A meeting of the Southold Town Conservation Advisory Council was held Mon., June
11, 2007 at Down's Farm Preserve.

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 5:00 PM.
CHAIRMAN'S ANNOUNCEMENTS
Don Wilder announced that the Town Board selected two new members to the CAC,
Chris Kempner and Charles Hardy.
REPORTS
Trustee Bob Ghosio reported that the Trustees have been very busy. There are at least
55 inspections for the month of June.

Dredging has been a major issue and the Board has been working with the County and
other agencies to resolve some of the issues. A dredge committee has been created to
assist as well.
APPROVAL OF MINUTES
Moved by Don Wilder, seconded by Jack McGreevy, to Approve the Minutes of May 9,
2007.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the Wetland Permit application of CARRIAGE HILL
ASSOCIATES, INC. to reconstruct the existing 200' steel bulkhead using vinyl
sheathing immediately landward and adjacent to the existing bulkhead. A 30' new
bulkhead return is proposed at the west end and an 18' bulkhead return is proposed at
the east end and both returns are proposed to be constructed utilizing vinyl sheathing.
Approx. 70 cy. of clean fill from an upland source is proposed behind the reconstructed
bulkhead and bulkhead return at the east end. Approx. 8,225 sf. of area is proposed to
be dredged to a depth of (4.0) below MLW and 1,300 cy. of dredged material is
proposed to be removed by clamshell dredge or equivalent. Dredged material to be
placed on site (landward of bulkhead) to dry then removed off site.

RESOLVED to SUPPORT the Wetland Permit application of WICKHAM FAMILY, LLC
C/O BARNABY WICKHAM to construct 105' of rock revetment consisting of 1-1 Y, ton
rock on 25-50 hard course stone foundation and filter cloth base.
Located: 5005 New Suffolk Rd., New Suffolk. SCTM#110-8-32.7
The CAC Supports the application with the Condition a master plan is created for the
entire area.
Vote of Council: Ayes: All

RESOLVED to SUPPORT the Wetland Permit application of PARNEL WICKHAM to
construct 125' of rock revetment consisting of 1-1 Yo ton rock on 25-50 lb. hard course
stone foundation and filter cloth base.
Located: 4299 New Suffolk Rd., New Suffolk. SCTM#110-8-33.1
The CAC Support the application with the Condition a master plan is created for the
entire area.

RESOLVED to SUPPORT the Wetland Permit application of NEW CINGULAR
WIRELESS PCS, LLC to construct a 100' telecommunications flagpole with associated
equipment compound and appurtenant trenched conduit.
Located: 40200 Main Rd., Orient. SCTM#15-9-8.1
The CAC Supports the application with the Condition the tower is aesthetically pleasing
from the road.
Vote of Council: Ayes: All

MARK HANSEN to replace the existing bulkhead in-place with vinyl sheathing.

RESOLVED to SUPPORT the Wetland Permit application of DAVID EDELSTEIN to
construct a 4'X 16' ramp, 4'X 46' catwalk, 4'X 12' access stairs and one (1) 8" dia.
mooring pile.
Located: 4145 Wells Rd., Peconic. SCTM#86-2-12.6
The CAC Supports the application with the Condition CCA is only used on the posts,
vinyl is used if possible, fiberglass-grid material on the decking, and the dock should not
extend past the adjacent docks.

TABLE the Wetland Permit application of PERI HINDEN to construct a 4'X 115' fixed
dock, 3'X 24' ramp and 6'X 20' floating dock.
Located: 1255 Wood cliff Dr., Mattituck. SCTM#107-6-18
The CAC Tables the application until construction details are submitted depicting
fiberglass-grid material on the decking. No CCA treated lumber should be used and
there should be no disturbance to the existing non-turf areas.
Vote of Council: Ayes: All

THEODORE J. BUCCI, JR. to construct a 3'X 12' hinged ramp and a 6'X 20' floating
dock attached to the existing bulkhead.
Located: 112 Windjammer Dr., Southold. SCTM#71-2-10
The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to SUPPORT the Wetland Permit application of WILLIAM C. GOGGINS to
replace the existing timber groin with new +/-63' low-profile vinyl groin, replace existing
timber bulkhead with +/-73' vinyl bulkhead, construct 4'X 3' steps, and install a 15' non-
turf buffer landward of the bulkhead.
Located: 1780 Jackson St., New Suffolk. SCTM#117-10-14.1
The CAC Supports the application with the Condition of a 20' non-turf buffer.

