CAC Local Waterfront Revitalization Program
April 11, 1989

Peter Walsh stated that there will be a conference with Peconic
Bay Task force in conjunction with Cooperative Extension in Riverhead.
It will be geared to local governments in Nassau and Suffolk Counties,
but mostly Suffolk County. He should have more details in two or three
weeks. Valerie said she thought at least one member of the committee
should attend. It should be useful, since it is a joint conference of
three separate organizations that have concerns in the Bay area.
Valerie also mentioned that she found out from Councilman Oliver that
the Long Island Regional Planning Board is involved in a study in
the Great South Bay where they are trying to make a determination
exactly how much polution they can directly aattribute to boaters.
They have staked out an area and are doing a year long surveying
program. The study will not be done until the end of this year, so
the results will be ready in the beginning of 1990.
Steve stated that the agenda for tonight would be to have Peter Walsh
tell us where we go from here.
Valerie told the committee that the Town Board authorized money to hire
Scott Dobriner as an intern from May 15th to August 25th. Scott is a
third year architect student and has an undergraduate degree in
geology. He also has done some work in costal erosion studies. He has
a good backround for working on this, and he is from the area, he lives
in Cutchogue.
Peter Walsh stated that he really had nothing new to tell the committee,
but he just wanted to summarize the objections are to mold the program
which reflects local circumstances and objections to the Town of Southold.
To help us mold the program, we have the initial draft done by Zebtowski,
and we will have the aide of the intern, myself and Valerie to develop
products for your review. By molding your own program, you are amending
the State Program in the Town of Southold. You are pretty much amending
the State's Costal Management Program once you are complete with your
program by incorporating your program into the States Costal Management
Program. Sectionally, back on December 12th, I handed out a goals and
objections plan, and in that, it showed there were nine sections of
program that we have to revise. The critical components are Sections
2 and 3 - 2 being the inventory and analysis and 3 the Waterfront
Revitalization Program policy. It is my understanding that your

that your analysis has been according to the eight different policy
catagories - Development, Flooding & Erosion, Fish and Wild Life,
Access, Recreation, Historic Resources and Water Quality. As far as
responsibilities to get this job done, I propose that my efforts be
concentrated on Policy Development. I have given Valerie a revised
draft of policies 1 thru 18, and within 2 weeks, I will have it completed
so she will have all forty-four policies, first draft which begins to
personalize broad state policies to reflect.east end conditions and
circumstances. By the end of May, I would like to have the second draft
completed which will further tighten those policies up, and then continue
along with program development. ValeriR I believe will be working with
the intern right now on the inventory analysis and working with me on
policies. From those two sections, all the other sections of the
program will fallout. What I thought the committee might want to get
involved in is Section 1, the boundary. Since you have some fairly
significant recommendations or modifications proposed. All one has to
do for that is to write the description of what the State Costal boundary
currently is, and then write your description of the proposed changes
to the boundary. As far as the inventory is concerned, there are two
things the Committee will be able to help out with. 1 - Providing us
with a written description of the Sub-Areas you have created and have
used to d-o your analysis, and 2- putting your concerns, what you believe
the issues are and the opportunities are into a format that can be
incorporated into Section 2, the analysis part. Another part the r.ommittee
might be able to help us out with, in.'Serltion 4 where your recommend to
address the concerns and issues that you have raised through land use.
P~ojects can be incorporated into that section. Last, Section 8 -
description of local committment. That is basically a description of
what you have accomplished the last twelve months or so, and that would
include a reference to the Town Board designating the Committee as the
official Waterfront Revitalization Committee for the Town of Southold.
These are my suggestions at this point.
Peter Kren stated that when people come out here to visit and stop at
the Chamber of Commerce Office, they want to know what is there to do
here. What can they see, where are the beaches, etc.
Valerie asked Peter and Richard to bring a list of questions that the
people ask at the Chamber of Commerce Offices in Laurel and Greenport
to the next meeting.
The following list was given to the Committee members as an assignment
for the next meeting. They are to list information and questions to be
answered in the Sub-Areas.
Areas 2 and 7, Don Stauton, Areas 1 and 9, Peter Kren, Areas 3 and 4,
Richard Wilton, Areas 5 and 6 Steve Latson, and Area 8 Frank Bear.
