The meeting began at 7:10 p.m. with five LPC members present. Meeting Procedure: ?? John Sepenoski, Chairman requested that LPC members follow a meeting procedure whereby Melissa Spiro would make her presentation of the project without interruptons. Questions/discussions on the subject would follow her report. An official “break” would be called during extended meetings rather than disruptions from members leaving the room and halting the meeting until their return. Adoption of Meeting Minutes: ?? John, Lillian, and Chris, along with Melissa, Melanie, Stephen Searl (PLT) and Sherry Clarry (real estate salesperson) did a walking field inspection of the property on Monday, March 19, 2007. Members reported on their inspection. Peconic Land Trust gave update. Stephen Searl of Peconic Land Trust made a presentation of a proposed concept plan. House and structures around the existing residence with approximately 23± acres (Lot 1) would be sold with no provisions restricting future subdivision to a private owner. Vineyard and Morton building thereon (Lot 2) offered development right easement to the Town for purchase. Approximately 60± acres (Lot 3) of mostly farmable land offered to the Town as a fee title purchase or development rights easement. Waterfront lot (Lot 4) would be sold with no provisions restricting future subdivision, potentially to a conservation minded buyer. LPC members discussed further dividing proposed Lot 3 into two or three smaller farms to make the property more attractive to potential farmers, thus keeping the land in farming. John, Lillian, and Chris, along with Melissa and Melanie, did a walking field inspection of the property , on Monday, March 192007. Members reported on their inspection. EXECUTIVE SESSION. The members entered into Appraisal Reviewed [executive session]. Although the entire property is for sale, LPC members, at this time, are only interested in the possibility of purchasing a development rights easement on the farm parcel and no interest in acquiring fee title on the waterfront parcel. MOTION made by Lillian Ball, seconded by Monica Harbes, to direct Melissa Spiro to present a purchase offer to the landowners on a development rights easement on the farm parcel, excluding a three acre reserve area requested by the landowners. LPC members agreed to share the appraisal on the farm lot with the landowners. Motion carried: 4/0/1 (John Sepenoski abstained from voting) ?? PFEIFLE PROPERTY SCTM #: 1000-97-4-19 Zoned: A-C Location: 825 Leslie Rd, Cutchogue CPF: Yes Total Acreage: 11.5 acres (GIS 11.32 acres) Subdividable: Yes New application. Melissa Spiro met with landowner regarding new application. He would like to offer preservation of 9-10 acres and is agreeable to Federal grant language if project is eligible for grant submission. MOTION made by John Sepenoski, seconded by Chris Baiz, to direct Melissa Spiro to commission an appraisal for a development rights easement on the Pfeifle property, not including the area around the existing house and structures. PROPERTY SCTM #: 1000-113-13-1.2 PDR Acreage: ±15-16ac Total Acreage: ±17.32 acres CPF: Yes Location: 4735 Westphalia Rd, Mattituck Zoned: R-80 Status update. Draft survey reviewed – access area and wetlands. LP working with NYS Ag & Markets regarding deed language for use of remaining ~$75,000 in grant money towards this acquisition. ?? SEPENOSKI PROPERTY SCTM #: 1000-54-3-24.1 Zoned: A-C Location: 1655 Old North Rd, Southold CPF: Yes Total Acreage: 53.9 acres (GIS 53.83 acres) Subdividable: Yes New Application. John Sepenoski recused himself (9:50 p.m.) from any discussion on this project due to family relationship. MOTION made by Lillian Ball, seconded by Monica Harbes, to direct Melissa Spiro to commission an appraisal for a development rights easement, according to conception plan of landsowners, on this property. Motion carried 4/0. (John Sepenoski absent from vote – recused) Inquiries: Addition to Agenda ?? Melissa has had several inquiries concerning this property and informed LPC members of the possibility of purchasing a development rights easement on a large portion of this property setting off the existing residence. General: ?? Federal Grant Proposal Application for the Federal Grant Proposal – expected completion within the next three weeks. Projects eligible for proposal are needed. Federal deed language restricts agriculture structures to 2% lot coverage with a waiver, if granted, of up to 6% lot coverage. ?? Stewardship [per Lillian Ball] Lillian Ball brought up stewardship on Town-owned land. After discussing, LPC to make recommendation to Town Board that no work should be conducted on Town-owned property unless management plan is in place or unless specific work plan is reviewed and approved by LPC.