RESOLVED to SUPPORT the Wetland Permit application of WILLIAM & ALICE
LEHMANN to construct a two-car garage and install gutters and drywells to contain the
run-off.
Located: 725 Rabbit Lane, East Marion. SCTM#31-17-17
The CAC Supports the application, however, asks the Board of Trustees to consider
whether or not the culvert pipe is problematic.

MARGARET MCNAMARA for the existing bulkhead and to install pavers along the
bulkhead to minimize erosion of soil behind the bulkhead.
Located: 640 Takaposa Rd., Southold. SCTM#87-6-10
The CAC did not make an inspection, therefore no recommendation was made.
NEIL & ROBERTA SIMON to renovate the existing landscape, including the installation
of a berm with boulders upland of the driveway, maintenance on existing driveway,
repair/replace existing stone and CCA retaining walls with new stone retaining walls,
add new stone retaining wall, replace existing stepping stone walkways with deeper
stones and plantings, add new stepping stone walkways to replace existing turf areas,
replace most turf areas with garden flower beds and stone walkways, and perform
maintenance on existing on-grade decks, walkways and patios.

vinyl sheathing, and replace 200 cy. lost fill with clean sand from upland location.

RESOLVED to SUPPORT the Wetland Permit application of ROBERT H. DEXTER to
replace the upper and lower bulkheads using vinyl sheathing.

The CAC Supports the application with the Condition CCA treated lumber is used and a
15' non-turf buffer is installed landward of the bulkhead.

RESOLVED to SUPPORT the Wetland Permit application of INDIAN ROCK REALTY,
LLC (BRIAN BRILLE) to construct a 4'X 21' wooden stairway on the face of a 9' tall
sound-front bluff and clear a 4'X 140' unsurfaced trail within an existing wooded area.

The CAC Supports the application with the Condition the posts have 2"X 1 0" X 8'
supports at the base, vertical to the earth.

TOM & JULIA FITZPATRICK to clear and maintain a 4'X 55' mowed footpath through
the high marsh area leading to a 4'X 16' ramp up to a 4'X 26' fixed dock section with a
32"X 20' seasonal aluminum ramp onto a 6'X 20' seasonal floating dock secured by two
2-pile 8" dia. pilings, and construct a canoe and kayak storage rack.
Located: 1030 Clearview Rd., Southold. SCTM#89-3-11.3
The CAC did not make an inspection, therefore no recommendation was made.
DONALD HYMANS to excavate 8' to 9' back from face of existing bulkhead, remove
existing tie-rods and T&G bulkhead sheathing; install new C-Loc 4500 vinyl sheathing
in-place to replace existing; install new tie rods inlike/inplace; construct 10' of new
bulkhead extension to existing west bulkhead return; backfill excavation and re-grade
area. Located: 1050 Blue Marlin Dr., Southold. SCTM#57-1-32

VINCENT & EILEEN FLAHERTY to remove and replace inlike/inplace existing 42' of
bulkhead, 6'X 11' ramp, 12'X 14' fixed dock, 32"X 8' seasonal aluminum ramp and 6'X
20' seasonal floating dock.
Located: 177 Inlet Way, Southold. SCTM#92-1-8

ROSARIA FORCHELLI to construct approx. 40 linear ft. of vinyl bulkhead in place of
existing timber bulkhead and backfill with approx. 25 cy. clean sand to be trucked in

JEAN ROTERT to construct approx. 60 If. of vinyl bulkhead in place of existing timber
bulkhead and backfill with approx. 25 cy. clean sand to be trucked in from an upland

ELIZABETH WOLFF to construct approx. 107 If. of vinyl bulkhead in place of existing
timber bulkhead; backfill with approx. 25 cy. clean sand to be trucked in from an upland
source, and construct a 4'X 4' timber deck and 4'X 11' stairs to beach.
Located: 200 West Lake Dr., Southold. SCTM#90-1-20
The CAC did not make an inspection, therefore no recommendation was made.
WILLIAM & JOANNE TURNBULL to partially demolish an existing one-story, one-
family dwelling for the purpose of renovating and constructing a two-story, one-family
dwelling wherein proposed expansion of the existing dwelling shall be situated partially
upon and partially beyond existing foundation walls and all seaward expansion shall
occur over and in place of the existing wood deck; construct 10X 13' addition to existing
deck; construct 20'X 37' in-ground swimming pool, masonry pool patio, and 8'X 12'
shed; and install a new sanitary system, public water service line, drainage system of
drywells, pool drywell, outside shower, and pool enclosing fence.

