Hard Structures prevent e,rosion of; the bluff while increasing beach erosion. The Town has a policy against Town taking of open space. It much prefers to leave open space in the hands of Homeowner's associations. Codes exist now to allow for the protection of the health & welfare of the public. Perhaps we can use these to achieve our goals. Board of Health is now requiring ISO' between well & Cesspool. Valerie reported that a meeting with Szepatowski has been set for IPM, 5/26/88, to ask how they plan to meet their contractual obligations. Next meeting is 5/31/88. CALL IF YOU CAN'T MAKE A MEETING! ( ( CAC-LWRP 5/17/88 SUB-AREA I. Development Good definitions of bluff, top of bluff or edge of bluff, wetlands are required. There is a good definition of wetlands in the code, but the trustees and the DEe definitiun are different. Generally agreed that we should make some recommendation regarding inclusion of wetlands in computations for density. No specific recommendation. Valerie will explore wetlands policy with the Town attorney. 3 members would like to see a policy excluding wetlands from density computations within boundary areas; Don favored a policy of negotiation. Bd of Health determines well & cesspool locations and pools may be approved near sensitive areas. There should be consistency in rules & regulations of agencies involved in per,it process. Generally agredd we should make recommendation regarding location of cesspools near sensitive areas. Water Quality Ground water Suggested we require on-site containment of runof( for both residential & commercial uses. Suggested we survey. known existing problems and recommend immediate corrections. It was suggested that the Town not only test the creeks, but that they determine the source of the pollution and require corrections. Discussed the Town require a test of existing cesspools to certify proper functioning of the system. Could be done at time of purchase, or as an on-going test, say every 2 or 3 years.
