MINUTES OF THE MEETING
OF THE
FISHERS ISLAND FERRY
DISTRTCT
June 2. 1960
A special meeting of the Board of Commissioners was called by the Chairman and
held in the office of the Fishers Island Ferry District June 2, 1960 at 7:30 P.M.
Present were H . Lee Ferguson. Jr.. L. ~. Baldwin. A. R. Grebe. L. O. Lemb.
Polly Edmonds and W. C. Sinclair. Secretary. The Minutes of the Meeting held
May 16. 1960 were read and approved as read. Motion by Edmonds and Grebe that
Touchers #8234 through #8258 inclusive in the amount of $15.849.06 representing
the outstanding obligations of the Ferry Distric~ for the month of May 1960
be paid. Motion unanimously carried, Chairman rerguson abstained from voting
on the Fishers Island Eleotrio Corporation bill. Chairman .l"erguson then read
the proposed lease for the theatre building #62 to the Union Free Sohool Distriot
#4. Motion by Baldwin and Edmonds that the ChaOrman be authorized to exeoute
this lease for the theatre building #62 to the nion Free Sohool Distriot #4.
Motion unanimously carried, Authority for this lease is oontained in the
Minutes of the meeting of the Board of Commissioners held August 24. 1~S9; a
pUblio hearing having been held on August 24, 1959 prior to aotion of the Board
on this date also. The Manager reported that he had opened bids for the
construotion of a fire escape at the theatre on May 23, 1960 at 1:00 PJ'I. Bids
reoeived were as follows:

These were the only bids received. Motion by Edmonds and Baldwin that the quot-
ation of A. John Gada in the amount of $690 be aocepted. Motion unanimously
carried. The 11anager was direoted to get prices or fixing the oeiling and also
some cement plaster work on the briok window at the theatre building. The
Manager was also directed to get Mr. A, J. Gada to spray something in the
furnace room to kill the mosquitoes. Regarding water servioe to this building
Chairman~erguson stated that the water company will insist on a meter for this
building. Chairman Ferguson then read letter from Corps of Engineers regarding
a public hparing in New London on hurrJe~ne and flood protection in New London
to be held June 22. 1960. The Chairman feels that the Distriot should write
and request consideration for protection further up the river. Motion by Grebe
and ~amb that the Manager write letter to the Corps of Engineers regarding
this. Motion unanimously oarried. Regarding the purohase of a Citizen Band
Radio for use on the ferry with a shore station in the Ferry Vistrict Office
the Board of Commissioners deoided against this. Comm. Grebe said that when he
was in Greenport he fcnnd the Mystic Isle unattended. This was around five
in the evening. General di saussion then ensued on this. Chairman .l"erguson
reported that the Mystic Isle had a leak in one of the welds at the stern The
Manager reported that this was being taken care of. Chairman .l"erguson re~d
letter from W. Haines regarding the operation of the airport in which Mr. Haines
wished t,o olarify his position, Mr. Haines made several requests which the
Board of Commissioners disc11ssed at length. The j'lanager said tha t according to
his information from the F.A.A.. no discrimination can be shown any commercial
flying individual or member of the pUblic. Regarding the hangar. Comm. Grebe
feels that a charge should be made for this service of hangering a planoe. The
Manager stated that the Board has already passed a resolution regarding the
operation of the airport and that nothing else oan be considered until suoh time
as this resolution is either voided by action of the Board or amended aocord=
ingly. The ~!anager presented a letter from Eo ..l"letaher J.ngals of the F.A.A.
showing, that no exclusive rights can be vested in any individual to the ex-
clusi&n of others. Comm. Grebe asked if Wo Haines was working at the airport on
Sunday would he also be flying? The Board agreed if he was manning the airport
then he couldn9t fly on District time.

