CAC Local Waterfront Revitalization Program

General comments:
LIS is now part of the national estuary system. A comprehensive
conservation & management plan is to be drawn. The Sound is 110
~iles long, 1300 square miles, and has 577 miles of coas~line.
200,000 boats are estimated to use the sound, and $17.9M.were
generated by the harvesting of the fish in the Sound.
LWRP is on the Town Board agenda tonight. Our commission ,s
extended through 9/89.
NYS DEC representative Charles deQuillfeldt, Marine Resources
Specialist, SUNY Bldg #40, Stony Brook 11794, phone 751-7900,
spoke of a program to test the waters for suitability for
shell fishing and to identify sources of pollution. He spoke at
a work session that Frank attended. Frank suggested we ask for
any data thay have assembled.
The US shoreline survey that was to be finished by 1988 has been
extended to 12/88.
LWRP draft: meeting has been set for 5/19/88, 1:30PM at Town Hall
to discuss the problems that have developed. Valerie is going to
reschedule the meeting for 5/26/88. The contract with Szepatowski
calls for them to deliver a satisfactory report: neither the Town
nor the State are happy with the report. Szepatowski wants to be
paid to rewrite the report.
Many Town agencies have jurisdiction/responsibility for water.
Does anyone know who does what, and what kind of data they have
compiled? For example, the Conservation Advisory Committee?
Valerie reported the aerial photos are nearly ready. She also
indicated the CAC report was written, but no maps were prepared.
Suggested the Town pursue having the State & the County pay for
re-routing storm runoff from their roads away from the creeks.
Ray Jacobs will be studying Richmond & Town Creeks to see if lands
are available to install reedbeds to mitigate runoff.
Steve would like to have Sub-area I policy areas 2,3,&4 completed
by end of next meeting.
Next meeting will be 5/17/88.

SUB-AREA
I. Development
The following recommendations are suggested:
A. Define Bluff and Edge of Bluff.
B. Enact code or r~gulation establishing setbacks from water,
wetlands, and bluffs, and require reasonable lot dimensions
or building envelopes for all subdivided parcels, thus
eliminating need for variances in the future.
C. All lots approved on subdivision maps should be outside
buffer zones or areas.
D. Sound front Bluff-lots should include full face of bluff,
but beach should be common area for subdivision. Establish
100' setback from top of bluff, and design subdivision so
adequate building envelopes are established behind the
setback line. The rear yard setback should not fall inside
the bluff setback area. Valerie will work on drafting the
specific proposal, establishing requirements or envelopes.
E In subdivisions, require covenants and restrictions to
specify guidelines for maintenance of common area berms,
plantings, etc. Home owner associations are currently
covered in the Town Code. It may be necessary to amend the
code Sec JOO-136-E to allow common docks or water access
over common areas. Currently, no structures can be erected
unless they are shown on an approved site plan.
F. Subdivision beaches are to be common areas.
G. Require contour lines at appropriate intervals on all maps.
Require top edge of bluff to be drawn on all maps.
H. Limit # of ~tairs to beach, and require developers to install
stairs or post a bond. Set minimum standards for stairs.
I. Establish guidelines for maintenance of the face of the bluff.
Perhaps the CAC could help in this.
