Present Were: Don Wilder, Chairman Jack McGreevy, Member Peter Young, Member James Eckert, Member Joyce Grigonis, Member Lauren Standish, Secretary Absent Were: Jacob Smith, Student Member Bob Ghosio, Trustee CALL TO ORDER Chairman Don Wilder called the meeting to order at 4:30 PM. CHAIRMAN'S ANNOUNCEMENTS Chairman Don Wilder thought it would be beneficial to the CAC to invite Mark Terry to the next meeting of the CAC to explain the LWRP to the council. The members agreed to extend the invitation to Mr. Terry. 2 REPORTS Member Peter Young distributed a DEC pamphlet to the members with information on bulk ordering of trees and plants. Peter proposed a plan to join together with the local NJROTC, Boy Scouts, and other groups to purchase and distribute the plants to the public. The members agreed to look into the project and submit a proposal of ideas by the next meeting. Member Peter Young, who is also a member of the US Coast Guard Auxiliary and US Power Squadron, invited the members to a 3-hour training session, being sponsored by the National Weather Service, to teach the public how to make weather observations. Member Jack McGreevy felt strongly about declaring the New Suffolk site along First St., a Historic Town District. The members took a vote on the concept as follows: Jack McGreevy - Aye, Joyce Grigonis-Aye, Peter Young-Nay, Don Wilder-Nay, James Eckert-Nay. The majority of the council felt that this was not a natural resource issue of the CAC. APPROVAL OF MINUTES Moved by James Eckert, seconded by Peter Young, to Approve the Minutes of January 10,2007. DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Don Wilder, seconded by Joyce Grigonis, it was RESOLVED to SUPPORT the Wetland Permit application of GABRIEL SCIBELLI to replace approx. 200' of existing bulkhead with vinyl sheathing, replace existing returns, and backfill with approx. 125 cy. of clean fill. Located: 450 Cedar Point Dr. East, Southold. SCTM#90-2-15 Inspected by: Don Wilder, Joyce Grigonis Vote of Council: Ayes: All Motion Carried FITF, LLC to remove the existing dilapidated 10'X 100' fixed dock and to construct 4'X 15' stairs leading to a 6'X 40' fixed dock, 3.5'X 20 ramp an 8'X 20' float and an 8'X 30' float in an "L" configuration. Proposed dock shall also be 3' lower in elevation than existing dock and 17' shorter than the existing dock. Located: Reservoir Rd., Fishers Island. SCTM#9-8-2 The CAC did not make an inspection, therefore no recommendation was made. 3 Moved by Don Wilder, seconded by Joyce Grigonis, it was RESOLVED to SUPPORT the Wetland Permit application of RICHARD & KAREN SEELIG to place over filter cloth on grade along toe of eroding embankment approx. 146 linear ft. of 50 to 150 lb. stone rip-rap. Located: 1515 Calves Neck Rd., Southold. SCTM#63-7-37 Inspected by: Don Wilder, Joyce Grigonis The CAC Supports the application with the Condition the project is Consistent with the LWRP. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Joyce Grigonis, it was RESOLVED to SUPPORT the Wetland Permit application of PAUL KEBER to re-grade the existing dirt pile (1,200 cy.) located within the central section of the subject property to level off the grade for the proposed construction of a single-family dwelling and appurtenances. Located: R.OW. off Oregon Rd., Cutchogue. SCTM#72-2-2.3 Inspected by: James Eckert, Peter Young, Don Wilder, Jack McGreevy The CAC Supports the application with the Condition the property is re-graded away from the bluff and no trees are disturbed between the proposed dwelling and the bluff. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Joyce Grigonis, it was RESOLVED to SUPPORT the Wetland Permit application of REYDON SHORES PROPERTY OWNERS ASSOC. INC. to maintenance dredge marina entrance, approx. 88 cy., and floating dock area, approx. 842 cy., and place spoil on site adjacent to the parking lot belonging to Reydon Shores POA. Located: Reydon Dr., Southold. SCTM#80-3-21.1 Inspected by: Don Wilder, Joyce Grigonis Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Joyce Grigonis, to TABLE the Wetland Permit application of DONALD J. PETRIE to repair the existing stairs to the beach. Located: 16215 Soundview Ave., Southold. SCTM#50-2-14 Inspected by: Don Wilder, Joyce Grigonis 4 The CAC Tables the application because the work has already been started. The CAC recommends the applicant cease all work and submit an engineered plan. Vote of Council: Ayes: All Motion Carried Moved by James Eckert, seconded by Peter Young, it was RESOLVED to SUPPORT the Wetland Permit application of BOB MARSTON to demolish the existing dwelling and construct a new 862 sq.ft. dwelling and sanitary system. Located: 7065 New Suffolk Rd., New Suffolk. SCTM#117-5-30 Inspected by: Jack McGreevy, James Eckert, Peter Young Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Joyce Grigonis, it was RESOLVED to SUPPORT the Wetland Permit application of CHARLES BOYAR to reconstruct the existing functional timber bulkhead with vinyl sheathing within 18" of said existing bulkhead, and to re-vegetate a 2'X 150' area immediately seaward of the reconstructed bulkhead with Spartina alterniflora. Located: 250 Goose Creek Lane, Southold. SCTM#71-1-42 Inspected by: Don Wilder, Joyce Grigonis The CAC Supports the application with the Condition of an 18' non-turf buffer landward of the bulkhead. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Joyce Grigonis, it was RESOLVED to SUPPORT the Wetland Permit application of PAUL & CHERYL RAGUSA to construct a second-floor addition to the existing two-story dwelling, renovate and alter the first floor, construct a new carport and covered walk and a new two-story addition on the landward side of the existing dwelling. Located: 1600 Hyatt Rd., Southold. SCTM#50-1-6 Inspected by: Don Wilder, Joyce Grigonis The CAC Supports the application with the Condition gutters and drywells are installed to contain the roof run-off. Vote of Council: Ayes: All 5 Motion Carried Moved by Don Wilder, seconded by Joyce Grigonis, it was RESOLVED to SUPPORT the application of EVE MACSWEENEY & LORI FEILEN to replace and install new hardwood floor boards, stair treads and railings to first and second floor decks. Located: 1250 Soundview Ave., Southold. SCTM#50-2-13 Inspected by: Don Wilder, Joyce Grigonis Vote of Council: Ayes: All Motion Carried JAMES BAKER to construct a 4'X 62' fixed wood pile and timber pier and an 8'X 20' floating dock with associated ramp and restraint pilings, and install seven tie-off pilings, all waterward of the apparent high water line. Located: Peninsula Rd., Fishers Island. SCTM#10-5-9 The CAC did not make an inspection, therefore no recommendation was made. Moved by Don Wilder, seconded by Jack McGreevy, to TABLE the Wetland Permit application of GREGERSEN'S KEEP, LLC, RICHARD & ANTOINETTE BECK-WITT AND HENRY QUINTIN to repair the existing dock and add a 6'X 40' floating dock extension and two (2) 10"X 35' pilings. Located: 1960 Gull Pond Lane, Greenport. SCTM#35-3-12.1 0 Inspected by: Don Wilder, Jack McGreevy The CAC Tables the application because the project was not staked and a proper survey should be required. The CAC recommends complete removal of the deer fence. Vote of Council: Ayes: All Motion Carried Moved by James Eckert, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of ALAN CARDINALE to construct approx. 474 linear ft. of vinyl bulkhead immediately landward of (and 6" higher than) existing timber bulkhead to be cut to grade; construct (3) 4' returns; and backfill with approx. 85 cy. clean sand fill to be trucked in from an upland source. Construct a 20'X 40' swimming pool in location of existing patio to be removed, install pool drywell and erect pool fence; restructure roof over existing one and two-story dwelling and extend existing roof overhang over existing concrete and slate patio areas; and install drainage system of drywells for dwelling. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by Joyce Grigonis, to TABLE the Wetland Permit application of BRIAN RETUS to convert the existing one and one-half story cape to a full two-story colonial. Construct roof deck over existing deck on water-side of dwelling, and a covered porch and second-story addition on the street side of the dwelling. Located: 235 Soundview Rd., Orient. SCTM#15-3-4 Inspected by: Don Wilder, Joyce Grigonis The CAC Tables the application until the issue of the bank failure is addressed. Vote of Council: Ayes: All Motion Carried Moved by James Eckert, seconded by Peter Young, it was RESOLVED to SUPPORT the Wetland Permit application of PATRICIA MELE requests a Wetland Permit to construct a 4'X 18' dock a min. of 3' above grade, 3'X 16' seasonal ramp and a 6'X 20' floating dock. Located: 1140 Deep Hole Dr., Mattituck. SCTM#115-12-16 Inspected by: Jack McGreevy, Peter Young, James Eckert The CAC Supports the application with the Condition the construction is consistent with the best practices of the LWRP and open grating is used on the dock deck. Vote of Council: Ayes: All Motion Carried DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS Moved by Don Wilder, seconded by Joyce Grigonis, it was RESOVLED to NOT SUPPORT the Amendment application of BRUNO FRANKOLA to Amend Permit #5999 for the placement of 40 cy. of fill around the northern portion of the proposed dwelling, construction of four (4) retaining walls to contain said fill, construction of three (3) sets of stairs, and reconfiguration of the proposed gravel driveway. Located: 840 Northfield Lane, Southold. SCTM#71-1-19 Inspected by: Don Wilder, Joyce Grigonis 7 The CAC does NOT SUPPORT the application because the proposed dwelling is too close to the wetlands, the property appears to be affected by saltwater, and there is evidence of endangered and protected plant life such as pink ladyslipper, orchid, and trailing arbutus. Vote of Council: Ayes: All Motion Carried Moved by James Eckert, seconded by Peter Young, it was RESOLVED to SUPPORT the Amendment application of GEOFFROY L. PENNY to Amend Permit #6069 to construct a 3.5'X 45' timber access walk a min. of 3' above grade and install a 20-25' flagpole adjacent to the existing deck. Located: 570 Mason Dr., Cutchogue. SCTM#104-7-2 Inspected by: James Eckert, Jack McGreevy, Peter Young The CAC Supports the application with the Condition open-grating is used on the walkway. Vote of Council: Ayes: All Motion Carried The next meeting of the Conservation Advisory Council has been set for Wed., March 14,2007 at 4:30 PM at Down's Farm Preserve.
