A motion was made by TRUSTEE FOSTER and seconded by TRUSTEE KING to approve the minutes of the March meeting. ALL AYES. I. MONTHLY REPORT: The Trustees monthly report for FEBRUARY 1998: A check for $4,739.77 was forwarded to the Supervisor's Office for the General Fund. II. PUBLIC NOTICES: Public Notices are posted on the Town Clerk's Bulletin Board for review. III. AMENDMENTS/WAIVERS/CHANGES: 1. RICHARD AND DEBARAH HEFFERNAN requests a Waiver to construct a 15' X 33' deck onto existing dwelling. Located 730 West Shore Drive, Reydon Shores, Southold. SCTM $80-1-48. A motion was made by TRUSTEE POLIWODA and seconded by TRUSTEE SMITH to approve a waiver to construct a deck as applied for. ALL AYES. 2. ANDREW & BARBARA STYPE requests a Waiver to construct a 5' X 26' addition to existing enclosed porch, a 22' X 30' addition to garage with second story for storage, enclose 5' X 15' porch. Located 1645 Calves Neck Road, Southold. SCTM 970-4-49. Board of Trustees'-~ 2 - April 22, 1998 A motion was'by TRUSTEE POLIWODA and seconded by TRUSTEE SMITH to approve the waiver as applied for. ALL AYES. 3. JOSEPH TURCHIANO requests an amendment to Permit #701 to reseath bulkhead as needed in front of existing sheathing. Located 450 Deep Hole Drive, Mattituck. SCTM #115-12-5. A motion was made by TRUSTEE KING and seconded by TRUSTEE FOSTER to approve the amendment with maintaining a non-turf buffer on the landward side. ALL AYES. 4. STUART D. GLASS requests a Waiver to add 5' to proposed deck and a 16' diameter gazebo as shown on survey. Located 305 Hall's Creek Drive, Mattituck. SCTM ~116-7-2. A motion was made by TRUSTEE FOSTER and seconded by a TRUSTEE KING to approve a waiver for the above as drawn on plan. ALL AYES. 5. JOSEPH & ELIZABETH BRITTMAN requests a Waiver to construct a deck attached to exiting house, approx. 38' X 15' as per drawing submitted. Located 80 Glenn Road, Southold. SCTM #78-2-1. 6. J.M.O. Consulting on behalf of PARADISE POINT ASSOCIATION request two (1) year extensions on Permit #4409 to maintenance dredge basin in accordance. If extended permit will expire February 1999. Located Paradise Point, Southold. SCTM #81-1-16.1. A motion was made by TRUSTEE SMITH and seconded by TRUSTEE KING to approve two (1) year extensions. ALL AYES. 7. J.M.O. Consulting on behalf of JNC HOLDINGS requests an amendment to place rock between parking lot and under building. (previous work was considered maintenance and a permit was not needed at the time). A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE KING to table this application to reinspect. ALL AYES. 8. J.M.O. Consulting on behalf of DONALD MC CALLISTER requests an amendment to Permit #4716 to relocate proposed Pool, terracing, pool equipment, stone retaining wall and pool backwash to the eastern side of the subject property. The pool backwash shall be located greater than 100' from the limits of the freshwater Wetlands and the rest of the project is greater than 75' from the limits of the freshwater wetlands. Located Private Road, Fishers Island. SCTM ~4~4-1. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE KING to approve amendment as applied for with the condition that the applicant adheres to the DEC requirements of mowing within the 75' ALL AYES. 9. CAROL R. DENSON requests a Waiver to add a mezzanine area on top of existing Barge restaurant, changing roof line, but staying in same foot print as indicated on drawing. Located off Rt. 25, east of P.O.E., $outhold. SCTM #56-6-8.5. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE POLIWODA to approve as applied for. Board also discussed the bulkhead permit and felt part of the bulkhead was built to far out and asks that the Bay Constable check out permit. ALL AYES. Board of Trustees April 22, 1998 10. EMMA DOLSEN requests a Waiver to bring in 100 c.y. of fill and regrade and replant back yard as shown on survey to prevent road runoff from entering property. Located Rampler Road, Southold. SCTM %88-5-38. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE KING table the application for more information (grading plan and to discuss planting plan). ALL AYES. (NOTE: A waiver was granted on May 1, 1998 for the above). 