A meeting of the Southold Town Conservation Advisory Council was held Wed., May 9,
2007 at Down's Farm Preserve.
Present Were:

CALL TO ORDER
Chairman Don Wilder called the meeting to order at 6:00 PM.
CHAIRMAN'S ANNOUNCEMENTS
Interviews for the two vacant positions will be held on Mon., May 21,2007 at 4:30 PM in
the Conference Room of Town Hall. Chairman Don Wilder will be conducting the
interviews along with Members Jack McGreevy and James Eckert. Supervisor Scott
Russell, members of the Town Board and Board of Trustees may attend as well.

APPROVAL OF MINUTES
Moved by Don Wilder, seconded by Jack McGreevy, to Approve the Minutes of March
14,2007.
Moved by Peter Young, seconded by James Eckert to Approve the Minutes of April 11 ,
2007.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
WILMINGTON TRUST COMPANY to construct a 22'X 32' detached garage.
Located: Private Rd., Fishers Island. SCTM#7-1-p/o Lot 2
The CAC did not make an inspection, therefore no recommendation was made.
PETER BACCILE to construct a new garage/storage accessory building and install an
in-ground swimming pool with pool enclosure fence.

The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to SUPPORT the Wetland Permit application of BREWER YACHT YARD
AT GREENPORT to construct a 25'X 45' open-air pavilion with pea gravel floor.

RESOLVED to SUPPORT the Wetland Permit application of ANTHONY GRAZIANO to
widen the existing catwalk at the seaward end, move position of floating dock slightly to
deeper water and replace the rotting boards on the catwalk.

ESTATE OF ELEANOR BASTONE for the existing 41'9" X 11'8" deck.

The CAC determined that the existing deck has no environmental impact on the
wetlands.

RESOLVED to SUPPORT the Wetland Permit application of SEAN B. PILLAI to
replace the existing lower bulkhead using C-Loc vinyl sheathing.

treated lumber is used.

RESOLVED to SUPPORT the Wetland Permit application of GUIDO & MARGUERITE
DOSSENA to remove and replace the existing upper bulkhead using timber, and
backfill.

RESOLVED to NOT SUPPORT the Wetland Permit application of HENRY H.
TRAENDL Y & BARBARA A. CADWALLADER to expand an existing beach cabana
and garage and construct a single-family dwelling with decks and garage.
Located: 13000 Route 25, East Marion. SCTM#21-14-11

The CAC does Not Support the application because of the following reasons:
. concerns with the location of the sanitary system;
. setbacks appear to be minimal;

. whether or not the project can meet the requirements of the LWRP and
the best management practices, and
. the survey indicates that the applicant owns the property to the east.

GEORGE CARTER SEDNAOUI & STACEY CAYCE SEDNAOUI to demolish an
existing single-family dwelling, guest houses, decks, steps and driveway and to
construct a new single-family dwelling, guest house, retaining wall, breezeway, steps,
covered porch, terraces, grass court yard, pool house, and trellis.
Located: East End Rd., Fishers Island. SCTM#4-7-6
The CAC did not make an inspection, therefore no recommendation was made.

RESOLVED to SUPPORT the Wetland Permit application of EDWARD & CHRISTINE
VOLlNI to demolish and remove an existing one-story dwelling and appurtenances and
construct landward thereof, a two-story, one-family dwelling with attached porches and
terrace; install drainage system of drywells; and establish a 15' wide non-turf buffer
adjacent to the bluff crest, to be planted with native vegetation.

protected with hay bales during demolition and construction activities.

RESOLVED to SUPPORT the Wetland Permit application of JAIME & NANCY
SANTIAGO to demolish and remove an existing 2 'h story dwelling and appurtenances,
including a tennis court, and construct in new, landward location a two-story, one-family
dwelling with attached porch, patio, deck, pergola, and other associated appurtenances,
including an in-ground swimming pool; install a drainage system of drywells with
incorporated concrete retaining wall; erect a fence; install a fish pond; and truck in
approx. 26 cy. clean sand fill to be incorporated into cut and fill operations required to
achieve proposed grades.

