Peter Walsh thanked the committee for working on the program steadily for the last two years and he was glad that the committee stayed together because it is an important part of the program to ensure that there is public participation. Clearly the town has demonstrated that they want to get the job done and evidence of that is the hiring of Cashen Associates and Scott to get the program done as efficiently as possible. We had a meeting today to discuss responsibilities and how things will flow, and how we will get the products to you as such. So, we have pretty much established what the priorities will be for Scott and the Consultant. Bill had a couple of questions, which we talked over. Richard asked Peter what was the organization, who is working for who. Peter said that the Town Board ultimately has to approve the program before it is approved by the State or Federal Government. I have heard that the committee may be expanded to include other people from other boards. Steve stated that he sent a letter to Supervisor Harris a couple of months ago stating that what the town should do if they want a waterfront committee, we are an advisory committee, is then they should have a member from each board ie, Trustees, Planning Board, ZBA, Building Department etc, that's in Town. That would be a waterfront committee. Our concensus was at the time is that these people are the town government why don't they have their own committee, which we could advise. Are we the committee, or advisory committee? Scott commented that he understands the frustration from the committee as to who they are advising, but the way this has been done the last year and half has been backwards. The committee is reviewing the policies now, before the inventory and analysis has been completed. The policies are based upon what the inventory and analysis find out. So basically we are doing this backwards, and I have a fundenmental problem with the committee '0 - doing the policies prior an inventory and analysis. Right now, you are wondering who you are advising, it will be myself, Peter and Wendy Weber of Cashen Associates. Wendy and I will be working on this full time up until Christmas. Ruth suggested that perhaps the policies could be done up on draft basis and given to the Town Board a few at a time so that they can review them. ' Scott said that he was going to get together with Wendy and work things out with her, and let the committee know at the next meeting. Next meeting set for Thursday November 29, 1990.
