The meeting began at 7:08 p.m. with four LPC members present. Adoption of Meeting Minutes: ?? Adoption of LPC meeting minutes (not prepared in time for meeting) Uses/Structures on Existing PDR: ?? GLOVER PROPERTY f/k/a SCOTT PROPERTY SCTM #: 1000-96-5-13 Zoned: A-C Location: Main Rd, Cutchogue PDR : 22.9538 acres FYI re: neighbor’s inquiries. Butch Starkie gave background info on sale of “block” of development rights easement to Town which included his farm parcel and Glover parcel (previously owned by Scott). His biggest issue and concern is the proximity of the access to farm operation to his residential dwelling, and the possibility of farm labor housing being placed on the property thus increasing the use of the access way in front of his home. There is an approved heliport on his parcel and there are safety concerns with take-offs and landing over the roadway now being used by Glover’s nursery operation. He has met with Jim Glover with his concerns and asks that in the future, LPC should notify neighbors of any further requests made on this property to allow for neighbors’ input. ?? KEIL PROPERTY f/k/a YOUNG PROPERTY SCTM #: 1000-125-1-6.4 PDR Acreage: 11.12 acres Location: 2775 Rt 25, Laurel Request for berm and planting. Melissa Spiro presented background information on former Young property that was recently purchased by Normal Keil of N&J Management Company. Normal Keil was in attendance. He has requested permission from the LPC to construct a berm topped with a privet hedge or dogwood trees, a 20 ft driveway, and deer fencing along the back of the parcel bordering on the woodlands. Berm is proposed for security and to hide landscape cloth that will be used. A review of the recorded easement language for the Young parcel, now known as Keil (N&J Management Co), indicates that a 4 foot berm with bushes and a driveway are not prohibited under the easement since they are not structures, therefore, not subject to LPC review. Driveway access is farm road and is therefore not subject to LPC review. MOTION made by John Sepenoski, seconded by Monica Harbes, to allow the use of deer fencing on this parcel. Retroactive motion to order appraisal needed (authorization received from LPC members via electronic mail) Melissa was asked to direct appraiser to address value with and without ag structure restrictions. MOTON made by John Sepenoski, seconded by Michelle Zaloom, to retroactively authorize and direct Melissa Spiro to commission an appraisal on the Kauneckas property as outlined and approved in electronic mail correspondence amongst the LPC members. Melissa & John Sepenoski gave a report on their meeting with Tim Caulfield and County personnel – Chris Kent, Carrie Meek Gallagher, Tom Isles, Janet Longo, and Fred Ford about partnering. Lot line change, bargain sale and timing were discussed. County said there is no more funding available for 2007 so County cannot enter into contracts until 2008. ETRB offer will not be able to be made by County until possibly September 2007. LPC instructed Melissa Spiro to continue working towards easement acquisition. Land Preservation: Inquiry ?? BOYLE PROPERTY SCTM #: 1000-59-1-7 Zoned: R-40 Location: 600 Leeton Dr, Southold CPF: No Total Acreage: 0.47 acres (GIS 0.61 acres) Subdividable: NZ Property for Sale. Inquiry re: preservation Melissa approached by real estate salesperson about possibility of Town’s interest in purchase of this parcel located next to Kenney’s Beach. LPC showed no interest in purchasing at suggested purchase price of $600,000. MOTION made by Lillian Ball, seconded by Chris Baiz, to proceed toward preservations efforts if landowner is agreeable to a significant bargain sale or to explore community donations or a combination of the two. Prior County offer [exec session if offer discussed] This property is located near the Blocker Property off Main Bayview Rd in Southold in which County is involved in preservation efforts. LPC gave approval to proceed at appropriate time. Melissa showed LPC preliminary survey that had been reviewed and approved by landowner. LPC had no issues with survey and reserve area. Melissa working on Federal grant compliance; however, unsure is project will be eligible. Melissa showed LPC survey that has been reviewed and approved by landowner. LPC had no issues with survey and reserve area. John Sepenoski mentioned that survey shows fallow field but it had recently been plowed. Moving toward setting a closing date. General: ?? Sea Wolf Program Jim McMahon sent memo re: camp programs using Town Open Space. This is an environmental camp program that would like to use Laurel Lake Preserve as one of their sites to do studies. LPC is agreeable providing no manipulations to site. Water & soil samples, bird watching permissible. ?? Small Lot Policy Ray Huntington presented latest draft of a “general policy”. Melissa had comments. Hoping to have th final version and recommendation to adopt at August 7 meeting for presentation to Town Board. ?? Stewardship Invasives Committee – proposal (per Lillian Ball) Proposal distributed by Stewardship Sub-Committee for invasive species removal at Laurel Lake. Discussed going to Town Board to make request. It was decided that Lillian Ball would ask Jim McMahon, Director of Public Works, to have his crew cut the purple loosestrife at the edge of the lake when flowers are in bloom during July. MOTION made by Michelle Zaloom, seconded by Monica Harbes, to approve the Invasive Species Sub-Committee request/proposal for the invasive removal. Fishers Island Annual Town Board Meeting – Wednesday, August 8, 2007 Melissa and Melanie confirmed attendance. Ray, Lillian, John and Chris intend to go. Michelle may be flying over to Fishers Island to attend. Melanie to give list of members attending to Supervisor’s office. ?? Suffolk County Farmland Meeting – Tuesday, July 24, 2007 Melanie to send meeting notice/agenda to LPC members when received from County. ?? State Grant RFP due September Next Regular Meeting: ??