11. KEVIN CANDE requests an amendment to permit #4753 to for a 4' X 125' catwalk to go out no further then the edge of the marsh and add a 4' X 10' ramp, a 6' X 20' float in a "T" and two piles off of float. Located 675 Halls Creek Road, Mattituck. SCTM %115-7-5. A motion was made by TRUSTEE FOSTER and seconded by TRUSTEE KING to approve. ALL AYES 12. JOHN F. RUSSELL requests an Amendment to Permit %766 to have two 4' X 20' floats and a 3' X 12' float instead of the 3' X 40' fixed dock. Located 3145 Oaklawn Ave., Southold. SCTM %70-6-7. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE POLIWODA to table the amendment for further information. Survey and to clarify what is being removed. ALL AYES. 13. En-Consultants on behalf of NEIL MCGOLDRICK request an amendment to Permit ~4880 to place dredge spoil to the west of McGoldrick on the community beach of the Bayview of Mattituck Homeowner's Assoc.; the adjacent beaches of Patrick Scollard to the west and Martin Suter to the east would likely receive spillover sand. Also to include maintenance dredging of the mouth of Hall's Creek subsequent to the initial dredge event and groin extension, as discussed during the two public hearings on the project; up to t000 c.y. of sand would be maintenance dredged as needed over a ten year period. (to run with DEC Permit). Located Private Road, Off New Suffolk, Ave., Mattituck. SCTM # 116-4-16.4. A motion was made by TRUSTEE SMITH and seconded by TRUSTEE KING to approve the amendment as applied for. ALL AYES. 14. JAMES MINOQUE - Board to review approval granted a year ago for one addition and amendment to plans. Located New Suffolk Ave., Mattituck. After discussion, on a motion made by TRUSTEE KRUPSKI and seconded by TRUSTEE KING grant a waiver to remove boat, deck and add a 10' 14' addition on west side of house as well as previous reviewed addition on east side of house with the following conditions: 1. The boat must be removed from the water prior to commencing any work. 2. a full permit must be submitted for review for the next meeting. 3. A second row of haybales must be placed on the water side of the new addition. ALL AYES. Once boat is removed work can commence while the other conditions are being met. IV. PUBLIC HEARINGS: THIS IS A PUBLIC HEARING IN THE MATTER OF THE FOLLOWING APPLICATIONS FOR PERMITS UNDER THE WETLANDS ORDINANCE OF THE TOWN OF SOUTHOLD. I HAVE AN AFFIDAVIT OF PUBLICATION FROM THE SUFFOLK TIMES. PERTINENT Board of Trustees April 22, 1998 CORRESPONDENCE MAY BE READ PRIOR TO ASKING FOR COMMENTS FROM THE PUBLIC. PLEASE KEEP YOUR COMMENTS ORGANIZED AND BRIEF: FIVE (5) MINUTES OR LESS, IF POSSIBLE 1. First Coastal Corp. on behalf of LEE HANLEY requests a Wetland Permit and a Coastal Erosion Permit to repair and reset both of the existing 640 foot north shore stone revetment and 420 foot south shore stone revetment. To reset existing boulders to their original angle of 1:15 to 1:2 by adding a maximum of 3,000 tons of 1 to 3 ton stones along the base of the north shore stone revetment and 2,500 tons of 1 to 3 ton stones along the base of the south shore stone revetment. The proposed stones will be placed above AHW and the elevation will not exceed the elevation of the existing concrete and stone Sea wall. Also to approve the existing stone walls. The north wall being a total of 640' the South wall being a total of 420' inkind/inplace. Located East End Road, Fishers Island. SCTM #1-2-4. TRUSTEE KRUPSKI: Is there anyone here who would like to speak on behalf of or against this application? Jim and Artie, you took a look at this? What did you think? TRUSTEE FOSTER: Wher do you want to start? The north wall is non-existant. TRUSTEE KRUPSKI: The north wall is 620', what do you mean? TRUSTEE FOSTER: But it isn't there. There is barely any indication of ever haying been a wal there. It is not inkind/inplace. That was probably the most interesting stop of the entire day. TRUSTEE KRUPSKI: So what is here? TRUSTEE KING: Nothing. Just a bank. The wall stops just about here. TRUSTEE KRUPSKI: But there is nothing here? TRUSTEE KING: No. TRUSTEE KRUPSKI: How about over here? TRUSTEE KING: That is all there and there is realy nothing work with it. This a concrete wall, it is old. This is old boulders with concrete poured in between them. TRUSTEE KRUPSKI: They are not going to concrete this too? TRUSTEE KING: No. Nothing was staked, nothing marked. They are redoing the driveway here. I think we should just table it and see if they submit a proper plan and stake it out. Cross section. TRUSTEE FOSTER: The DEC had a problem with it. TRUSTEE KRUPSKI: I make a motion that we