A copy of that letter is enclosed. I have been actively working since receiving your letter to obtain a building permit from the Southold Town Building Department. Regrettably, I have encountered a number of delays and have not been able to move forward in a timely manner. In reviewing my records, I noted that your letter stated that certification by a building inspector must be obtained within six months of the date of that letter. I have missed that deadline, and now seek your advice on how to proceed in getting the process back on track to retain approval for an extension. When I began working on this project, I worked with an architect from Delaware whose work I know well, and who is also licensed in New York. I am now working with a local North Fork architect, a local structural engineer, and a local marine contractor to develop a building plan that is in compliance with the new codes. We are now making substantial progress and I expect to submit a plan to the Building Department within the next two months. This has been a time consuming and expensive project for me and I would hope that it is now not also necessary to undergo an entire Planning Board review. The pennits obtained from the Suffolk County Heath Department, the DEC, and Southold Town Trustees for this project are all current. They were also submitted to the Planning Department for review of my application. Because I travel frequently to Southold and stay at the family homestead, I would be willing to meet with you at your conveuience to discuss this matter and develop a path forward. Accordingly, you have two options: to move the bar behind the 75 foot line or to proceed to obtain the requisite variances. If you elect to move the bar, the Planning Board has determined that the proposed seasonal use consisting of an outdoor bar will not require an amendment of the June 4, 1999 site plan approval so long as the proposed bar does not result in an increase in lighting off-site, an increase in parking beyond the capability of the site, or cause noise to emanate off-premises. If problems arise in the operation of the site, the Code Enforcement Officer may, at any time, reassess the situation and require an amended site plan. At your recommendation, I contacted and spoke with Mr. Garrett Strang, co-chair of the Architectural Review Committee. My conversation with Mr. Strang was on April 16, 1999. In addition, at your recommendation when I was recently in Southold on March 30, 1999, I had the opportunity to meet with Rob Brown, co-chair of the Architectural Review Committee, to review and discuss the check list items. As I expressed to you and both co-chairs, the drawings submitted on March 29, 1999 to the Planning Board are intended for purposes of completing the requirements for the Planning Board review process. The project is designed to improve the appearance of the building of the Old Barge restaurant by restructuring the roof and elevating it to create a small mezzanine. The building may be permitted to have a mezzanine not exceeding one third of the first floor area, according to New York State Codes, Rules and Regulations, Title 9, Part 650, Sub -chapter B: Building Construction. The next phase will be for our architect to complete a set of drawings to be submitted to the Southold Town Building Department for review and approval. The current footprint of the building will not be changed or altered. The following is our response to the items listed on the check-sheet for the Architectural Review Committee. 1. Floor plans drawn to scale (1/4" = 1 ') Floor plan sketches of the existing first floor and the proposed mezzanine were submitted to the Planning Board on March 29, 1999. The plans were specifically drawn to assist the Planning Board in visualizing our request. 3. Elevation drawing to scale of all sides of each building. The follawing information shall be shawn on the drawings. The elevation drawing was also supplied to the Planning board on March 29, 1999. Note that the elevation shows the north and west sides of the building. The changes to the roof line of the building on the north side are identical to those planned for the south side. Additionally, the east side of the building is identical to the west side (shown on the drawing) except for the ramp and exit doorway. The east side will only contain the row of dormers and will not include either the ramp or exit doorway. Type and color of the roof-to be similar to Horizon shingles by Certainteed, Class A, 240 lb. per square. The metal roofing material located over the dormers will be painted to match the color of the shingles. Type and color of the siding-NO CHANGE from the present siding and color, nautical blue with white trim. Type of windows and doors to be used-dormer windows and doors are to be traditional Anderson Narroline picture windows and doors with white Perma Shield systems. 4. Rendering of building, if possible. AN ELEVATION drawing has been supplied. Again, only the roof line is affected by this proposal. 5. Notation of type of heating/cooling equipment to be used. NO CHANGES to the existing systems are proposed except for removal of roof air conditioning units and ducts (see item 6 below). 6. Type and locations of all roofmounted mechanical equipment THE EXISTING ROOF MOUNTED AIR CONDITIONING UNITS and DUCTS WILL BE REMOVED as a result of this project. Existing plumbing vents will remain the same as presently located. . . 7. Type, color, and style of proposed masonry material for chimneys or accent walls-including samples and photos. Not applicable to this project. 8. Details, color, type and style of any proposed ornamentation, awnings, canopies or tents. A canvas siding is proposed on the sides of the ramp. However, as the restaurant use preceded the adoption of the Zoning Code, the use is grandfathered.
