General Comments:
Steve reported we can get local rainfall record for last 10 years from
Greenport.
Next meeting will be 7/19/88. Peter Walsh will attend.
Valerie reported Szepatowski will not be paid: Szepatowski apparently
can not deliver as contracted. When they cancel the contract, the State
and the Town have agreed to Valerie's proposal to hire an "intern" to
do the research and to work with the committee and Peter Walsh to draft
the report. The State has 2 conditions: first, that approximately
$5,000 be held in reserve for printing the final document, and second,
that we submit resumes to them for review before hiring anyone.
Valerie has started to recruit candidates: it may take 4 to 6 weeks to
find the right person.
The Town will ask Szepatowski for all maps and data collected to date:
Szepatowski may not release them to us.
Peter Walsh will help us get on track: set up a timetable and an outline
for us to work with. He will probably come down one day a week to review
our progress and the intern's work. It will probably be Tuesdays so he
can sit in on our meetings. Valerie would like the intern to do the
research and prepare the inventory, and then she and the intern will
write the policies and incorporate the policies in the draft.
SUB-AREA
Generally agreed that we will rely on the Town Historian to help us
inventory the Historic Resources in each sub-area.
Also agreed that the Town and County Farmland Preservation Programs
are doing the job.

SUB-AREA
MARINAS
Steve reported that Greenport will take waste from pumping stations,
but must know what chemicals and additives have been used.
He also reported that the DEC is still working on shellfish restrictions
near marinas.
Generally agreed that the last paragraph of page I and all of page 2
of our 3/8/88 meeting be reviewed and incorporated in our report.
Recommend that shores ide facilities be provided at marinas based on type
of customer, use, and boat size. Generally agreed that shoreside heads
be provided at all sites, and additional facilities provided based on
use.
Agreed that we should try to make distinction between resident and
transient marinas.
Recommend active enforcement of all regulations by Bay Constable. Suggest
the Town add additional constables to increase enforcement.
Recommend pumping stations at Matt-A-Mar and Mattituck Inlet Marina.
Preliminary disdussion indicates Peterson's and the Fishing Station
are really local type operations, while the Park Dist., Matt-A-Mar,
and Mattituck Inlet Marina a~e transient facilities.
Generally agreed that facilities must be publicized and require all
to use the facilities.
Question was posed: Is there a Town ordinance prohibiting use of
on-board facilities at docks? Perhaps we should consider the implications
of such a law.
Recommend a license to use power boats, especially the larger, more
powerful ones. Require boater education courses.
Recommend all on-site water and runoff be contained on site, including
water used for repairs, maintenance, etc.
Recommend that Towa engiaeer or someone designated develop a plan for
effective ramp and work area containment.
Agreed that we would ask the AMI for the census data they indicated they
had.
Recommend proper disposal of all repair aad maintenance waste-both at
marinas and private sites.
Recommend we develop definition of a marina, public access, full service
etc. .

I. Development
As most of the Inlet is residential use, recommend that potential
marina use be appraised and considered on all vacant wat~rfront
sites before approving residential use of the sites.
Inlet is a major resource: residential use is squeezing out all
water reliant uses.
Is there a houseboat law in Town.
Question posed: "how do we deal with private, restricted facilities
such as Yacht Clubs?