recess this application for an accurate survey. TRUSTEE KING: Second. ALL AYES. 2. J.M.O Consulting on behalf of CYNTHIA WAREN SPURDLE requests a Wetland Permit to construct a 4' X 100' fixed dock 3 1/2' above grade of marsh, 4' X 20' float; also to cut a 4' X 50' path and construct a 4' X 15' set of steps to access dock. Located Clay Point Road, Fishers Island. SCTM #3-1-6. TRUSTEE KRUPSKI: Is there anyone here who would like to speak on behalf of this application? GLENN JUST: Glenn Just, if there are any questions of the Board. TRUSTEE KING: It is pretty straight forward. I don't have a problem with it. The only comment I have is that clearing. I think they got a violation from Mr. Hamilton. Board of Trustees-J 5 " April 22, 1998 TRUSTEE KRUPSKI: Is there any other comment? TRUSTEE SMITH: I make a motion that we close the public hearing on Cynthia Spurdle. TRUSTEE KING: Second. ALL AYES. TRUSTEE SMITH: I make a motion to approve. TRUSTEE KING: Second. ALL AYES. 3. J.M.O. Consulting on behalf of GERARD H. BELLESHEIM requests Wetland and Coastal Erosion Permits to construct 100+/-' timber bulkhead with a 10' return on the west property line. Armor with 1-2 ton stone. Backfill with 35+/- c.y. of clean sand from an upland source. Bulkhead shall be in line with recently approved bulkhead on adjacent property to the east. Located 122 Soundview Road, Orient. SCTM ~15-3-9. TRUSTEE KRUPSKI: Is there anyone here who would like to speak in favor of the application? GLENN JUST: Glenn Just, J.MoO. Consulting if there are any questions from the Board. TRUSTEE KRUPSKI: The CAC reinerate its comments from August 24, 1995. They recommend disapproval as submitted. The council suggest a rock revetment as per the DEC letter of July 14, 1995. At one point we recommended burying the bulkheads but that proved to be ineffective. Any other comment? On field inspections, on the property there is sort of a head land there. We want to see plans reflect this. As you come down the stairs and you look east, that line is straight from the neighbors bulkhead, but as it goes to the west the property brakes back. We would want to the brake in that structure follow the toe of the bluff. It has to stay behind that big rock. GLENN JUST: We will have to get that on the survey. TRUSTEE SMITH: I make a motion to close the hearing, based on a new set of drawings showing the bulkhead breaking back from the stairs to stay at the toe of the bluff. TRUSTEE KING: Second. ALL AYES. 4. J.M.O. Consulting on behalf of ARTHUR HAF requests a Wetland Permit to construct a 4' X 8' deck, 4' X 8' steps leading to a 4' X 72' catwalk elevated 3.5' above grade of marsh, 3' X 12' ramp , 6' X 20' float to be secured by two 2-pile dolphins. Located 1020 Strohsan Road, Cutchogue. SCTM ~103-10-25. TRUSTEE KRUPSKI: Is there anyone here who would like to speak on behalf of or against this application? GLENN JUST: If you have any questions. TRUSTEE KRUPSKI: Kenny you took a look at this? TRUSTEE POLIWODA: Yes. I can't recall are there any offshore dolphins beyond the float? GLENN JUST: No. Just so you know we tried to take that one area a long the beach where there is no vegetated marsh... TRUSTEE POLIWODA: It is unfortunate it was on the point. It makes it look like it extends beyond the neighbor. I will commend you the way you measured it. SHARON (from CAC): I just have one comment from Mel. He wanted it to be "T" so it won't go out so far. TRUSTEE KRUPSKI: O.K. Thanks. GLENN JUST: The only comment I have on that is that last twenty foot run is that we picked up another 6" of water there. Board of Trustees April 22, 1998 TRUSTEE KRUPSKI: Why don't we approve it as a "T" and if it is a problem you can come back and amend it. Any other comment? Do I have a motion to close the hearing? TRUSTEE SMITH: So moved. TRUSTEE KING: Second. ALL AYES. TRUSTEE POLIWODA: I make a motion to approve the above with a "T". TRUSTEE KING: Second. ALL AYES. 5. En-Consultants on behalf of CHARLES AND JANICE BOVINO requests a Wetland Permit to construct 206+/-' secondary retaining wall generally along toe of bluff slope landward of existing retaining wall. Southerly end of wall will tie into existing southerly return on adjacent property to south. A 10' return will be constructed on the northerly end. Approx. 