HomeMy WebLinkAboutLP-04/10/2007 LAND PRESERVATION COMMITTEE MEETING Minutes of Regular Meeting held Tuesday, April 10, 2007 at 6:30 p.m. Members Present: John Sepenoski , Chairman Ray Huntington Chris Baiz Monica Harbes Members Absent: Michelle Zaloom, Lillian Ball, Eric Keil Also present: Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Al Krupski, Town Board Liaison (left 7:15 p.m., returned 8:57 p.m.) Bill Edwards, Town Councilman (8:59 p.m. – appointment) Commencement: ?? The meeting began at 6:38 p.m. with four LPC members present. Adoption of Meeting Minutes: ?? HOLD (lack of Adoption of LPC meeting minutes from February 20, March 6, and March 20, 2007. quorum to adopt) . Applications: ?? N&J MANAGEMENT CO. PROPERTY SCTM #: 1000-113-13-1.2 PDR Acreage: ±15-16ac Total Acreage: ±17.32 acres CPF: Yes Location: 4735 Westphalia Rd, Mattituck Zoned: R-80 Status update. Melissa gave update on reserved area mapped on survey. Landowner agreeable and awaiting signed approval from landowner. Environmental issues need to be cleared up before closing. Recommendations for clean-up made by Nelson, Pope & Voorhis, LLC that prepared the Phase I, ESA were forwarded to seller’s attorney. There are trailers on property, and farm worker housing that needs necessary permits or removal. Ray, Chris, Monica and John have agreed to a site field th inspection on Monday, April 16 at noontime to see conditions and prepare their report. ?? EXECUTIVE SESSION. The members entered into Reviewed appraisal notes submitted by Given Associates, LLC using federal guidelines necessary for grant proposal. Melissa instructed to contact appraisal and to ask him to prepare usual appraisal for LPC to review. END OF EXECUTIVE SESSION ?? LOMANGINO PROPERTY SCTM #: 1000-122-7-8.8 Zoned: R-80 Location: 1150 Old Main Rd, Mattituck CPF: Yes Total Acreage: 47.80 acres (GIS 51.53 acres) Subdividable: Yes Reviewed inquiry re: PDR and status of proposal. [executive session if proposed offer discussed] Landowners have proposed a conservation subdivision of their property and have offered for sale 34.8 acres as a development rights easement to the Town. Landowners have inquired into Town’s interest in purchasing a development rights easement to portions of the property. EXECUTIVE SESSION. The members re-entered into LPC concerned with the layout as they feel it doesn’t preserve as much viable farmland as it could. LPC discussed a ballpark figure to discuss with landowner but agreed to go no higher even if appraisal comes in at a higher price. END OF EXECUTIVE SESSION Inquiries: ?? KANEV PROPERTY SCTM #: 1000-21-1-30.1 Zoned: R-80/R-40 Location: 355 Rosenburg Rd, E. Marion CPF: Yes Total Acreage: 20.76 acres (GIS 20.58 acres) Subdividable: Yes Update re: inquiry meeting. Melissa had inquiry meeting with landowner who was exploring options. LPC discussed merits of preserving this property. Melissa Spiro to meet with Marion Sumner of Peconic Land Trust, who had also met with landowner, to find out more information as to landowner’s intentions. General: th ?? Ag PDD – Town Board work session item April 10, 9:00 a.m. – update LPC re: status Bill Edwards, Town Councilman, met with LPC to discuss proposed Ag PDD legislation and to request written comments/recommendations from LPC members after their review of hand-out. LPC proposed scheduling a special meeting for this purpose and prior to the next Town Board meeting th being held on April 24. Town Board Public Hearing on this matter scheduled for May 8, 2007. ?? Update re: County meeting that Melissa & John attended John Sepenoski gave a report on meeting that was scheduled by County and to include Tom Isles, Carrie Meek Gallagher, Janet Longo, Lauretta Fisher, Don Guidzo (employees of Suffolk County). Melissa prepared priority list for County consideration. County proceeding with Grigonis project. ?? Small Lot Policy It was suggested to form a committee within the Land Preservation Committee to bring draft policy for LPC discussion at a later date. Ray Huntington prepared “notes toward small parcel preservation policy – April 10, 2007” for members’ review. ?? Appraisal Process – not discussed due to time constraints ?? Suffolk County Farmland Meeting – April 24, 2007, 6:00 p.m., Griffing Avenue, Riverhead Subject of greenhouses on PDR land is on for discussion. Melissa asked that members try to attend as she will be unavailable. Melanie to send out meeting agenda to all committee members. ?? Federal Grant Proposal: update re: projects – not discussed due to time constraints ?? Melissa Spiro’s confidential status report [executive session re: status of offers] – not prepared for this meeting ?? Farmland Bond – November Voter Referendum was discussed by Town Board at Work Session. LPC input suggested. Next Regular Meeting: ?? Tuesday, May 1, 2007, at 7:00 p.m. The next regular meeting will be held on in the Town Hall Conference Room or Melissa’s office. Adjournment: ??
