HomeMy WebLinkAbout02/11/1960 I I . , r MINUTES OF THE MEETING OF THE BOARD OF COMMISSIONERS OF THE FISHERS ISLAND FERRY DISTRICT FEBRUARY 11, 1960 A special meeting of the Board of Commissioners was called by the Chairman and held in the office of the Fishers Island Ferry District February 11, 1960, at 7:30 p.M. Present were H. Lee Ferguson, Jr., L. Baldwin, L. Lamb, P. .emonds, A. R. Grebe and W. C. Sinclair, Secretary. The Minutes of the Meetings held Jan. 25 and Feb. 4, 1960 were read and approved as read. Letter dated Feb. 9, 1960 from the Mystic Seaport was read rendering appreoiation for the donation of the former band stand to the Seaport. Comm. Baldwin reported that he had located a transformer for the Mystic Isle but that it was too large. He will continue to look for the proper size. Chairman Ferguson stated that last Saturday, Feb. 6, 1960 the Mystic Isle left lew London at 7:15 A.M. but went back to New London due to weather. Then immediately left again and made the trip to Fishers Island. It was pointed out that most of the trips caacelled have been done so under Capt. Kelley's orders. ~he general feeling prevails that Kelley is ooncelling too many trips. Late sUlings due to the Captain being late was also discussed. General discussion ensued on the matter. It was decided that a letter will be sent to Bicknell regarding this matter. Regarding the automobile parking lot at the Fishers Island terminal, the Board directed the Manager to request the Town Highway Department to put sand and graTel on the area. Chairman i"erguson then read the bids received for the demolition of buildings #9, #21, and 1118, which had been opened February 9, 1960 at 12:10 P.M. by Commissioner Lamb. King 6980.50 6980.50 3725.50 18000 16000 After ~eneral discussion the Board of Commissioners rejected all bids received. The Manager was directed to return all check and to inform all bidders that all quotations were in e~cess of available funds. The Nanager reported that he had spoke with Mr. R. Tasker, Town Attorney, re~arding the legality of burning these buildings down. Apparently what is needed is a "Bold Harmless Agreement" from the Race Point Corporation to protect the Ferry District and the Fire District. General discussion then ensued and the Board unanimously agreed to permit William Witt of Fis!lerS lsland, New lork to remove building #T-431 and the former block latrine building located at South BeaDh. Both buildings have deteriorated to an extent that they are beyond economical repair and are of no use to this District. Mr. Witt is to enter into a hold harmless agreement with this District regarding the removal of the two buildings. Chairman Fe~guson then gave each Commissioner a copy of the outline specificat- ions for the airport improvements and each item was discussed. Commissioner Lamb felt that we should first institute action for the zoning of the airport area. The following resolution was introduced by the Chairman and adopted by the unanimous affirmative vote of the Board of Gommissioners: WHEREAS it is in the best interest of the Fishers Island Ferry District to make application to the Town of Southold for zoning a portion of the airport pDoperty at Fort H. G. Wright, Fishers Island, N.L. currently under jurisdiction of the Fishers Island Ferry District AND WHEREAS the Board of Commissioners unanimously agree that said portion should be zoned - business t -2- (Feb. 11, 1960) I . THEREFORE BE IT RESOLVED that that area of the airport described as follows: that area south of a line beginning at the west side of the intersection of the south side of Whistler Avenue with the West side of ~~l~y Road and continuing west to Fishers Island Sound following the property line as shown on the drawing titled "Plan of Fort H. G, Wright Reservation Showing Land Sub-Division" dated Feb, 21, 1957 as revised and lying west' of the West side of South Military Road, said road running directly south east to Block Island Sound, be zoned business. AND BE IT FURTHER RESOLVED that the Board of C01Tll1l1ssioners of the Fishers Island Ferry District hereby respectfully petition the Town Board of the Town of S.uthold to institute proceedings for zoning subject portion of airport pro~y. The Board directed the Manager to get one dozed prints made up of the drawings for the airport improvements. The Board also directed the Manager to advertise for bids on this work as of February 18, 1960. The Bids are to be opened 12:10 P.M., Tuesday, Maroh 1, 1960 and the work is to be completed May 2, 1960. The work is to commence immediately, weather permitting. Regarding the property at West Harbor the matter was tabled until next meeting. The Board authorized the Manager to have the A. C. Construction Co. block the ventilator shafts on top of the army telephone exchange. Motion made to adjourn and unanimously carried at 9:50 P.M. //t~~jL~~ Wilf~ed C.