45 c.y. of clean sand will be trucked in and used for backfill. Will access property by Located 9775 Nassau Point Road, Cutchogue. SCTM #1000-119-1-5 & 6. TRUSTEE KRUPSKI: Is there anybody here who would like to speak on behalf of the application? ROB HERMAN: Rob Herman on behalf of the applicant. It is a fairly straight forward application. The purpose of the secondary retaining wall is typically like a terracing effect. It is just to further stabilize the base of that slope. To prevent further undermining or loosing sand over that wall. To answer you questions Jill, I would recommend contact Rambo. They are the contractors for the wall. Tom Samuels would likely be able to tell you where they will be accessing. JILL: He is good with getting the bond to cross of property. ROB HERMAN: I think he is going to come to through Clearwater, but I am not sure. JILL: O.K. TRUSTEE KRUPSKI: I think the house construction is outside our jurisdiction. Is there any replanting, revegetation plan Rob? ROB HERMAN: Not with this application. I know that Samuels and Steelman Arch. for the house and I believe they have also submitted a separate application with a regrading plan on the top. I haven't seen the plans yet. I think the regrading will be in your jurisdiction. TRUSTEE KRUPSKI: It depends on how far you want to come down. We taped it off. After the bulkhead there is considerable amount of space left between our jurisdiction and the house. ROB HERMAN: O.K. Jill do you know what I am talking about? JILL: Yes, I do, but we have not received anything yet. I briefly spoke to the secretary at Samuels and Steelman. ROB HERMAN: I am not sure, it may still be out of your jurisdiction. I am not sure what they want to do. TRUSTEE KRUPSKI: There is a lot of room to work with. ROB HERMAN: Depending on what the effect will be. Your jurisdiction is 75' from highwater. TRUSTEE KRUPSKI: From the bulkhead really. They know.., in this permit I am going to require that the plant the filled area with beach grass. Any other comment? CARL: (property to south) I am interested on how the return is coming back. TRUSTEE KRUPSKI: Have you seen the plans? CARL: Yes. This of their stairs looking south. If you notice the return is very low down here. The erosion is this portion is my property. The erosion on top of here is washing down. This is looking Board of Trustees~ April 22, 1998 north. They have thrown some brush in here to prevent some erosion. The height of this being four feet. It is right up to the top. TRUSTEE KRUPSKI: Rob can you answer to that at all. ROB HERMAN: On the south side, the idea was that the return would tie into the existing return to close it off. That won't do anything for the erosion on the adjacent bluff on this gentlemen's property. CARL: It is showing a return, but it is only about a foot high. There is a lot of plantings need towards here. ROB HERMAN: I assume he will take it down to meet the top elevation of the existing return. I am at a loss as to what might be down there. CARL: The problem is that bluff on the top is eroding and washing down. If he comes in with four feet this would have to be tapered off. There is really very little to prevent the erosion that has taken place on top of the bluff. TRUSTEE KRUPSKI: Do the Bovino's intend to stabilize the bluff once this planted? We walked down here. We didn't notice the erosion on this end. ROB HERMAN: O.K. After further discussion the following action was taken: TRUSTEE KRUPSKI: I will make a motion to table this application for more information on the return and a grading and planting plan to be included with this application. TRUSTEE KING: Second. ALL AYES. 6. VICTOR AND GAIL RERISI requests a Wetland Permit for a single family dwelling with a buffer as per Natural Resources as approved March 1994. Located 800 Snug Harbor Road, Greenport. SCTM #35-5-37. TRUSTEE KRUPSKI: Is there anyone here who would like to speak on behalf of this application? VICTOR RERISI: I am here if you have any questions. TRUSTEE KRUPSKI: CAC recommends approval provided that a 20' non-turf buffer be maintained. We have that already. Any other comment. TRUSTEE SMITH: No. I make a motion to closed the hearing. TRUSTEE KING: Second. ALL AYES. 7. Fairweather-Brown on behalf of ANNETTE GOLDEN requests a Wetland Permit to reconstruct single family dwelling behind existing pool and decks in approx, location of house recently destroyed by fire. Located Bayshore Road, Greenport. SCTM %53-4-4. TRUSTEE KRUPSKI: Is there anyone here who would like to speak