TERMS AND CONDITIONS
The Permittee, Barbara and Albert Reibling, 75 Island View Lane, Greenport, as part ofthe
consideration for the issuance of the Permit does understand and prescribe to the following:
1. That the said Board of Trustees and the Town of South old are released from any and all
damages, or claims for damages, of suits arising directly or indirectly as a result of any
operation performed pursuant to this permit, and the said Permittee will, at his or her own
expense, defend any and all such suits initiated by third parties, and the said Permittee
assumes full liability with respect thereto, to the complete exclusion of the Board of
Trustees of the Town of Southold.
2. That this Permit is valid for a period of 24 months, which is considered to be the estimated
time required to complete the work involved, but should circumstances warrant, request for
an extension may be made to the Board.
3. That this Permit should be retained indefinitely, or as long as the said Permittee wishes to
maintain the structure or project involved, to provide evidence to anyone concerned that
authorization was originally obtained.
4. That the work involved will be subject to the inspection and approval of the Board or its
agents, and non-compliance with the provisions of the originating application may be cause
for revocation of this Permit by resolution of the said Board.
5. That there will be no unreasonable interference with navigation as a result of the work
herein authorized.
6. That there shall be no interference with the right of the public to pass and repass along the
beach between high and low water marks.
7. That if future operations of the Town of Southold require the removal and/or alterations in
the location of the work herein authorized, or if, in the opinion of the Board of Trustees,
the work shall cause unreasonable obstruction to free navigation, the said Permittee will be
required, upon due notice, to remove or alter this work project herein stated without
expenses to the Town of Southold.
8. The Permittee is required to provide evidence that a copy of this Trustee permit has been
recorded with the Suffolk County Department of Real Properties Office as a notice
covenant and deed restriction to the deed of the subject parcel. Such evidence shall be
provided within ninety (90) calendar days of issuance of this permit.
9. That the said Board will be notified by the Permittee of the completion of the work
authorized.
10. That the Permittee will obtain all other permits and consents that may be required
supplemental to this permit, which may be subject to revoke upon failure to obtain same.

Dear Ms. Kramer:
The Board of Town Trustees took the following action during its regular meeting held on
Wednesday, January 24, 2007 regarding the above matter:
WHEREAS, Meryl Kramer on behalf of BARBARA AND ALBERT REIBLlNG applied to the
Southold Town Trustees for a permit under the provisions of Chapter 275 of the Southold Town
Code, the Wetland Ordinance of the Town of Southold, application dated December 27,2006,
and
WHEREAS, said application was referred to the Southold Town Conservation Advisory Council
and to the Local Waterfront Revitalization Program Coordinator for their findings and
recommendations, and,
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said application on
January 24, 2007 at which time all interested persons were given an opportunity to be heard,
and,
WHEREAS, the Board members have personally viewed and are familiar with the premises in
question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,
WHEREAS, the proposal complies with the standards set forth in Chapter 275 of the Southold
Town Code, and,
WHEREAS, the LWRP Coordinator recommends that the proposal is an exempt Minor Action
and not subject to LWRP review pursuant to Chapter 268-3; Items A and B" and,

WHEREAS, the structure complies with the standards set forth in Chapter 275 of the Southold
Town Code,
NOW THEREFORE BE IT,
RESOLVED, that the Board of Trustees approve the application of BARBARA AND ALBERT
REIBLlNG to reconstruct exterior walls in-place; raise existing foundation height 8"; add loft;
add leaching pool to existing sanitary system; and reconstruct deck in-kind/in-place, with the
conditions of drywells, pervious driveways, a 10' non-turf buffer including the deck, landward of
the bulkhead, and the chain link fence may remain, and all as depicted on the plans prepared by
Meryl Kramer Architect, approved 1/24/07 by the Board of Trustees.
Permit to construct and complete project will expire two years from the date the permit is signed.
Fees must be paid, if applicable, and permit issued within six months of the date of this
notification.
Inspections are required at a fee of $50.00 per inspection. (See attached schedule.)
This is not a determination from any other agency.

