Attached is a letter proposal from the engineering firm of LKB, Inc. of Syosset, LI to
review potential end-uses for the capped Cutchogue landfill.
As you know, to save money on the capping project, the Town asked for and received a
variance from DEC regulations to reduce the thickness of cover material over the 35-acre
cap. The cover is therefore 18" thick, as opposed to the normal regulatory requirement
of 36". This is estimated to have saved the Town approximately $1,000,000 in
construction costs, however it severely limits the potential use of the cap for any type of
public activity. Nonetheless, the Town continues to receive inquiries on the possibility of
using the capped property for some productive purpose. Unfortunately, our responses are
unable to give specific guidance as to what potential uses might be feasible.
I have looked into other landfill cap end-uses and have found that LKB, Inc. has
experience in designing end-use projects on capped landfills on Long Island, including an
award-winning park on the Merrick Landfill in Hempstead. Mr. Paul Lappano of LKB
has briefed Supervisor Russell and myself on their work, and I have asked him to share
this information with the Board.
LKB's proposal is to assess the potential uses of the landfill for recreational and/or
educational purposes, at a cost of $6,500. This includes assessing proposals already
received from residents, as well as soliciting additional public input on the type(s) of
activities desired. This would assist the Board in responding to any proposals received
for uses of this capped property, and help frame future discussion on this issue.

Dear Mr. Bunchuck:
LKB is pleased to provide engineering services to perform a study identifying potential
end use plans for the Southold landfill.
LKB is uniquely qualified to perform this task since we prepared end use studies,
designed the end use and capping plans, obtained N¥SDEC authorization, and
provided the construction inspection of the award winning Norman J. Levy Park and
Preserve, Town of Hempstead, NY. This project converted a closed 45 acre landfill into
a premier nature park and preserve, and has become a popular attraction in the Town.
Additionally, LKB assisted the Town in obtaining $2 million in grant funding.
We have also prepared conceptual and schematic plans as well as contract documents
for utilitarian uses of closed landfills including installation of salt storage facilities and
highway maintenance yards. Consequently, we're familiar with the full range of
alternatives that can be investigated for a closed landfill.
Attached are our corporate brochures as well as selected relevant project descriptions.
Scope of Work
The approximately 35 acre closed landfill has recently been capped in accordance with
6NYCRR Part 360. The gentle slopes over the majority of the landfill allow for the
investigation of several potential end uses.
These end uses will be conceptually analyzed in a report to the Town. Relative
construction costs for the various alternatives will be identified as well as the regulatory
and constructability issues. Conceptual plans of the various alternatives will also be
provided. As a minimum, the following end uses will be analyzed:

· Golf related uses i.e., driving range, executive golf course and miniature golf
· Passive park i.e., nature trails and preserve
· Active park allowing sport related activities i.e., soccer, baseball, football fields
and playground
· Combination of the above
LKB will also chair a public meeting to solicit comments from the general public, as well
as review any end use plans that the Town may have already received.
LKB will perform the above referenced services within three months of the notice to
proceed for the lump sum fee of $6,500.00. Payment would be $3,000.00 dollars initially
upon approval of this proposal, with the balance due upon completion.

LKB prepared a closure plan and provided construction man-
agement and engineering support during construction to
develop the landfill as a municipal park and wildlife sanctuary.
The project was conducted in accordance with the Town's
1996 order of consent with the NYSD[C. The scope of work
included a topographic survey, a surface-water, groundwater
and air monitoring and assessment, and the preparation of
design plans and specifications for recreational/educational
facilities, landfill capping, gas venting and wetlands restora-
tion. It involved capping the uppermost 8 acres of the 45-acre
site and allowing the existing steep vegetated slopes and adja-
cent stream to remain in their natural state. Minimizing the dis-
turbance of slopes avoided the excavation of waste and sedi-
ment, thereby avoiding damage to the adjacent stream,
Merrick Bay and wetlands.
Currently, LKB is performing closure monitoring of
the air, ground water and surface water.
This project is the first of its kind in New York State
and received the New York State Society of
Professional Engineers Project of The Year
award for 2002, ASCE Quality of Life Award
for 2001, and the Governors Waterfront
Rediscovery Award for 2004.
The design also included substantial plantings to attract
wildlife, scenic views of the Great South Bay, a fishing pier,
lined fresh water ponds on the landfill plateau, a windmill to
provide pond water recirculation, and 3 miles of nature trails.
The design also resulted in a cost savings of approximately 20
million dollars when compared to traditional capping tech-
niques. LKB also assisted the Town with public meetings, pre-
pared documentation to obtain a coastal zone consistency
determination from the NYSDOS and obtained permits from
the NYSDEC and USACOE for wetland rehabilitation. LKB also
prepared necessary documentation to assist the Town in
obtaining $2 million of EQBA funding.