in favor of the application? ROBERT BROWN: My name is Robert Brown from Fairweather-Brown Arch. We are just rebuilding what was destroyed by fire. TRUSTEE KRUPSKI: CAC recommends approval provide care is taken in the clean up. I guess we would like to see a staked row of hay bales in between the deck and the hedge during construction. Any other comments. TRUSTEE SMITH: I make a motion to close the public hearing. TRUSTEE KING: Second. ALL AYES. TRUSTEE SMITH: I make a motion that we approve with the condition that a staked row of hay bales be placed in front of the hedge during construction. TRUSTEE KING: Second. ALL AYES. Board of Trustees~ 8 April 22, 1998 8. MATT-A-MAR MARINA requests a Wetland Permit to construct a 6' X 40' float, 4' X 25' alum. ramp to a 4' X 10' catwalk. Dock will be parallel to shoreline. Located Wickham Ave., Mattituck. SCTM %114-3-1. TRUSTEE KRUPSKI: Is there anyone here who wishes to speak on behalf of the application? Is there any comment? TRUSTEE SMITH: I make a motion that we close the hearing. TRUSTEE KING: Second. ALL AYES. TRUSTEE SMITH: I make a motion that we approve the application for a dock as applied for. TRUSTEE POLIWODA: Second. ALL AYES. 9. Proper-T Permit Services on behalf of THOMAS BRENNAN requests a Wetland Permit to construct addition to house; addition to have two stories and 15' X 20' footprint. Rehabilitate existing formerly-connected tidal wetlands. Approx. 1600 sq.ft, in accordance with guidance and advice from interested agencies. Located 235 Carole Road, Southold. SCTM %52-2-7.4. TRUSTEE KRUPSKI: Is there anyone here who wishes to speak on behalf of this application? JIM FITZGERALD: Jim Fitzgerald for Mr. Brennan, who is here also. On base of the comments that had been made at field inspection, I have a new description and a new plan. The changes are that I have included moving the cesspool and what used to be called a formally connected tidal wetland and now is a water collection area. I included the installation of the existing retaining wall. TRUSTEE KRUPSKI: Is there anyone else who would like to speak for or against this application. We have several letters from your neighbors. I will read the top one. I am the owner of unit %7 of East Wind shore Condos. I do object to the proposed addition of the house. The proposed addition is in direct line of site to my property. I am concerned about its possible appearance. Therefore, I request that any permit be contingent on the permittee creating and maintaining a suiteable plant barrier at his expense to ensure that no degradation will occur to the view from my unit. In view of the relative elevations of the respective lots, this barrier may need to be in my property. There is a vaguely worded clause on the "rehabilitation of existing formerly-connected tidal wetlands" Since the aforementioned area is immediately adjacent to my property, I cannot consent without more specific knowledge of the nature of the proposed work. That is the gist of it. All the letters are the same. That has nothing to do with us. I don't know if you want to see condos. That is neither here nor there. The only thing is that do have the planting/rehabilitating plan. JIM FITZGERALD: The specific planting would be based upon Alan Connell or who ever. I have not been able to get a hold of them. TRUSTEE KRUPSKI: We need the information before we approve the project. We have to know how it is going to be done. JIM FITZGERALD: What we are proposing is to eliminate the phragmitis and the plant the existing area appropriately. TRUSTEE KRUPSKI: Is that only for the area marked here water collection area? JIM FITZGERALD: Yes. TRUSTEE KRUPSKI: If you want to try and eliminate the Phragmites from that area, we want to see a specific plan on how you propose to go about it. Board of Trustees~ 9 ~ ~ April 22, 1998 JIM FITZGERALD: Can you do a conditional approval? TRUSTEE KRUPSKI: Yes. Is everybody satisfied with that. CAC tabled it for more information on the wetlands. I make a motion to close the hearing. TRUSTEE KING: Second. ALL AYES. TRUSTEE KRUPSKI: I make a motion to approve the application of Thomas Brennan to construct a two story addition to the house, move the cesspool, remove the phragmites from the water collection area with the condition that we receive a plan of action for that removal and install 40 1.f. of wood retaining wall 2' maximum height as per plans submitted. TRUSTEE FOSTER: Second. ALL AYES. 10. Proper-T Permit Services on behalf of LAURENCE NIEBLING requests a Wetland Permit to construct wood retaining wall .78' long approx. 