Your recent request to modify the above permit has been reviewed pursuant to the
Uniform Procedures Regulations (6 NYCRR Part 621), It has been determined that the
proposed modifications will not substantially change the scope of the permitted actions
or the existing permit conditions. Therefore. the permit is modified to authorize;

TRUSTEE FOSTER: Is there anyone who would like to speak on behalf
ofthis application?
GLENN JUST: I'm here on behalf of the applicant.
TRUSTEE FOSTER: Do you have a set of plans as to what's going to take
place here?
GLENN JUST: Basically they want to knock down the existing cottage and
rebuild a single-family dwelling in the same exact footprint. There is no
planned extension of the house.
TRUSTEE FOSTER: Okay, because it just says to renovate. So, you're
going to demolish it.
GLENN JUST: It's the same footprint and the only thing that we're working
(In right now Is that the DEC has asked for a detailed set of plans for the
septic system, which the surveyor is working on right now.
TRUSTEE FOSTER: I think we want to see that.
GLENN JUST: There will be a new septic system.
TRUSTEE FOSTER: It needs to also show drywells for roof run-off and
hay bale line and all of that.
GLENN JUST; I could resubmit the same plans that we're going to be
n3submittlng to the DEC that will Include that as well.
TRUSTEE FOSTER: Yeah, I think we need a set of plans for the file.
GLENN JUST: Okay.
TRUSTEE FOSTER: That is standard procedure. So how do you want to
act on this? Do you want to approve it subject to?
TRUSTEE KRUPSKI: It's up to you. You saw it.
TRUSTEE FOSTER: Well if it's going to go right in the same place, I really
don't have a problem with it.
GLENN JUST: It's also a bulkheaded lot. There Is a tidal marsh that's
about 280 ft. to the southwest and the septic system would have to go on
the road side.
TRUSTEE FOSTER: I don't see a problem with it. As J said, it's gOing to
be in the same footprint.
TRUSTEE KRUPSKI: Well approve it SUbject to getting the plans.

CARTER SEDNAOUI & STALEY CAYCE SEDNAOUI requests a
Wetland Permit to construct a single-family dwelling, associated sanitary
system, patio, garage, pervious driveway, and truck in +/-500 cy. of clean
fill for grading. To renovate the existing boathouse, reconstruct existing
stona revetment and to extend revetment +/..{j5', to remove existing
impervious driveway leading to the boathouse, which would reduce the
existing coverage from 6.8% to 5.6% and to create a 50' natural buffer
zone by planting disturbed areas with native species. Located: Private
Rd., Fishers Island. SCTM#3-3-7.1
TRUSTEE FOSTER: I rooked at this today. I understand you also looked
at it, as did Jim. I don't have a problem with it. There is a pretty extensive
set of plans that pretty much shows everything that's going to be done. I
spent a fair amount time there and It certainly looks like it's going to
Improve the property.
GLENN JUST: Jimmy you were there when I think it was the Thatcher's.
You also went there when It was the Town Board trip. There's a tar
driveway that runs down to the two boathouses. What they basically want
~::l do is remove that tar driveway, re-vegetate It, and put a house 75'
landward of the apparent high water line.
TRUSTEE FOSTER: They don1 show the other boathouse on this plan.
GLENN JUST: The further one out?
TRUSTEE FOSTER: Yeah, there are two of them. I know it's all part of
this. They've laid electric lines from the existing boathouse to the
secondary, which the other one Is actually a boathouse. That has the deep
water and that's a huge building. This other one Is right up on the beach
btlt that's now shown.
GLENN JUST: They have an existing permit under Mr. Thatcher's name
that we're in the process of transferring over to repair the cribbing under
the dock.
TRUSTEE FOSTER: 50 thafs not going to be included in any of this?
GLENN JUST: No. The plans are still being worked on. Any other
questions or comments? Board comments? I'll make a motion to close
the hearing.

loft and to add a new leaching pool to the existing sanitary system, and all as depicted

My daughter-in-law forwarded the papers regarding the addition to your house, to me
at my residence in Shanghai. I can understand your desire to add an extra floor to your
house given the need for accommodating kids and now gi'and children. I am in the
same boat myself and plan to add an extra floor to my house when I finally return
from living overseas. Since it is the neighborly thing to do and I will need your
support when my time comes, I fully support your application
There was also a diagram attached to the papers lleRt to me. Sandy, I have to confess
that I am terrible in figuring out thClle drawings despite the fact that my father was an
engineer. As such I can make no meaningfuI comment as to the drawing, but I do
support your application.

