The meeting began at 7:40 p.m. with five LPC members present. Adoption of Meeting Minutes: ?? Adoption of LPC meeting minutes from February 20, March 6, and March 20 & April 19, 2007 MOTION made by Chris Baiz, seconded by Eric Keil, to accept the minutes of a Land Preservation Committee meeting held on February 20, 2007, as amended. Motion carried: 4/0/1 (Michelle Zaloom abstained) MOTION made by Chris Baiz, seconded by John Sepenoski, to accept the minutes of a Land Preservation Committee meeting held on March 6, 2007. The members entered into Melissa Spiro reviewed appraisal with Land Preservation Committee members. MOTION made by John Sepenoski, seconded by Chris Baiz, to retroactively grant approval for Melissa Spiro to present an offer to landowners for the purchase of a development rights easement as per e-mail discussions done previously. The concept offer for the purchase of a development rights easement was presented to seller’s attorney and found to be acceptable to her clients. LPC decided that prior to authorizing an appraisal, that Town Board appointment should be made to discuss project as Committee felt that project as designed (80/60 conservation subdivision) may not be a high priority for the Town. Melissa Spiro to make an appointment to meet at a Town Board work session to discuss the project. END OF EXECUTIVE SESSION Inquiries: ?? Proposed concept is to reserve a four-acre area and offer for sale a development rights easement to the Town on the remaining acreage. Committee wants to discuss with Town Board whether preservation of this parcel is a priority at landowner/potential purchaser’s expectant purchase price. ?? TALL PINES at PARADISE POINT HOLDING CORP. PROPERTY (Standard Subdivision) SCTM #: 1000-81-2-5 Zoned: Location: 695 Paradise Pt Rd, Southold CPF: Yes Total Acreage: 19.95 acres Subdividable: Yes Reviewed Planning Board status and trail easement Inquiry made from landowner as part of subdivision process as to whether Town interested in taking ownership of required subdivision open space. Committee discussed precedent and decided that in this case to recommend to Town Board that Town take ownership if landowner decides to offer the subdivision open space to Town. Committee’s reasons were for the protection of unusual habitat, protecting existing white pines, freshwater wetlands, and for use as trails. ?? HASPEL PROPERTY SCTM #: 1000-56-3-9 Zoned: R-80 Location: 59945 Rt 25, Southold CPF: No Total Acreage: 4.5 acres (GIS 4.46 acres) Subdividable: Yes Inquiry re: PDR Committee members would consider preservation if landowners willing to consider a significant bargain sale. Lillian Ball will discuss this matter further with landowners. EXECUTIVE SESSION. The members re-entered into ?? MOFFAT/WOLFE PROPERTY SCTM #: (farm) 1000-55-2-10.1 Zoned: A-C Location: 47775 CR 48, Southold CPF: Yes Total Acreage: 26.20 acres (GIS 25.66 acres) Subdividable: Yes SCTM #: (waterfront) 1000-55-3-6.1 Zoned: R-80 Location: 50100 CR 48, Southold CPF: Yes Total Acreage: 36.34 acres (GIS 35.63 acres) Subdividable: Yes Status of offer [executive session] Offer was made by Town for an easement on the farm lot and presented to landowners’ realtor. Realtor made a sale offer to Town on the waterfront lot for Town consideration, in addition to offer made by committee on the farm parcel and being considered by the landowner. MOTION made by Eric Keil, seconded by Michelle Zaloom, to direct Melissa Spiro to present a counter-offer to the realtor on the waterfront lot for the landowners’ consideration. Property is for sale and LPC application received for potential sale of fee title to the Town. There is a deeded right of way access approximately 15’ wide (driveway) from Route 25. Melissa suggested that LPC members do a site field inspection of the property prior to next meeting. Agricultural Structure Applications: ?? SCTM #1000-83-2-9.3 (f/k/a Manzi property) Request for Ag Structure New landowner sent LPC letter requesting several ag structures (barn & greenhouses). Easement allows ag structures but limits coverage to 2%. Letter also included several uses planned for property. LPC discussed and asked Melissa Spiro to gather additional information. General: th ?? AgPDD – Town Board Public Hearing scheduled for May 8. Finalize LPC comments. John Sepenoski to provide final written recommendations to Town and will be read by a Committee member at public hearing. ?? Update re: 4/24/07 County Farmland meeting from LPC members in attendance. Eric, Monica and Ray attended County Farmland meeting. A policy will be set regarding greenhouses which will be permitted on County farmland. Marco property was discussed.
