The meeting began at 7:31 p.m. with four LPC members present. ?? Melissa told Land Preservation Committee that Town Board appointed John Sepenoski as Land Preservation Committee Chairman at their Town Board meeting. ?? Interviews being conducted by Town Board for Land Preservation Committee member vacancy. Adoption of Meeting Minutes: ?? Adoption of LPC meeting minutes from January 9, 2007 and February 8, 2007 MOTION made by John Sepenoski, seconded by Lillian Ball, to accept the minutes of January 9, 2007 and February 8, 2007, as amended by Chris Baiz. Motion carried 4/0 Inquiries: ?? PELLIGRINI (addition to agenda) SCTM #: 1000-109-1-8.7 Zoned: A-C Location: 23005 Route 25, Cutchogue F/Wet: 0.45 acre Total Acreage: 35.92 acres (GIS 35.71 acres) M/Wet: 0 CPF: Yes Subdividable: Yes Sale of Development Rights inquiry [executive session if potential offer discussed]. Presentation made by Tim Caufield of Peconic Land Trust in regard to preservation opportunity for Pelligrini property perhaps on its own or in conjunction with adjoining Ackermann property that is for sale. MOTION made by Eric Keil, seconded by Chris Baiz, to direct Melissa Spiro to commission an appraisal on the Pelligrini property subject to receipt of an formal application to the Land Preservation Committee offering to sell his development rights to the Town of Southold. Motion carried: 4/0 ?? Tim Caufield made presentation. Landowner has an offer from a developer but is willing to consider an offer from the Town for open space. Landowner had originally filed for a 4-lot subdivision but the application was not filed properly. Land would be difficult to use for farming, contains wetlands, deer population and possible historic/burial grounds. The committee members did not consider preservation of this land as high priority but willing to reconsider if contract with developer falls through and will take to the Town Board for preservation consideration if preservation application is submitted. EXECUTIVE SESSION. The members entered into ?? CLARK’S BEACH (Village of Greenport) PROPERTY SCTM #: 1000-40-1-23 Zoned: R-80 Location: Route 48, Greenport FWet: 0 Total Acreage: 14.53 acres (15.34 GIS acres) MWet: 0 Subdividable: Yes CPF: Yes Discussed status of County’s offer as per Town Board request [executive session]. Offer was made by County based upon partnership with Town. Although LPC members agree that land should be preserved, this is considered a low priority project using Town funds. They would prefer to see the County buy it outright and adjoin it to Inlet Pond County Park. END OF EXECUTIVE SESSION ?? GATZ PROPERTY SCTM #: 1000-113-7-21 Zoned: AC Location: 6626 Sound Ave, Mattituck FWet: 0 Total Acreage: 5.46 acres (GIS 5.51 acres) MWet: 0 Subdividable: No CPF: No New Open Space application. Landowners have offered a development easement on this entire parcel next to their existing home. Covenants & restrictions on this parcel allow for no further subdivision. Landowners want to continue to use the lot for nursery stock. LPC members consider this project of low priority but are willing to consider purchasing an easement at a reduced bargain sale price. ?? PERRINO PROPERTY SCTM #: 1000-122-7-9 Zoned: R-80 Location: 9300 Rt 25, Mattituck FWet: 0 Total Acreage: 20.82 acres (GIS 20.83 acres) MWet: 0 Subdividable: No CPF: Yes Property for sale – inquiry re: preservation. This acreage is next to the Lomangino property and is open for possible further discussion if preservation of both parcels is pursued. LPC consider this project, on its own, of low priority at this time. ?? RULAND PROPERTY SCTM #: 1000-115-10-1 Zoned: R-80 Location: 4180 New Suffolk Ave, Mattituck FWet: 0 Total Acreage: 15.21 acres (GIA 15 acres) MWet: 0.19 acres Subdividable: Yes CPF: Yes Property for sale – inquiry re: preservation. Tom McCarthy, real estate broker, presented to Melissa a scenario of making three residential lots (2 creek front, 1 farm) with a preservation component. LPC consider this project of low priority at this time. This project may be of future interest if landowner willing to consider a substantial bargain sale or reduction of lots. ?? CONKLIN POINT ESTATES STANDARD SUBDIVISION SCTM #: 1000-53-4-44.1 Zoned: R-80 Location: 500 Kerwin Blvd, Greenport FWet: 2.25 acres Total Acreage: 7.72 acres (GIS – same) MWet: 0 Subdividable: Yes CPF: Yes Reviewed inquiry re: Subdivision Open Space parcel in pending subdivision. Melissa asked LPC members to consider Town taking over the subdivision open space parcel in this pending standard subdivision. LPC to review for next meeting. General: ?? Question from Lisa Kombrink, Esq. re: LPC’s revision re: allowance for subdivision of PDR easement area. Members evenly split on interpretation of acreage for allowance for subdivision of PDR easement area. Melissa to discuss further with Lisa Kombrink, Esq. and will continue this discussion at the next LPC meeting. ?? Year End Report - not completed in time formeeting. ?? Town Board hearing re: authorizing $22.5 million bond for preservation set for February 27, 2007 @ 5:05 p.m. LPC members reminded of hearing date and time. ?? Request from County for potential preservation parcel list. County requesting a prioritization list of open space and farmland parcels. Melissa and John Sepenoski are working on this list. EXECUTIVE SESSION. The members re-entered into ?? Melissa Spiro’s confidential status reports [executive session re: status of offers] Confidential status report distributed to LPC members. END OF EXECUTIVE SESSION Informational: ?? Land Preservation Seminar – Confirmed for March 8, 2007 – 8:30 a.m. to 2:30 p.m. LPC members requested to attend if available. ?? Federal Grant 2007-08 Expecting grant proposal soon.. Outreach needed for any landowners interested in limiting ag structures to 2%-6% of farm parcel which is required in federal easement language. ?? Small Wind Energy Systems for Agricultural Uses – Agenda item on February 23, 2007 Planning & Zoning Committee meeting @ 2:00 p.m. Also on agenda – RID, percentage of lot coverage ?? Corso/Morrell Closing County closed on development rights easement preserving 39 acres of a subdivision that resulted in the establishment of 7 residential lots off Oregon Road. ?? East Coast Residential, LLC Closing Town closed on development rights easement on 15.9597 acres off Ackerly Pond Lane in Southold on February 14, 2007. ?? N&J Management Company (development rights easement almost under contract with Town) Town Board suggested requiring that a buffer zone of existing trees be maintained between County/Town parkland (Strawberry Fields) and established nursery business. LPC members felt that buffer should be on Strawberry Fields property and should not be a requirement of easement. ?? Laurel Lake Preserve – demolition of existing residential structure Mattituck Fire Department has requested permission to use site of house, slated for demolition, for simulated fire scenario with no actual fire. There would be irreparable damage to existing structure. LPC members discussed request and considered it a worthy fire training experience if, and only if, the bulldozers were standing by once fire department completed their exercises, for completion of demolition for safety reasons. ?? Sepenoski Farm John Sepenoski disclosed that he would be making an informal request to the Board of Ethics concerning any potential issue this would cause with relation to his position as a Land Preservation Committee member if his family should decide to make an application to the Town to sell a development rights easement on their farmland.