~egardiDg year round service at the airport as offered by W. Haines, Comm.
Grebe feels we should stick to our original agreement which was strictly for the
summer season a matter of some 14 weeks. The Board was in general agreement
with this. Comm. Lamb feels we should rent the hangar to Haines on a monthly or
yearly basis. The Board agreed that Haines could use the hangar until such time
as some one wishes to lease it. His use would be on a day to day basis. Comm.
Baldwin suggested talking to Coastal Airways and New London Flying Service regard-
ing oollecting the landing fee directly from the customer. General discussion
ensued on this. The Board agreed that woo Haines must pay landing fees if he
utilizes his plane commercially. Regarding turning on the landing lights
after hours, Haines will receive the fee for his service. Motion by Grebe and
Lamb that the landing fees at the airport as set forth below be acdepted:
11000 all single engine aircraft - Tri-Pacer Class
2.00 All multi engine airoraft - Apache Class
5.00 All aircraft Multi Engine - Co"'mander and Widgeon Class.
7.50 Multi Engine DC3 class and larger
Motion unanimously carried. Parking. fees, tie down fees and landing lights rates
will be established as per the Minutes of the meeting held ~~y 9. 1960. Mtion
by Edmonds and Grebe that the Manager purchase marker lights far the airport
as advertised by Crouse Hinds Company. Motion unanimously carried. Green
threshold lights are aleo to be purchased. Comm. Baldwin and Grebe are to
measure the airport for determining how much replacement wire is needed for the
lights 0 The Manager requested that a light be installed on the pole where
automobiles line up for the Ferry. The Board directed the 1'!anager to have this
done. Comm. Grebe thought that a window should be put into the wall between
the freight office and the hanagerts offioe to provide mOre light and air for the
freight agent. The Manager was direoted to get prices 011 tIlis. The following
resolution was introduced by Chairman Ferguson and adopted by the unanimous
affirmative vote of the Board of Commissioners:
WHEREAS by resolution dated ~ay 16, 1960 the Board of Commissioners engaged the
s~rvices of William B. Haines, Hobert Lo Haines and Anna Mae Baires in the
capacities of airport attendants at Elizabeth Airfield, Fishers sland, ~ew York
for the period June 17, 1960 through September 17, 1960 at the rates eaoh of
$75.00 for June 17-30, 1960, $125.00 for July 1-31, 1960, $125.00 for August
1-31, 1960, and $75.00 for September 1-17, 1960
AND WH~EAS Anna Mae Haines has withdrawn her application of servioe
AND WHEREAS no other applications have been received indicating interest in
employment at this salary rate
AND WHEREAS the Board of Commissioners wish to resoind this resolution uf May 16,
1960 .
THEREFORE BE IT RESOLVED by unanimous affirmative vote of the ~oard of
Commissioners that subject resolution of hay 16, 1960 is hereby rescinded and a
abolished as of June 2. 1960.
The following resolution was introduced by Chairman Ferguson and adopted by the
unanimous affirmative vote of the Board of Commissioners:
WHEREAS: The Board of Commissioners of the Fishers Island J:!'erry iJistrict desire
to engage the services of William B. Haines, Robert L. Haines and Harry L. Guest
in the capacities of airport attendents for the period June l7t 1960 through
September 17, 1960 at Elizabeth Airfield, Fishers sland. New ork . .
AND WHEREAS Chapter 620 of the Laws of New York 1951 provides that the ~own of
Southo1d has delagated jurisdiction, control and supervision of said airport to
the Board of Commissioners of the F. I. Ferry District
THEREFORE BE IT RESOLVED THAT William B. Haines, Robert L. Haines and Harry L.
Guest be engaged effective June 17. 1960 for the period June 17. 1960 through
September 17, 1960 inclusive

~D BE IT FURTHER RESOLVED that compensation as airport attendants shall be
payable to eaoh on a monthly basis at the rate of $1.25 per hour.
The following resolution was introduoed by the Chairman and adopted by the
unanimous affirmative vote of the Board of Commissioners.
WHEREAS the Board of Commissioners feel that it is in the best interest of the
F. I. Ferry Distriot to employ a oombination porter and automobile parking
attendant for the Fishers Island Ferry Distriot Pier. looated at the foot of
State Street, New London. Conn.
AND WHEREAS said combination Porter and Automobile t'arking Attendant would be
employed for a period June 10, 1960 through September 15. 1960 inolusive on the
basis of a six day week
BE IT THEREFORE RESOLVED that the !'lanager of the Fishers "'sland Ferry Distriot
is hereby authorized to engage the services of Aenneth Kierstein of 141
Blydenburg Avenue. New London. Conn. for the position of Porter and Automobile
Parking Attendent effeotive June 10, 1960
AND BE IT FURTHER RESOLVED that compensation for suoh position shall be $50.00
per week.
