('1 IV./ /) L L Ot.-IL CAC Local Waterfront Revitalization Program 10/4/88 Attending: Steve Latson, Frank Bear, Don Stanton, Richard Wilton, and Peter Walsh Steve found a statement from the 8/23/88 minutes inappropriate. In the Development Section of Sub-Area 3; a paragraph contained a parenthetical remark "(commercial etc.)" which Steve felt was inappropriate considering the statement ended with the phrase "to expand the economic base". Steve. felt that as originally proposed, these parcels were to be recommended for open space-natural areas. A discussion followed. With potential sewer and water hookups, this area might be suitable for restaurant & motel use. Frank Bear was opposed to such use, and would prefer preservation. Others were more flexible. Steve concluded that the statement be retracted and rewritten to include possible preservation, restaurant, or motel uses, within a framework of environmental balance in the area. Pump-out facilities: A report was received from Ellen Larsen. This report by Jay Tanski of Seagrant should be included in the final document, as well as a report by the Long Island Regional Planning Board. Consensus was clean, attractive, on-shore facilities (Bathrooms) should be available at all marinas, and that marina operators should strictly prohibit use of on-board facilities at all docks. Brief statements of an educational nature should be prominently posted. Anyon on-board use of water should exclude use of soaps & heads, and any violation of this trust would result in expulsion from the marina. Because of the reports submitted to us, we feel a regionally balanced approach based on number of boats and location be used to initially determine the location of such facilities. We recommend five initial areas for implementation of the pump-out station program: Mattituck Inlet, Orient by the Sea marina, Greenport, Budd Pond, & New Suffolk. ." Pump-out stations should be at gas docks to encourage simultaneous operation & decrease dock time & space. NOAA marine charts should indicate the location of pump-out stations. Dick Wilton suggested a pump-out barge for favorite anchorage sites. Yacht clubs, marine sales places, etc. charts indicating location of pump-out should prominently display stations.
