Domino O Fax (631) 765-6641 OOUHi't BOARD OF TOWN TRUSTEES TOWN OF SOUTHOLD November 13, 2013 Mr. Stephen Searl 670 Youngs Avenue Southold, NY 11971 RE: PARNEL WICKHAM 4299 NEW SUFFOLK ROAD, NEW SUFFOLK SCTM# 110-8-33.1 Dear Mr. Searl: The following action was taken by the Southold Town Board of Trustees at their Regular Meeting held on Wednesday, November 13, 2013: WHEREAS, Stephen Searl on behalf of PARNEL WICKHAM applied to the Southold Town Trustees for an Amendment to Wetland Permit #6650 under the provisions of Chapter 275 of the Southold Town Code, the Wetland Ordinance of the Town of Southold, application dated September 30, 2013, and, WHEREAS, said application was referred to the Southold Town Conservation Advisory Council and to the Local Waterfront Revitalization Program Coordinator for their findings and recommendations, and, WHEREAS, the LWRP Coordinator issued a recommendation that the application be found to be Consistent with the Local Waterfront Revitalization Program policy standards, and, WHEREAS, the structure complies with the standards set forth in Chapter 275 of the Southold Town Code, WHEREAS, the Board has determined that the project as proposed will not affect the health, safety and general welfare of the people of the town, • 2 • NOW THEREFORE BE IT, RESOLVED, that the Southold Town Board of Trustees APPROVE the Amendment to Permit #6650 to add one large rock top row to existing 125' long revetment raising top elevation to +3.0'; install stone filled Maccaferri reno mattresses landward of revetment; fill existing eroded area with clean fill from an upland source; re-grade area and re- vegetate with Cape American Beach Grass in sand and native plantings in soil; and for the existing stairs to beach; and as depicted on the site plan prepared by Costello Marine Contracting Corp., received on December 11, 2013, and stamped approved on December 13, 2013. Fees must be paid, if applicable, and permit issued within six months of the date of this notification. Inspections are required at a fee of $50.00 per inspection. (See attached schedule.) Located: 4299 New Suffolk Rd., New Suffolk. SCTM#110-8-33.1 Aerial photos indicate that the property is subject to erosion and a loss of upland property has occurred. The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the following Policy Standards and therefore is CONSISTENT with the LWRP. To further sub-policy 4.1; it is recommended that the applicant incorporate "practical vegetation methods" in the design of the structure. Policy Standards 4.1 Minimize losses of human life and structures from flooding and erosion hazards. The following management measures to minimize losses of human life and structures from flooding and erosion hazards are suggested: D. Use hard structural erosion protection measures for control of erosion only where: 4. Construction of a hard structure is the only practical design consideration and is essential to protecting the principal use. 5. DEVELOPED COAST POLICIES Policy 1 Foster a pattern of development in the Town of Southold that enhances community character, preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and minimizes adverse effects of development. The purpose of our proposal is to stabilize the eroding bluff. The project location endures extreme storm surges and the property is eroding make the area unstable and difficult to access the water area. Policy 2 Preserve historic resources of the Town of Southold. Our project does not involve any historic resources of the Town of Southold. Policy 3 Enhance visual quality and protect scenic resources throughout the Town of Southold. The addition of the rock will not decrease the visual quality or scenic resource of the Town of Southold. The appearance of a rock revetment is much more attractive than a vinyl bulkhead. The rock revetment will produce a uniform and clean look to the shoreline which is now covered with fallen vegetation. NATURAL COAST POLICIES Policy 4 Minimize loss of life, structures, and natural resources from flooding and erosion. The rock revetment will not increase further erosion on the shoreline. The rock revetment will be located landward of the high water mark and will only be exposed during storm surges. Policy 5 Protect and improve water quality and supply in the Town of Southold. This proposal will have no effects on the water quality or supply in the Town of Southold. Policy 6 Protect and restore the quality and function of the Town of Southold's ecosystem.
