Sanders T Southold, New York 11971-0959 • ~O Telephone (631) 765-1892 COUrm Fax (631) 765-6641 BOARD OF TOWN TRUSTEES TOWN OF SOUTHOLD January 22, 2014 Mr. Stephen Searl 670 Youngs Avenue Southold, NY 11971 RE: WICKHAM FAMILY, LLC C/O BARNABY WICKHAM 5005 NEW SUFFOLK ROAD, NEW SUFFOLK SCTM# 110-8-32.7 Dear Mr. Searl: The following action was taken by the Southold Town Board of Trustees at their Regular Meeting held on Wednesday, January 22, 2014: WHEREAS, Stephen Searl on behalf of WICKHAM FAMILY, LLC C/O BARNABY WICKHAM applied to the Southold Town Trustees for an Amendment to Wetland Permit #6649 under the provisions of Chapter 275 of the Southold Town Code, the Wetland Ordinance of the Town of Southold, application dated December 11, 2013, and, WHEREAS, said application was referred to the Southold Town Conservation Advisory Council and to the Local Waterfront Revitalization Program Coordinator for their findings and recommendations, and, WHEREAS, the LWRP Coordinator issued a recommendation that the application be found to be Consistent with the Local Waterfront Revitalization Program policy standards, and, WHEREAS; the structure complies with the standards set forth in Chapter 275 of the Southold Town Code, WHEREAS, the Board has determined that the project as proposed will not affect the health, safety and general welfare of the people of the town, • 2 • NOW THEREFORE BE IT, RESOLVED, that the Southold Town Board of Trustees APPROVE the Amendment to Permit #6649 to add one large rock top row to existing 104' revetment; install stone filled reno mattresses landward of revetment; and fill existing eroded area with clean fill; and as depicted on the project plan submitted by Stephen Searl, received on December 11, 2013 and stamped approved on January 22, 2014. Fees must be paid, if applicable, and permit issued within six months of the date of this notification. Inspections are required at a fee of $50.00 per inspection. (See attached schedule.) Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the following Policy Standards and therefore is CONSISTENT with the LWRP. To further sub-policy 4.1; it is recommended that the applicant incorporate "practical vegetation methods" in the design of the structure. DEVELOPED COAST POLICIES Policy 1 Foster a pattern of development in the Town of Southold that enhances community character, preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and minimizes adverse effects of development. The purpose of our proposal is to stabilize the eroding bluff. The project location endures extreme storm surges and the property is eroding make the area unstable and difficult to access the water area. Policy 2 Preserve historic resources of the Town of Southold. Our project does not involve any historic resources of the Town of Southold. Policy 3 Enhance visual quality and protect scenic resources throughout the Town of Southold. The addition of the rock will not decrease the visual quality or scenic resource of the Town of Southold. The appearance of a rock revetment is much more attractive than a vinyl bulkhead. The rock revetment will produce a uniform and clean look to the shoreline which is now covered with fallen vegetation. NATURAL COAST POLICIES Policy 4 Minimize loss of life, structures, and natural resources from flooding and erosion. The rock revetment will not increase further erosion on the shoreline. The rock revetment will be located landward of the high water mark and will only be exposed during storm surges. Policy 5 Protect and improve water quality and supply in the Town of Southold. This proposal will have no effects on the water quality or supply in the Town of Southold. Policy 6 Protect and restore the quality and function of the Town of Southold's ecosystem. Our proposal will have no effect on the Town of Southold's ecosystem. All construction will be above the AHWM not within the intertidal area. Policy 7 Protect and improve air quality in the Town of Southold. This proposal will have no effects on the air quality or supply in the Town of Southold. Policy 8 Minimize environmental degradation in the Town of Southold from solid waste and hazardous substances and wastes. Our proposal will not degrade the Town of Southold with solid waster or hazardous substances and wastes. Our proposal will not produce any solid waste and hazardous substances will not be involved in this project.