LKB was retained by the Town of North Hempstead to prepare
reports, provide surveying services and construction contract
documents necessary to close and cap the 45 acre MSW land-
fill in accordance with 6 NYCRR Part 360, as well as provide
engineering support services during construction. LKB prepared
a Closure Investigation Report, a Closure Plan, a Post-Closure
Monitoring and Maintenance Operations Manual, a
Hydrogeologic Investigation Work Plan, a Site Analytical Plan,
barrier protection layer depth variance, Environmental
Monitoring Plan, and a Final Hydrogeologic Investigation
Report.
The contract documents included installation of a 60 mil HDP[
textured geomembranes cap, geocomposite gas and drainage
layers, 8 additional vertical landfill gas collection wells, 4000LF
of above grade gas collection header, condensate collection
and recharge wells, anchor trench tie in details, access road
sections, storm drainage and vegetation plans. Engineering
support during construction included maintaining a shop draw-
lng log and reviewing shop drawings.
Syosset Landfill

Client: Town of Oyster Bay
In 1991 the Town of Oyster Bay began a comprehensive
Remedial Action Program at its landfill located in Syosset, New
York. LKB was responsible for all Remedial Investigation
/Feasibility Studies, remedial design work, and construction
management in support of the Town's efforts.
The Syosset Landfill, a 35-acre site listed on the USEPA
National Priorities List, is currently in the post-closure monitor-
ing and maintenance phase following the completion of the
site's Capping and Closure Program in November 1997.
As part of the remediation, LKB performed a Settlement Study
to estimate future site settlement in order to determine the
site's suitability for use as a vehicle and material storage yard
for the Town's Department of Public Works. Following the
Settlement Study, a SS million Preload Program was under[ak-
en to surcharge the site and achieve primary settlement prior
to capping the landfill.
Once the Preload Program was complete, the $9 million
Capping and Closure Program commenced. The capping and
Closure Program consisted of capping the site with a 60-mil
HDPE geomembrane and the construction of a site-wide pas-
sive gas venting system, storm drainage system, sanitation
vehicle parking yard, highway vehicle and material storage

facility with salt spreader racks and an area which
could potentially be used for leaf composting opera-
tions.
LKB is currently providing technical services to the
Town related to post-closure monitoring and mainte-
nance activities.
LKB also provided services to assist the Town in
obtaining NYSDEC EQBA Title 3 Program funding and
interest free financing through the NYS Clean Water
State Revolving Fund. These services included negoti-
ation & technical services related to contract devel-
opment and preparation of reports and documenta-
tion necessary to receive grant funds and financing.
To date, over seven million dollars in State assistance
has been obtained for this site.

Landfill Capping and Brush Recycling

LKB was responsible for preparing plans and specifications and
providing construction administration services, to a cap and
close the City's 6.38 acre landfill in accordance with CTDEP
22a-209. The landfill is over 39 years old and is in close prox-
imity to the environmentally sensitive Naugatuck River, within
the Housatonic watershed.
Additionally, LKB assisted the City in negotiating the landfill
capping and closure consent order with the CTDER LKB provid-
ed all the necessary services to ensure the City met consent
order milestone dates over a three year period. This included
landfill capping as well as performing gas monitoring, a
ground water investigation, a drainage study, and submission
of storm water permits.
The landfill closure plan was also designed to accept brush
delivery and perform recycling operations on the landfill
plateau. This enables the City to centralize, and efficiently con-
duct recycling operations over the long term, which is an inte-
gral part of the Cities solid waste management plan.