The CAC Supports the application with the Condition hay bales are in place during
demolition and construction activities, a pervious driveway is installed, the bluff is
protected, all run-off is contained on the property, efforts are made to protect the large,
old, healthy, mature trees, as practical, and a catch basin is installed to contain the
over-flow of the fish pond.

RESOLVED to SUPPORT the Wetland Permit & Coastal Erosion Permit applications of
STEPHEN & CHARLOTTE WAGNER to construct approx. 44 linear ft. of vinyl
bulkhead in place of existing concrete seawall and backfill with approx. 15 cy. clean
sand to be trucked in from an upland source; and install approx. 150 linear ft. of 50-200
lb. stone rip-rap to be buried by dune to be constructed with approx. 80 cy. clean sand
trucked in from an upland source and planted with Cape American Beachgrass (12" on
center).

REVOCABLE TRUST to remove and replace (in-place) approx. 94 linear ft. of existing
timber bulkheading and +/-11' return with vinyl bulkhead; remove +/-10' return
associated with adjacent boat ramp to be closed; and backfill with approx. 28 cy. spoil to
be incidentally dredged from area up to 10' off bulkhead (to maximum depth of -30"
ALW).

REVOCABLE TRUST to remove and replace (in-place) approx. 98 linear ft. of existing
timber bulkheading with vinyl bulkhead; construct +/-14' vinyl bulkhead return on
landward side of existing timber return to be cut to grade; remove +/-21' return at boat

ramp; and backfill landward of new bulkhead and existing deteriorating boat launching
ramp (to be closed) with approx. 18 cy. clean sand fill trucked in from an upland source
and approx. 27 cy. spoil to be incidentally dredged from area up to 10' off bulkhead (to
maximum depth of -30" ALW).

PENNY to repair and replace in-like and in-kind the existing bulkhead.

The CAC Supports the application with the Condition vinyl sheathing is used, a non-turf
buffer is installed landward of the bulkhead, and there is no further encroachment of the
bulkhead.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS
Moved by Peter Young, seconded by James Eckert, it was
RESOLVED to SUPPORT the Amendment application of JOHN XIKIS to Amend Permit
#6310 to excavate a trench behind the existing bulkhead to allow installation in the
excavated area of one 10"X 8' deadman pile for each of the existing fender piles on the
seaward side of the bulkhead. Behind the deadman piles, install horizontallaylogs 10"X
20' long extending the entire length of the bulkhead. Install tie rods :y."X 12' through the
laylogs and the deadman piles extending to and through the bulkhead and through the
individual existing fender piles.

RESOLVED to SUPPORT the Amendment application of JOSEPH & CAROLYN
FERRARA to Amend Permit 6321 & 6321 C to allow for the installation of two single
mooring piles on the west side of the existing dock.

RESOLVED to SUPPORT the Amendment application of PHYLLIS SCHAFFER to
Amend Permit #6522 to construct a 4'X 48' catwalk using grate style decking instead of
the approved 4'X 23' fixed catwalk.

RESOLVED to SUPPORT the Amendment application of SCOTT BORISKY AND
JAMES POSCH to Amend Permit #4665 to include approx. 140' of additional pre-
existing bulkheading and a stairway to the beach, and to repair the existing permitted
bulkhead and stairs.

RESOLVED to SUPPORT the Amendment application of EMMANUEL ARTURI to
Amend Permit #6322 to allow for a 4'X 162' walkway immediately landward of the
reconstructed bulkhead, a 16'X 32' deck on grade with a 4'X 14' walk extending
landward and a 4'X 4' platform with steps to the beach.

no treated lumber is used, and the recently installed wire fence is removed.

RESOLVED to SUPPORT the Amendment application of PECONIC LAND TRUST to
Amend Permit #6014 to dredge a 4' wide X 3' deep X 150' long channel in lagoon south
of the hatchery building.

RESOLVED to SUPPORT the Amendment application of LEOBORIO REALTY, LLC to
Amend Permit #6136 to remove the existing concrete foundation and any other
construction disturbance associated with the construction of a new dwelling located
beyond Chapter 275 jurisdiction.

The next meeting of the Conservation Advisory Council has been set for Mon., June 11,
2007 at 5:00 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
