: 3590 Main Road, Greenport. SCTM ~35-4-28.12. LEO OLSEN: I listed ten items that I wanted to do. We tried to clean it up and we want to simply improve it so it looks neat and we want to keep it landscaped. OrigiD~!ly we had an approval from the Planning Board to repair the distant m~dule and they gave me status and the~ also put a septic system in which would be beyond the 75' level where we dug in. TRUSTEE HOLZ~PFEL: Is it 75 or 1007 TRUSTEE KRUPSKI: It doesn't show it here on the surve!~9 LEO OLSEN: Iit's not in there because we didn't get the plan for that yet. I'll take on~ item at a time. I'll try to keep it as simple as I ca~. The locust trees, we have about six to take down, but more recently thsre are a couple, I'm afraid, if they let go its gonna hit the boat so I would like to take those down. There are probably about two large locusts and four small ones that have to be removed. The catwalk along the dock is pretty ~eat up. I already replaced the planks but there is an existing retaining wall inward of the bulkhead behind the catwalk that is rotted and I still want it replaced with treated lumber. Just the whole thing. TRUSTEE KRUPSKI: Does anyone have any comments on that? TRUSTEE HOLZAPFEL: Just to clear my mind. The shed is gonna have runningwater and sewage? MR. OLSEN: Yes. TRUSTEE KRUPSF~I: I think you're going to have to ~ut all these things on a survey. I don't think a~ybody is gonna hav~ any problems. It's just that we are gonna have to see the plan. Consulting on behalf of FISHERS ISLAND GOLF COURSE REQUESTS A Wetland Permit to: 1) maintenance dredge an inlet connecting an un-named tidal pond and East Harbor in the area located adjacent to the 14th tee and utilizing the spoil for the nourishment of the adjacent beach, 2) raise the elevation of the 15th tee by installing a low profile retaining wall and placing fill in the walled area and then planting area with turf, and 3) elevate the grade of the fairway and rough in area adjacent to the t4th hole. It will involve an area of 13,600 a.f. where clean materiat and 246+ c.y. of topsoil shall be used to raise the area 2" 36". Disturbed area seeded and mulched. Located: East End. Road, Fishers Island SCT~ .~1-1-13.13 TRUSTEE HOLZAPFEL: Again I talked to Glenn tonight and he made the point, as part of the application with DEC, he has to be there to measure all these places out exactly and measure where the wetland lines will be, where the dumping will be.
