This application must be filled in by typewriter or ink and submitted to the Building Department with the following:
A. For new building or new use:
I. Final survey of property with accurate location of all buildings, property lines, streets, and unusual natural or
topographic features.
2. Final Approval from Health Dept. of water supply and sewerage-disposal (S-9 form).
3. Approval of electrical installation from Board of Fire Underwriters.
4. Sworn statement from plumber certifying that the solder used in system contains less than 2/10 of I % lead.
5. Commercial building, industrial building, multiple residences and similar buildings and installations, a certificate
of Code Compliance from architect or engineer responsible for the building.
6. Submit Plarming Board Approval of completed site plan requirements.
B. For existing buildings (prior to April 9, 1957) non-conforming uses, or buildings and "pre-existing" land uses:
I. Accurate survey of property showing all property lines, streets, building and unusual natural or topographic
features.
2. A properly completed application and consent to inspect signed by the applicant. If a Certificate of Occupancy is
denied, the Building Inspector shall state the reasons therefor in writing to the applicant.

DESCRIPTION OF AUTHORIZED ACTIVITY:
Replace/repair, in place, deteriorated sections of upland retaining wall. Remove dilapidated deck and
upper stairs and replace with a 4' X 4' platform and stairway. The property landward of the retaining wall
which is located at the top of the bluff, as shown in the survey prepared by Joseph A. Ingegno, dated
6/5/03 and last revised on 12/1/03, is beyond Article 25 jurisdiction. All work must be done in accordance
with the attached plan stamped NYSDECapproved on 3/4/04.
By acceptance of this permit, the permittee agrees that the permit is contingent upon strict compliance with the
ECL, all applicable regulations, the General Conditions specified (see page 2 & 3) and any Special
Conditions included as part of this permit.

SPECIAL CONDITIONS
1. Any debris or excess material from construction of this project shall be completely removed from the adjacent area
(upland) and removed to an approved upland area for disposal. No debris is permitted in tidal wetlands and or
protected buffer areas.
2. There shall be no disturbance to vegetated tidal wetlands or protected buffer areas as a result of the permitted
activity .
3. The storage of construction equipment and materials shall be confined to landward of the retaining wall.
4. All repairs to existing structures shall be confined to replacement of existing elements with no change in design,
dimension, or materials, unless specifically authorized herein.
5. The permittee shall cause all exposed faces or disturbed areas to be vegetated to prevent soil erosion prior to the
project completion or expiration date of this permit, whichever comes first.
6. There shall be no discharge of runoff or other effluent on, in or down the bluff face or onto the beach.
7. Alteration of the existing grade of the bluff or hill during construction of the stairway is prohibited.
8. Projects involving the repair or replacement of an existing stairway or walkway, or sections thereof, shall not exceed
the width of the existing structure as depicted on the approved plans or a maximum of four feet whichever is greater

Dear Mr Samuels
The Board of Town Trustees took the following action during a Regular Meeting, held on
November 19th 2003 regarding the above matter.
WHEREAS, Samuels & Steelman Architect on behalf of Seth & Barbara Eichler applied to
the Southold Town Trustees for a permit under the provisions of the Wetland Ordinance of the
Town of South old, application dated September 26th, 2003
WHEREAS, said application was referred to the Southold Town Conservation Advisory Council
for their findings and recommendations, and
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said application on
November 19th, 2003 at which time all interested persons were given an opportunity to be heard,
and,
WHEREAS, the Board members have personally viewed and are familiar with the premises in
question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,

WHEREAS, the structure complies with the standard set forth in Chapter 97-18 of the Southold
Town Code.
WHEREAS, the Board has determined that the project as proposed will not affect the health,
Safety and general welfare of the people ofthe town.
NOW, THEREFORE BE IT,
RESOLVED, that the Board of Trustees Approved the Wetland Permit for SETH & BARBARA
EICHLER to add second floor to existing single story frame house, a new in ground pool with
a drywell for the pool back wash also to include repair of existing wood steps on bluff and
deck. .
BE IT FURTHER RESOLVED that this determination should not be considered a determination
made for any other Department or Agency, which may also have an application pending for the
same or similar project.
Fee must be paid, if applicable and permit issued within six months of the date of this
notification.
If inspections are required, at a fee of$5.00 per inspection (See attached schedule).