4' above grade on the seaward side, with batter piles on seaward side; with 20' return on north end and 7' return on south end. Located 10200 Nassau Point Road, Cutchogue. SCTM #119-1-18. TRUSTEE KRUPSKI: Is there anyone here who would like to speak in favor of. JIM FITZGERALD: Yes. There is nothing new other than a continuation. TRUSTEE KRUPSKI: We approved this project in 93. Everyone was here at the discussion at the work session on how it was to proceed. Do they propose to regrade there or let it grow naturally? JIM FITZGERALD: We will be at grade level. There is no intention to do any fill. It will almost be along the line of the existing eroded base. TRUSTEE KRUPSKI: Any other comment? I will make a motion to close the hearing. TRUSTEE SMITH: Second. ALL AYES. TRUSTEE SMITH: I will make a motion to approve the permit as applied for. TRUSTEE KING: Second. ALL AYES. 11. Catherine Mesiano on behalf of RUSSELL & ROBERT MC CALL requests a Wetland Permit to construct a 1750 sq.ft, single family residence with full basement and attached 2 car garage. Located off New Suffolk Ave., Cutchogue. SCTM #116-1-6. TRUSTEE KRUPSKI: Did you find any stakes? TRUSTEE FOSTER: Yes, it was staked. The four corners of the house and the wetland delineation line was in and I would be stretching it to be saying 65'. There is four stakes there and the wetlands are flagged. I measured from this stake out to here. I had some slack in it. TRUSTEE KRUPSKI: Do you want to get a new plan? TRUSTEE FOSTER: I don't know if they want to move the houSe or whether the house was re-staked the property or not. TRUSTEE KRUPSKI: We should have an accurate drawing. There is now clearing plan here. I wouldn't have a problem approving it based on accurate survey. Show 50' buffer area on the survey. TRUSTEE FOSTER: Is this house going to be excavated or on pilings? It says full basement. They will need 30 or 40' around the house to work with. TRUSTEE KRUPSKI: It shows 8' to ground water. TRUSTEE KRUPSKI: I make a motion to approve the application provided the Board receives accurate plans locating the house to the proximity to the wetlands also, that there be from the lawn shown on there submitted plans, the wetland line which will be no clearing upland 50' from the wetland line, activity or disturbance. En-Consultants on behalf of ELIZABETH TETER requests a Grandfather Permit to reconstruct two (2) existing timber groins as 48' +/- low profile timber groins. Newly constructed groins will extend no further seaward than ALW and will be shorter in length than three groins to west. Westerly most groin on property will not be reconstructed. Located 490 Peconic Bay Boulevard, Laurel. SCTM ~145-2-4 & 5. A motion was made by TRUSTEE KING and seconded by TRUSTEE KRUPSKI to approve as applied with the top of landward end of the groin to be even with the top of the lower stringer of the bulkhead. ALL AYES. 2. SUSAN OIESTAD requests a 90 day extension on paying fees on permit #4853 to construct 4' X 16' catwalk, a 4' X 14' ramp at landward end, a 4' x 12' hinged ramp and a 8' X 20' float secured by 2 -8" pilings. Located at 2200 Broadwater Road, Cutchogue. SCTM #104-9-4. A motion was made by TRUSTEE KRUPSKI and seconded by TRUSTEE SMITH to grant the 90 day extension to pay permit fees. ALL AYES. VI. MOORINGS: 1. BRIAN BRISKA requests a mooring in Richmond Creek off Parkers Landing for a 24' Sea Ray with a 25 lb mushroom. 2. XAVIER AMADOR requests a mooring in Richmond Creek off Parkers Landing for a 22' sail boat with 150lb mushroom. 3. WILLIAM FIBKINS requests a mooring in Richmond Creek off Parkers Landing for a 13' Boston Whaler with a 50 lb mushroom. A motion was made by TRUSTEE POLIWODA and seconded by TRUSTEE KRUPSKI to approve the above moorings for Richmond Creek based on fore and aft anchors and not blocking the channel. The Bay Constable can check location. ALL AYES. 4. AUSTIN J. POWER, Jr. requests a mooring in West Lake for a 19' Grady White. Access through bay. A motion was. approved by TRUSTEE POLIWODA and seconded by TRUSTEE KING to approve mooring. ALL AYES. 5. VENETIA HANDS requests mooring #8 in Narrow River for a 17' sail boat. %8 was cancelled, making it available. It is not an additional mooring in that area.
