Present Were: Peter Young, Acting Chairman Jack McGreevy, Member James Eckert, Member Joyce Grigonis, Member Jacob Smith, Student Member Bob Ghosio, Trustee Mark Terry, LWRP Coordinator Lauren Standish, Secretary Absent Were: Don Wilder, Chairman CALL TO ORDER Chairman Don Wilder was absent and Acting-Chairman Peter Young called the meeting to order at 4:40 PM. CHAIRMAN'S ANNOUNCEMENTS Absent REPORTS 2 Peter Young suggested the members of the CAC participate in the NY Municipal Insurance Reciprocal at-home training program called the "Zoning School". Secretary Lauren Standish will look into the costs involved, if any. The members all agreed that it was time fill the vacancies on the Council and asked Secretary Lauren Standish to draft a letter to the Town Board. Peter Young asked Chris Pickerall to be a guest-speaker at a CAC meeting to discuss eelgrass. He will try and arrange it for next month. Moved by Jack McGreevy, seconded by Joyce Grigonis, it was RESOLVED to direct Don Wilder to sign a memo regarding signage in the Town, to the Town Board. Vote of Council: Ayes: All GUEST SPEAKER Mark Terry attended the meeting as a guest-speaker. Mark is the LWRP Coordinator for the Town of Southold and was invited in to explain to the members what the LWRP is all about. Mark explained that the Local Waterfront Revitalization Program is a Federally and State recognized, and State endorsed document in the Town, is recognized in the Town Code, and does include a fine structure. Mark reviews each application before the Board of Trustees and determines whether or not the proposed project is Consistent, Inconsistent or Exempt from the LWRP. The CAC requested to be invited to the next training session with the Dept. of State. APPROVAL OF MINUTES Moved by Jack McGreevy, seconded by James Eckert, to Approve the Minutes of February 7,2007. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Jack McGreevy, seconded by Don Wilder, it was RESOLVED to SUPPORT the Wetland Permit application of MARK GROSS to remove 270'+/- of top timber member of existing retaining walls. Construct 270'+/- of new pre- cast retaining walls immediately in front of existing timber retaining walls. Backfill areas between old and new retaining walls with clean trucked-in stone and topsoil (approx. 25 cy.). Replace brick driveway as required. Located: 2699 Laurel Way, Laurel. SCTM#121-4-12.2 Inspected by: Jack McGreevy, Don Wilder The CAC Supports the application with the Condition hay bales are in place during construction. The CAC questions the drainage holes behind the existing retaining wall. 3 Vote of Council: Ayes: All Motion Carried Moved by James Eckert, seconded by Joyce Grigonis, it was RESOLVED to SUPPORT the Wetland Permit application of GEORGE KOCH to remove 40' of existing south railing and 33' of existing east railing; remove 40' of south bulkhead face pilings and 33' of east bulkhead face pilings; construct 40' of new south bulkhead and 33' of new east bulkhead immediately in front of existing bulkheads; fill void between new and existing sheathing with clean trucked-in sand (approx. 8 cy.); re- install existing railings on new bulkhead and repair as required. Install new wood decking to match existing as required. Located: 270 Rabbit Lane, East Marion. SCTM#31-18-6 Inspected by: James Eckert, Joyce Grigonis, Peter Young The CAC Supports the application with the Condition the downspout is removed from the bulkhead and best practices are used for the construction materials and the drainage. Vote of Council: Ayes: All Motion Carried Moved by James Eckert, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of ERIC SCHLAEFER to remove and dispose of existing timber bulkhead. Construct 169' of new bulkhead using C-Loc vinyl sheathing including the 6' return on northwest end, installed in-place of existing. Located: 150 Knoll Circle, East Marion. SCTM#37-5-18 Inspected by: James Eckert, Joyce Grigonis, Peter Young The CAC Supports the application with the Condition of a 10' non-turf buffer. Vote of Council: Ayes: All Motion Carried Moved by James Eckert, seconded by Joyce Grigonis, it was RESOLVED to SUPPORT the Wetland Permit application of SPYRO AVDOULOS to remove/demolish portion of house located within CEHA and retain the existing foundation within CEHA and converted to a patio. Back of house (new walls) constructed outside CEHA with alterations/repairs/modifications to existing basement and first floor of house landward of CEHA and landward of proposed patio. Demolish existing second floor and construct new second floor. Construct new two-story addition landward of existing residence. Construct new garage and renovate existing garage. Install hay bales along top of bluff during construction and drywells, gutters, and leaders 4 added to dwelling. Install new sanitary system landward of existing structures, if required. Install a new driveway, walkways, and landscaping landward of existing structures. Located: 54985 North Rd., Greenport. SCTM#44-1-5 Inspected by: James Eckert, Joyce Grigonis, Peter Young The CAC Supports the application with the Condition drywells and gutters are installed to contain the roof run-off. Vote of Council: Ayes: All Motion Carried Moved by James Eckert, seconded by Joyce Grigonis, it was RESOLVED to SUPPORT the application of GIACOMO CHICCO to construct a single- family dwelling, front porch, rear easterly porch, rear westerly porch, swimming pool, patio, pool house, and driveway. Located: els Stoney Beach Rd., East Marion. SCTM#22-3-18.20 Inspected by: James Eckert, Joyce Grigonis, Peter Young The CAC Supports the application with the Condition of a 100' non-disturbance buffer from the top of the bluff and the existing hay bale line is replaced. Any landscaping activity within the 100' non-disturbance buffer would require a detailed landscaping plan. Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by James Eckert, it was RESOLVED to SUPPORT the Wetland Permit application of EDNA MCNULTY C/O JOHN MCNULTY, POA to construct a fixed timber dock, consisting of a 4'X 90' fixed timber catwalk (elevated 4' above grade of marsh); a 3'X 20' hinged ramp; and a 6'X 20' float supported by (2) 8" dia. pilings. Located: 875 Westview Dr., Mattituck. SCTM#139-1-18 Inspected by: Jack McGreevy, Don Wilder OBSERVATION: The CAC has concerns with the design of a dock that has a potential to block public access. Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by James Eckert, it was RESOLVED to SUPPORT the Wetland Permit application of CHRISTOPHER PIA to reconstruct in-place approx. 194' of timber bulkheading utilizing vinyl sheathing and to 5 backfill structure with approx. 200 cy. of clean sand. Upon completion of the project, the area landward of the reconstructed bulkhead shall be re-vegetated. Located: 5900-6000 Vanston Rd., Cutchogue. SCTM#118-1-2 Inspected by: Jack McGreevy, Don Wilder Vote of Council: Ayes: All Motion Carried Moved by James Eckert, seconded by Joyce Grigonis, it was RESOLVED to SUPPORT the Wetland Permit application of EVE MACSWEENEY to construct 4'X 160' access stairway with (2) 4'X 6' platforms and (5) 4'X 4' platforms. Construct removable 8' section at toe of bluff. Stairway to maintain 3.5' above grade. Existing vegetation will be protected and new vegetation will be planted along length of stairway. Located: 1250 Soundview Ave., Southold. Vote of Council: Ayes: All Motion Carried Moved by James Eckert, seconded by Joyce Grigonis, it was RESOLVED to SUPPORT the Wetland Permit application of NED HARROUN to repair/replace approx. 80' of existing bulkhead, fill low spots with 45 cy. of fill, remove Maple tree and roots landward of the bulkhead, install a 12'X 18' brick and sand patio in rear of dwelling, and install a 3' wide walkway along landward side of bulkhead. Located: 63745 Route 25, Southold. SCTM#56-4-17.1 Inspected by: James Eckert, Joyce Grigonis, Peter Young The CAC Supports the application with the Condition appropriate materials are used in the construction of the bulkhead. Vote of Council: Ayes: All Motion Carried JONATHAN & ANDREA PARKS to construct a 30'X 50' two-story addition to the existing dwelling, construct an 11 'X 45' deck/porch, install a 20'X 50' in-ground swimming pool and required fencing, construct a 115' retaining wall seaward of proposed in-ground swimming pool to contain +/-765 cy. clean fill from an approved upland source to backfill pool drywells and raise elevation to 56' and to tie in with proposed retaining wall on adjacent lot to north. In-place replacement of +/-210 If. of 6 bulkhead, in-place replacement of +/-75 If. steps on bluff face, in-place replacement of +/-11'X 11' wood deck at top of steps, and 10'X 20' wood deck at bottom of steps. Replacement of +/-8' steps from top of bulkhead to grade, and three tier retaining walls +/-600 If. on bluff face to create terracing for erosion control. Walls to tie in with terracing on adjacent lot to north. Located: 3995 Nassau Point Rd., Cutchogue. SCTM#111-9-5.1 &5.2 The CAC did not make an inspection, therefore no recommendation was made. Moved by Joyce Grigonis, seconded by James Eckert, it was RESOLVED to SUPPORT the Wetland Permit application of INGER BOYAJIAN to construct a single-family dwelling, garage, and decks. Located: 3590 North Rd., Greenport. SCTM#35-4-28.12 Inspected by: James Eckert, Joyce Grigonis, Peter Young The CAC Supports the application with the Condition the floating docks are not stored in the non-turf buffer area. Vote of Council: Ayes: All Motion Carried Moved by Jack McGreevy, seconded by James Eckert, it was RESOLVED to SUPPORT the Wetland Permit application of ARTHUR BURNS to reconstruct the existing timber staircase starting at the top of the bluff to the existing bulkhead. Located: 3450 Private Rd., #13, Mattituck. SCTM#105-1-4 Inspected by: Jack McGreevy, Don Wilder The CAC Supports the application with the Condition the top of the bluff is stabilized and horizontal stringers are used in the construction of the staircase to prevent erosion. Vote of Council: Ayes: All Motion Carried DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS Moved by Jack McGreevy, seconded by James Eckert, it was RESOLVED to SUPPORT the Amendment application of ALLISON BYERS to Amend Permit #6383 to install steel sheet piling in front (seaward) of the existing timber bulkhead along the eastern shoreline of subject property, extend the southernmost return with steel sheet piling and a rock revetment. Located: 10355 Nassau Point Rd., Cutchogue.
