A meeting of the Southold Town Conservation Advisory Council was held Mon., July 16,
2007 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 5:00 PM.
CHAIRMAN'S ANNOUNCEMENTS
Chairman Don Wilder welcomed Chris Kempner and Doug Hardy to the Council and
explained the mission statement to them.
Chairman Wilder scheduled an appointment to meet with the Town Board at their next
worksession on Tues., July 17, 2007 at 9:30 AM. Members Peter Young and James

Eckert will represent the Council and provide the Board with an update of what the CAC
has accomplished.
Chairman Don Wilder will represent the CAC at the next Trustee meeting scheduled for
Tues., July 24,2007.
REPORTS
APPROVAL OF MINUTES
Moved by Peter Young, seconded by Jack McGreevy, to Approve the Minutes of June
11,2007.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
ROSE L. MILAZZO REVOCABLE TRUST to remove a 40 sf. section from the seaward
side of the existing one-story single-family dwelling; remove the existing wood deck and
stairs located off the southern side of the existing one-story dwelling; remove a 72 sf.
section from the landward side of the exiting dwelling; construct a 732 sf. two-story
addition to the landward side of the dwelling; construct a 144 sf. one-story addition to
the landward side of the proposed two-story addition; construct a 192 sf. porch, with
stairs on the southern side, in the corner created by the existing one-story dwelling and
proposed two-story addition; and install a sanitary system landward of the proposed
additions. Located: 1165 Island View Lane, Southold. SCTM#57-2-20
The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to SUPPORT the Wetland Permit application of CHRISTOPHER & AMY
ASTLEY to construct a two-story addition to the existing dwelling, new stair/entry
hallway addition, new screened porch, removal of the existing brick patio, and to install
drywells to capture all roof run-off.

RESOLVED to SUPPORT the Wetland Permit application of AMY GROSS to construct
a two-story addition to the existing single-story dwelling, install a new swimming pool
and pergola, expand the existing driveway and install a new sanitary system.

pool, and surrounding patio.

RESOLVED to SUPPORT the Wetland Permit application of SHORE ENDS LLC to
reconstruct 104 If. bulkhead in place using vinyl sheathing; reconfigure docks, 176 sq. ft.
new dock; place 38 cy. clean fill behind existing bulkhead from an upland source; and
install a 10' non-turf buffer.

RALPH PANELLA to excavate behind existing bulkhead and install filter cloth to back
side of T&G sheathing to prevent leaks. Backfill excavated area and fill void areas with
approx. 80 cy. clean trucked-in soil. Place filter cloth on top of fill and install 20-50 lb.
core stone on top of filter cloth to hold fill in place. Remove 121' of existing bulkhead,
east and west returns. Construct 75' of new bulkhead, 20' east return and 26' west
return in-like, in-place using C-Loc vinyl sheathing. Remove 20' existing jetty and
replace in-like, in-place.

RESOLVED to SUPPORT the Wetland Permit application of BROADBLUE, LLC to
construct a two-story, one-family dwelling with attached garage and deck; place approx.
250 cy. fill to raise grade in center of property beneath dwelling; install a drainage
system of drywells, pervious driveway, and public water service line; install a sanitary
system located more than 100' from wetlands; and establish a 50' non-disturbance/non-
fertilization buffer adjacent to the existing bulkhead.

storm-damaged bulkhead and backfill scoured area landward of bulkhead with approx.
150 cy. clean sand to be trucked in from an upland source and planted with Cape
American Beach Grass (12" on center).

wall and backfill/renourish embankment with approx. 20 cy. material to be trucked in
from an upland source and replanted with Rosa Rugosa (3' on center).

construct approx. 109 linear ft. of vinyl bulkhead in place of existing, storm-damaged
timber bulkhead; backfill/renourish eroded area landward of bulkhead with approx. 60
cy. clean sand fill to be trucked in from an upland source and planted with Cape
American Beach Grass (12" on center); and reconstruct inkind/inplace existing, storm-
damaged masonry patio on grade, as necessary.

AMERICAN MUSEUM OF NATURAL HISTORY to reconstruct an existing 3' X 75' pier
to 6' X 85', a 10' X 10' lower platform, two three-pile fender/tie-off dolphins and a

removable 4' X 40' aluminum access ramp with pile supported hoist waterward of the
apparent high water line.
located: North Shore of Great Gull Island. SCTM#1000-130
The CAC did not make an inspection, however, recommends the applicant refrains from
using CCA.
PATRICE & JOHN KEITT to reconstruct (in-place) existing +/-14' X +/-19' screened
porch and 16'X 32' in-ground swimming pool; install spa; replace existing 1,817 sf.
wood deck around pool with 1,330 sf. wood deck; replace existing 143 sf. deck
landward of bulkhead with 400 sf. stone paver patio on sand; reconstruct 6"X 6" wood
retaining wall; construct covered porch in place of existing stoop and steps; and install
stairs to stone paver patio and to beach.

The CAC did not make an inspection, therefore no recommendation was made.
SUE K. ODEll to construct approx. 21 linear ft. of vinyl bulkhead within 10" of existing
timber bulkhead; reconstruct 3'X 6' steps to beach; reconstruct 3.5' X 3.5' steps and 4'X
6' platform landward of bulkhead; and backfill with approx. 5 cy. clean sand to be
trucked in from an upland source.
located: 6500 Indian Neck lane, Peconic. SCTM#86-7-3.1
The CAC did not make an inspection, therefore no recommendation was made.
LISA TANAl & NISAN MINAKYAN to complete the installation of a staircase; reduce
the size of the 8.5'X 8.5' deck to 3' wide walkway, replant all disturbed areas beneath
walkway and within 10' east and west of walkway, remove retaining wall beneath
staircase, and remove all concrete bags and debris.

RESOLVED to SUPPORT the Wetland Permit application of THOMAS BYRNE &
VERONICA KALISKI to construct a second-floor addition, first floor kitchen extension
and deck extension.

RESOLVED to SUPPORT the Wetland Permit application of JOHN INGRILLI to install
on filter fabric +/-105' of 1-1.5 ton boulders along the toe of an eroded bluff. The
boulders shall then be covered with +/-150 cy. of clean sand which shall then be trucked
in from an upland source and then planted with Cape American Beach Grass 12" on
center.

mitigate the run-off coming from the area of the dwelling;

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS
Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to NOT SUPPORT the Amendment application of PETER DROUZAS to
Amend Permit #6386 to include 800 cy. of dirt along the front of the property.
Located: 54120 County Rd. 48, Southold. SCTM#52-2-20.1

The CAC recommends the property owner restore the contours back to their original
state, in order to avoid any potential run-off.

RESOLVED to SUPPORT the Amendment application of MARIA KATSIGEORGIS to
Amend Wetland Permit #6358 & Coastal Erosion Permit #6358C to remove and replace
the existing concrete block wall on the west side of the basement and replace with a
new concrete block wall; repair and level staircase to upper deck and support existing

deck walkway to main entrance of house; replace 30' length railroad tie division on west
side of property; cover existing dirt area landward of the bulkhead with additional non-
turf material; replace paving stone retaining walls on west side of dwelling south of
splash pad to stabilize dirt from running down into splash pad; replace walkway along
side of dwelling; and construct a 4'X 16' wide cobblestone apron to access asphalt or
bluestone curved driveway.

6' wide railroad tie wall behind deck post to stabilize soil from running into existing
splash pad.
