CAC Local Waterfront Revitalization Program 6/14/88 Attending: Valerie, Steve, Peter, Don, Dick & Frank General Comments: Valerie reported that a meeting has been set with Peter Walsh for 9:30AM, 6/21/88. The state is not happy with Szepatowski's work and Szepatowski doesn't seem to want to comply with the c~ntract to provide an acceptable document. Committee members questioned why pursue the issue. If Szepatowski is in default, can't we get a replacement firm or an individual to write the draft. Valerie suggested we hire a grad student to do our research, and that we, as a group, help to write the draft. Recreational Resources General discussion of the limited public access to the Sound. Park Dist Residents have good access, Town & out-o!-towners access is very limited. Suggested that Town encourage the Park District to issue temporary permits. It was also suggested that the Town review Park Dist assets and future acquisitions by the Districts. Future acquisitions could have negative effect on general public access. Recommend that the Town acquire a Sound front parcel in Sub-Area I for future Town access to the Sound/scenic vista. Ideally, a parcel on each sid~ of the Inlet should be acquired. Recommend the use of the former Gendron property at the end of Duck Pond Road as a Town beach, and the Route 48 site on the Inlet as a Town boat ramp. Recommend that the area from the Carey tanks to Peterson's on the Inlet be acquired for public access and to provide commercial dockage. If possible, incorporate a public ramp. Discussed encouraging the Town adopt a code or permit process to permit docking a commercial boat behind the owner's home. Set it up like a mooring permit, with application yearly, stringent guidelines, and limitations on size and use. Mandate an enforcement policy.' Recommend transient motel space be provided on Sound front sites, and encourige public access be granted as part of the approval and buffers be created by use of open space and public access lands. . 7.,~ /W;--' ~. . , , ( ( . CAC-LWRP 6/14/88 SUB-AREA 4. Flooding & Erosion Encouarge owners to consider all alternatives when trying to preserve the bluff. Discussed the baffle system installed in Wading River. Can we get any data on the project? Conflicting reports regarding the effectiveness make data necessary. The installation is at Edwards Avenue. Inlet-no major problems of erosion except on the west side near the island, and on the east side near the Old Mill Inn. Question was posed about by-passing sand from west to east sides of the Inlet. Littoral drift has been interrupted. Generally agreed that dredging of the Inlet should be continued and that the spoil should be placed on the east side of the Inlet in the littoral drift zone. Channel has been dredged to 7' in the past and program should be continued. Bluff erosion: In attempting to preserve the bluff, owners should be encouraged to use natural plantings to stabilize the bluff and beach. Recommend the use of natural plantings on bluffs for stabilizing the bluff and beach and avoid hard structures where feasible as a first course of action. Existing procedures in the Town could review/control the construction of erosion control structures.