The Board of Town Trustees took the following action during its regular meeting held on
Wednesday, December 18, 2002 regarding the above matter:
WHEREAS, Meryl Kramer, Architect on behalf of BARBARA REIBLlNG applied to the
Southold Town Trustees for a permit under the provisions of Chapter 97 of the Southold
Town Code, the Wetland Ordinance of the Town of Southold, application dated
November 7,2002 and,
WHEREAS, said application was referred to the Southold Town Conservation Advisory
Council for their findings and recommendations, and,
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said
application on December 18, 2002, at which time all interested persons were given an
opportunity to be heard, and,
WHEREAS, the Board members have personally viewed and are familiar with the
premises in question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,

WHEREAS, the structure complies with the standards set forth in Chapter 97 of the
Southold Town Code,
WHEREAS, the Board has determined that the project as proposed will not affect the
health, safety and general welfare of the people of the town,
NOW THEREFORE BE IT,
RESOLVED, that the Board of Trustees approve the application of BARBARA
REIBLlNG to renovate the existing single-family dwelling, with the condition gutters and
drywells are installed to contain the roof run-off, a line of staked hay bales is placed
down prior to construction, and all as depicted on the survey prepared by John T.
Metzger last dated October 30, 2003.
Permit to construct and complete project will expire two years from the date the permit
is signed. Fees must be paid, if applicable, and permit issued within six months of the
date of this notification.
Inspections are required at a fee of $50.00 per inspection. (See attached schedule.)

A. INSTRUCTIONS
I. All applicants for pennits* including Town of Southold agencies, shall complete this CCAP for
proposed actions that are subject to the Town of South old Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.

Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of South old Town).
3. If any question in Section C on this form is answered "yes", then the proposed action may affect the
achievement of the LWRP policy standards and conditions contained in the consistency review law.
Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a
determination that it is consistent to the maximum extent practicable with the LWRP policy
standards and conditions. If an action cannot be certified as consistent with the L WRP policy
standards and conditions, it shall not be undertaken.
A copy of the LWRP is available in the following places: online at the Town of South old's website
(southoldtown.northfork.net), the Board of Trustees Office, the Planning Department, all local
libraries and the Town Clerk's office.

The Board of Town Trustees took the following action during its regular meeting held on
Wed., July 20, 2005 regarding the above matter:
WHEREAS, Meryl Kramer on behalf of BARBARA & SANDY REIBLING applied to the
Southold Town Trustees for a permit under the provisions of Chapter 97 of the Southold
Town Code, the Wetland Ordinance of the Town of Southold, application dated June 28,
2005 and,
WHEREAS, said application was referred to the Southold Town Conservation Advisory
Council for their findings and recommendations, and,
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said
application on July 20, 2005, at which time all interested persons were given an
opportunity to be heard, and,
WHEREAS, the Board members have personally viewed and are familiar with the
premises in question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,
WHEREAS, the structure complies with the standards set forth in Chapter 97 of the
Southold Town Code,
WHEREAS, the Board has determined that the project as proposed will not affect the
health, safety and general welfare of the people of the town,
NOW THEREFORE BE IT,
RESOLVED, that the Board of Trustees approve the application of BARBARA &

Dear Trustees:
This letter is to notify you of a change in scope of the above mentioned project. The owners
have decided to leave the existing two bedrooms on the ground floor, and to add an open loft
above. The existing septic will remain and an additional leaching pool will be provided.
Although a Suffolk Department of Health Services permit is not required, I have met with George
Brown and have obtained a letter of approval for the proposed work, which is attached.

The Board of Town Trustees took the following action during its regular meeting held on
Wednesday, December 18, 2002 regarding the above matter:
WHEREAS, Meryl Kramer, Architect on behalf of BARBARA REIBLlNG applied to the
Southold Town Trustees for a permit under the provisions of Chapter 97 of the Southold
Town Code, the Wetland Ordinance of the Town of Southold, application dated
November 7,2002 and,
WHEREAS, said application was referred to the Southold Town Conservation Advisory
Council for their findings and recommendations, and,
WHEREAS, a Public Hearing was held by the Town Trustees with respect to said
application on December 18, 2002, at which time all interested persons were given an
opportunity to be heard, and,
WHEREAS, the Board members have personally viewed and are familiar with the
premises in question and the surrounding area, and,
WHEREAS, the Board has considered all the testimony and documentation submitted
concerning this application, and,

WHEREAS, the structure complies with the standards set forth in Chapter 97 of the
Southold Town Code,
WHEREAS, the Board has determined that the project as proposed will not affect the
health, safety and general welfare of the people of the town,
NOW THEREFORE BE IT,
RESOLVED, that the Board of Trustees approve the application of BARBARA
REIBLlNG to renovate the existing single-family dwelling, with the condition gutters and
drywells are installed to contain the roof run-off, a line of staked hay bales is placed
down prior to construction, and all as depicted on the survey prepared by John T.
Metzger last dated October 30, 2003.
Permit to construct and complete project will expire two years from the date the permit
is signed. Fees must be paid, if applicable, and permit issued within six months of the
date of this notification.
Inspections are required at a fee of $50.00 per inspection. (See attached schedule.)