ROBERT & ELIZABETH SCRIPPS to demolish existing 376 sq.ft. garage, construct
new 528 sq.ft. two-car garage, construct additions to an existing single-family dwelling
(576 sq.ft.) and construct a new porch (122 sq.ft.).
Located: 2745 Pine Tree Rd., Cutchogue. SCTM#104-3-6
The CAC did not make an inspection, therefore no recommendation was made.
Moved by Don Wilder, seconded by Jack McGreevy, it was
RESOLVED to SUPPORT the Wetland Permit application of JILL & CAROL RIDINI to
construct 155' of new bulkhead immediately in front of existing; remove existing
stairway to beach, repair as needed, and reinstall after new bulkhead construction is
completed; construct 10'X 10.25' extension to existing wooden deck; remove existing
wing retaining wall and construct 43' of new 8' high retaining wall and 150' of new 5'
high retaining wall; re-vegetate areas behind walls with Cape American Beachgrass
planted 12" on center; repair existing stairway up bank as needed, in- place; install
concrete catch basin at top of bank on southwest corner of property; and to NOT
SUPPORT the application to construct a 3'X 104' fixed dock with stairways to beach;
and install two 10" dia. mooring pilings.

The CAC Supports the application to construct a new bulkhead, stairs, deck and
retaining wall with the Condition there is no disturbance to the bluff in any manner.

RESOLVED to SUPPORT the Wetland Permit application of MATTITUCK PARK
DISTRICT to repair/reconstruct the existing timber groin in-kind and in-place.

The CAC Supports the application with the Condition the jetties are reconstructed low-
profile and shortened to the low water mark.

RESOLVED to SUPPORT the Wetland Permit application of SUSAN SOUDER to
demolish existing one-story wood frame house; remove 7.5'X 14.7' extension on NE
side; add 8.8'X 12.1' extension at NE corner; remove 7.5'X 7.5' slate patio on NE side.
In revised footprint, construct full poured concrete basement; construct two-story wood
frame house within revised footprint. Abandon existing waste disposal system and

construct new waste disposal system at a distance greater than 100' from the seaward
face of the bulkhead.

The CAC Supports the application with the Condition the dwelling is in line with the
adjacent dwellings, on the seaward side, a 10' non-turf buffer is installed, and there is
no expansion of the footprint.

MICHAEL & KATHRYN RUSSO to reconstruct the existing structure and connect to
new additions and new garage, relocate hot-tub and alterations to existing basement.

The CAC did not make an inspection, therefore no recommendation was made.
DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS
MARY DIGREGORIO to Amend Permit #6120 to commence the fixed dock at the
wetland line rather than the upper retaining wall and install a pile and pulley system at
the end of the fixed dock.
Located: 100 Oak St., Cutchogue. SCTM#136-1-37
The CAC did not make an inspection, therefore no recommendation was made.
CAROL WITSCHIEBEN & JANET WITSCHIEBEN LARSEN to Amend Permit #6436 to
increase the size on the west side of dwelling from 18.4' to 20' within the setback;
increase the size on the east side of the dwelling from 26.4' to 29' within the setback;
covered entry area converted to living space except for entry approx. 3' wide by 12'
long; increase length of dwelling from approx. 64' long to 69' long; and relocate
proposed swimming pool to west side of property.
Located: 1000 Sound Beach Dr., Mattituck. SCTM#99-1-5
The CAC has no comment on the application, however, states that this is a prime
example of over-development on the shoreline.

RESOLVED to SUPPORT the Amendment application of DENNIS KATEVATIS to
Amend Permit #5534 to add non-treated decking over existing walkway landward of the
bulkhead and within the 10' non-turf buffer.

The CAC Supports the application with the Condition a non-turf buffer, half the distance
between the house and the upper bulkhead, is installed.

MICHAEL & LISA BUNKER to Amend Permit #1336 for the existing dock consisting of
a 3'X 67' catwalk, 3'10" for 41' on the landward end, 6'5"X 14'8" floating dock, and three
(3) pilings.

The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to SUPPORT the Amendment application of NANCY SUE MUELLER to
Amend Permit #6535 to authorize the in-place replacement of approx. 104 linear ft. of
timber bulkhead with vinyl bulkhead and backfill with approx. 10 cy. clean sand fill to be
trucked in from an upland source.
Located: 2300 Park Ave., Mattituck. SCTM#123-8-11.1
The CAC Supports the application with the Condition of a 25' non-turf buffer.

Motion Carried
The next meeting of the Conservation Advisory Council has been set for Mon., July 16,
2007 at 5:00 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 7:15 PM.
