Wed., April 11, 2007
Down's Farm Preserve
A meeting of the Southold Town Conservation Advisory Council was held Wed., April
11, 2007 at Down's Farm Preserve.
Present Were:

CALL TO ORDER
Acting Chairman Jack McGreevy called the meeting to order at 5:30 PM.
CHAIRMAN'S ANNOUNCEMENTS
Chairman Don Wilder was absent.
REPORTS
John Sepenoski attended the meeting as a Guest Speaker. He spoke briefly about the
Peconic Estuary Program - Adopt-A-Creek Program, which involves monitoring of
storm drains. Volunteers are needed to monitor the storm drains for problems such as
broken drains and clogged drains, and report them to the Town. Unfortunately a number

of members were unable to attend the meeting therefore John was asked to come back
and talk to the Council next month to elaborate on this particular project, as well as
others.
The members agreed to forward the signage memo to the Supervisor and the Town
Board for consideration.
A follow-up memo will also be sent to the Supervisor and the Town Board regarding the
vacancies on the Council.

DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
HARBOR LIGHTS PROPERTY OWNERS ASSOC. to remove 15' of existing bulkhead
and replace in-like/in-place. Dredge area in front of bulkhead to below -4.0' AMLW
(approx. 8 cy.) and truck spoil off site to approved disposal location.
Located: 112 Windjammer Dr., Southold. SCTM#71-2-11.4

DAVID SHAMOON to construct a single-family dwelling, deck, driveway, and sanitary
system.
Located: 2404 Camp Mineola Rd. Ext., Mattituck. SCTM#122-9-7.20
This application was inspected by Peter Young and Jacob Smith and both members
found a discrepancy with the flagging of the proposed location of the structures
compared to what was being proposed on the plans. The flags appeared to be too close
to the wetlands.
BARBARA DEFINA to remove the existing stone revetment and install approx. 107
linear ft. of new stone revetment along the situate shoreline to prevent further erosion.
Located: 192 Willow Terrace, Orient. SCTM#26-2-7.1

JAMES GRACE to remove the existing stone revetment and install approx. 106 linear
ft. of new stone revetment along the situate shoreline to prevent further erosion.
Located: 190 Willow Terrace, Orient. SCTM#26-2-6.1

VIRGINIA C. SICA-PETERS to construct a single-family dwelling with attached garage,
pool, patio and associated water supply and sewage disposal facilities.
Located: 1925 Indian Neck Lane, Peconic. SCTM#86-5-9.3
The CAC did not make an inspection, therefore no recommendation was made.
BELVEDERE PROPERTY MANAGEMENT, LLC to construct a 6'X 80' extension, with
wave-breaks, onto an existing pier, to relocate three 3-pile dolphins, to relocate one
ladder and to install one new ladder.
Located: Robins Island, New Suffolk. SCTM#134-3-5
This application was inspected by Peter Young and Don Wilder and both members
Support the application with the recommendation the construction materials are
consistent with best management practices.
CHERYL HANSEN to rebuild the existing sunroom.
Located: 445 Elizabeth Lane, Southold. SCTM#78-5-3
This application was inspected by Jack McGreevy and James Eckert and both members
Support the application with the recommendation gutters and drywells are installed to
contain the roof run-off.
LEANDER B. GLOVER, JR. for the existing docking facility consisting of a 4'X 29"
platform with steps leading to a 4'X 20.6' dock, 16'X 30" ramp and a 6'X 20' floating
dock. Located: 6170 Skunk Lane, Cutchogue. SCTM#138-2-33
This application was inspected by Peter Young and Don Wilder and both members
Support the application with the recommendation no CCA treated lumber is used.
HARRY & KATHERINE BAIS to remove and replace (in-place) approx. 106 linear ft. of
existing timber bulkhead with vinyl bulkhead; construct approx. 104 linear ft. of vinyl
bulkhead immediately landward of existing timber bulkhead to be cut to grade or
removed; and backfill with approx. 50 cy. clean sand to be trucked in from an upland
source. Located: 2655 Calves Neck Rd., Southold. SCTM#70-4-42

BENALI, LLC to construct a two-story frame dwelling 20'X 60', on piles, with associated
sewage disposal system.
Located: 1275 West Cedar Point Dr., Southold. SCTM#90-1-2
This application was inspected by Jack McGreevy and James Eckert and both members
agreed the stakes did not match the plans, therefore making it difficult to determine the
footprint of the proposed dwelling.
JOHN FRANKIS to install a 20'X 40' swimming pool.
Located: 1540 The Strand, East Marion. SCTM#30-2-65
This application was inspected by Jack McGreevy and James Eckert and both members
Support the application provided the proposed pool is moved 20' landward, and a
drywell is installed to contain the pool backwash.
ROBERT & JUDY GOLDMAN to construct an addition to an existing residence with a
new exterior stone terrace.
Located: 930 Jackson St., New Suffolk. SCTM#117-10-6
The CAC did not make an inspection, therefore no recommendation was made.
RICKY & LUCY MANETTA to demolish the existing residence and garage and
construct a new residence and garage.
Located: 905 Harbor Lights Dr., Southold. SCTM#71-2-17
This application was inspected by Jack McGreevy and James Eckert and both members
Support the application with the recommendation gutters and drywells are installed to
contain the roof run-off and a line of staked hay bales is installed during construction.
BARBARA KAPLAN to replace (within 18") approx. 126 linear ft. of existing timber
bulkhead with recycled plastic bulkhead; backfill with approx. 15 cy. clean sand fill to be
trucked in from an upland source; and construct 11 'X 14' wood deck and 3' X 6.5' stairs
in same location as existing structures to be dismantled for bulkhead construction.

CARLL & SUSAN AUSTIN to construct +/-28' low-profile, vinyl groin in place of existing
+/-38' timber groin to be removed; remove existing +/-41' timber groin; and reconstruct
4'X 7' stairs to beach.
Located: 3300 Peconic Bay Blvd., Laurel. SCTM#128-6-7
This application was inspected by Peter Young and questions the purpose of the repair.
The groin is also blocking the lateral public access, and the Trustees action should be
consistent with the actions of the LWRP.
THOMAS GLUCKMAN to install a solar panel approx. 25' landward of the existing
bulkhead and inkind/inplace repair and replacement of the existing +/-20'X 28' wood
deck approx. 10' landward of the bulkhead.
Located: 1350 West Cove Rd., Cutchogue. SCTM#111-5-2
This application was inspected by Peter Young and Don Wilder and both members

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS
BASILIO ESPOSITO to Amend Permit #6387 to demolish the existing dwelling and the
deck and to reconstruct a new structure with a new foundation.
Located: 1745 Bay Shore Rd., Greenport. SCTM#53-4-7
The application was inspected by Jack McGreevy and James Eckert and both members
Support the application with the recommendation drywells and gutters are installed to
contain the roof run-off and a line of staked hay bales is installed during construction.
The next meeting of the Conservation Advisory Council has been set for Wed., May 9,
2007 at 6:00 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned
at 7:45 PM
