The meeting began at 7:04 p.m. with five LPC members present. Adoption of Meeting Minutes: ?? Adoption of LPC meeting minutes Applications: ?? Landowner is proposing an 80/60 conservation subdivision concept plan and has met with Planning staff several times over the years. Latest concept plan is to establish 3 lots stacked on west side with access from western boundary line and building area for proposed winery near road on east side. Planning is reviewing request for two curb cuts with Dept. of Public Works as two cuts may be a problem. LPC generally not in favor of proposal and may not be in favor of proceeding with purchase of development rights as proposed in conservation subdivision. Melissa to check on soil map and to set a meeting with landowner to explore options. ?? Tim Caufield gave latest status update on project. Peconic Land Trust has conservation investors interested in participating in preservation/limited development project. EXECUTIVE SESSION. The members entered into Melissa reviewed appraisals with LPC members. The concept plan and appraisals have gone to County for their review. Town would like to partner 50/50 with Suffolk County on this acquisition. MOTION made by John Sepenoski, seconded by Monica Harbes, to increase previous offer per acre for development rights easement contingent upon County participation and ±8 acre additional conservation so that all of Leslie Road frontage is preserved (“wedge” area on east side of proposed road.) Motion carried 7/0. ?? [executive session] Tim Caufield presented a verbal offer that landowners would be willing to accept, being less than appraised value, and qualifying as a bargain sale or conservation easement gift. Landowners would like to have naming opportunity if land should become publicly preserved. Tim outlined ideas for property for public benefit to certain parts of the property. LPC seemed favorable to suggested concept plan but will require additional on-going information. END OF EXECUTIVE SESSION Ag Structure Application: ?? John, Ray and Melissa had a 3:00 p.m. conference call on Wednesday, June 13, 2007, with Mark Unger who is trying to establish an organic farm on this parcel. Easement language limits ag structures to 2% lot coverage which doesn’t able Mr. Unger to have a greenhouse big enough to provide shelter for one quadrant of the growing area each year, and his requested barn structure. Members suggested that he limit the size of his greenhouse to within the restricted percentage. Additions to Agenda: ?? Landowners have approached Tim Caufield of Peconic Land Trust as to possibility of preserving part of this land as a conservation subdivision with one building lot. Project considered high priority as it is in the Richmond Creek Area. Tim to report back to committee with additional information. ?? SMITHEN PROPERTY SCTM #: 1000-100-4-5.4 Zoned: A-C Location: 2600 Oregon Rd, Mattituck Town PDR: 36.311 acres Complaint received. Melissa received a complaint about “Sherwood House Vineyard” operating a wine tasting business out of a small shed-like building located within a purchased development rights easement. Melissa to follow-up on complaint with landowner and Town ordinances. General: ?? Small Lot Policy Responses made by Ray Huntington and John Sepenoski incorporated into latest version of “Small Lot Policy” that was distributed to LPC member for their review and further comments. ?? Follow-up from Town Board work session re: fireworks permit Town Board overruled Land Preservation Committee’s recommendation not to allow fireworks on Town-owned open space preserved land (Adamowitz property) in the vicinity of Strawberry Fields parkland. th ?? June 4 letter from Legislator Romaine Melissa discuss inquiry letter she received from Suffolk County Legislator Ed Romaine concerning easement language and usages allowed on PDR lands. Melissa Spiro to draft response to Mr. Romaine that “Town is in compliance with Ag & Markets”. ?? Melissa Spiro’s confidential status report [executive session re: status of offers] Additions to Agenda: st ?? Conservation Seminar on Shelter Island donated by The Nature Conservancy on June 21. Melissa Spiro will be attending seminar. Any others wishing to attend to contact Melissa. ?? Paradise Point Property – “Tall Pines” subdivision Lillian called landowner to inquiry into preservation possibility rather than landowner’s intention to proceed with “Tall Pines” subdivision. Landowner will consider preservation if Town offers equal to, or more than, his $4 million asking price. Next Regular Meeting: ??
