Before we get on to the regular business of the Town Board tonight, I want Claude Kumjian to
come forward. I am going to come down, I am going to read a proclamation to you. I am sure
most of you would like to have this. We are anxious to give Claude his proclamation, that way
you don't have to sit around for the whole meeting. Why don't you come on up, I am going to
read this. We had a lot of contributions from people on the wording of this proclamation, so
the Supervisor and Town Board of the
Town of South old wish to pay tribute to CLAUDE KUMJIAN who is retiringfrom his
position as Public Safety Dispatcher after thirty-four years of service to South old Town;
and
W HER E AS: CLAUDE will be sorely missed by his co-workers and by
those in the community he so cheerfully assisted with questions and issues such as:
Why is the power out? There are people on my beach!
Is the carousel open? How are the roads, should I go to work? What time it
is? Is there a noise ordinance in this town?
There's a streetlight out. What time are the fireworks?
What time do you close??? and
W HER E AS: during his years of service CLA UDE was often heard
uttering what have become the sayings he is known for, such as:
WOW Great! Hope you get something out of it!
The Sgt. knows about it. Get me a bus for one!
Show me 3-6. I'm all tied up in gear (sniff sniff).
I'm clearedfrom this JOB, responding to the next! and
W HER E AS: CLAUDE has been afaithful and dedicated employee. always
pleasant, always helpfUl in any situation, always with a smile and a friendly attitude; he
has distinguished himself among his peers with his concern for others and kind spirit;
now, therefore, be it
RES 0 L V ED: that the Town Board of the Town of Southold expresses
sincere congratulations to CLAUDE KUMJIAN upon his retirement, and extends
warm wishes for happiness and good health in the future
And that is from this entire Town Board and I have to tell you Claude, I got to become
Supervisor last January. I got to step into the position five dispatchers short and Claude was my
go to guy we counted on every step of the way. I thank you from the bottom of my heart and I
would invite anybody that wants to come up and say something. And feel free to (inaudible).
Because I know there is a lot of gratitude out there on behalf of what you have done for this
Town.

CLAUDE KUMJIAN: Thank you.
COUNCILMAN WICKHAM: How many years has it been?
SUPERVISOR RUSSELL: 34 and I think I have known you for a good 25 of those and it has
been an honor. An absolute honor.
COUNCILMAN WICKHAM: What was it like here as a dispatcher in those first years?
MR. KUMJIAN: When I first started, I was hired, the Supervisor's office was on South Street in
Greenport; downstairs in like a house. And the (inaudible) had one office and Al Martocchia had
his office. I was sworn in by the Town Clerk, Albert Richmond and that was a little house,
sitting right where this building is now; before they moved it to build this Town Hall. Before I
was officially hired, I was allowed to go once a week and sit and train with Ted Rackett, who
was a radio operator back then and that was in the old police station, where the Highway
Department offices are now. Hired shortly after the new police station was built. And it has just
been a privilege to work for the Town of Southold for 34 years. A big privilege having started so
long ago, was to work with policemen who had been on the job a long time, then they retired and
some have passed on. I got to work with officers back and I stayed on and watched the
department grow, watched the town grow. I am working now with the best group in the police
department, from the Chief, the Captain, the Lieutenants. The Sergeants, Detectives and grade
force men and women police officers and secretaries in headquarters but especially my family of
Public Safety Dispatchers; who are the best. They are skillful, they are highly-trained. They do
their job well, they are the backbone of the police department and they serve our community
very, very well. It has just been the greatest honor, was to serve this great Town and I thank the
Board very, very much for this tonight and I thank the Town of Southold for the opportunity to
serve for 34 years. Thank you.
SUPERVISOR RUSSELL: Thank you. Claude, let me just say that if I turn out to be half the
public servant you have been for 34 years, I will be a pretty proud guy. You have meant that
much to this community. With that being said, we give this opportunity to anybody from the
public that would like to address any of the issues on the agenda as you see it? Mrs. Egan?
JUSTICE EVANS: It is nice to see the face behind the voice that we hear.
COUNCILMAN KRUPSKI: It is nice to see that kind of support, too, with all the co-workers.
It is nice to see that.
SUPERVISOR RUSSELL: I am sorry, Mrs. Egan.
JOAN EGAN: Good evening, Joan Egan, East Marion. That is a hard act to follow, huh?
SUPERVISOR RUSSELL: Yes, it is.

MS. EGAN: There isn't too much on this tonight, the usual, you all read the police reports and
what is happening? And on item 923, I have addressed this issue before on the Human Resource
Center. I hope they are very practical in the furniture that they purchase because elderly people
do have accidents and are in many different ways, so I hope it is....who does the picking out of
the furniture?
SUPERVISOR RUSSELL: Generally, Karen McLaughlin or one of her staff. She does have a
site manager down there that I am sure works with her in the selection.
MS. EGAN: Oh, okay. You have another resignation, on 924. Will that person be replaced?
SUPERVISOR RUSSELL: I presume so.
MS. EGAN: You presume so.
SUPERVISOR RUSSELL: She is actually retiring to Florida, I believe.
MS. EGAN: Hmm?
SUPERVISOR RUSSELL: She is leaving because she retiring to Florida, I believe.
MS. EGAN: Yeah, right. The 926, the dump. The prices of these bags are going up again?
SUPERVISOR RUSSELL: As a point of clarification, we only charge the public exactly what
we get charged to buy them. They are not like the yellow bags were it is part of the fee structure.
It costs us 38 cents, we sell them for 38 cents. It costs us 4 I cents, we sell them for 41 cents.
MS. EGAN: On item 927, does that have anything to do with the union contract? With the
medical?
SUPERVISOR RUSSELL: No.
MS. EGAN: No?
SUPERVISOR RUSSELL: No, that is actually balancing accounts at the end of the year by the
Comptrollers office.
MS. EGAN: Oh, okay. Now, 929, that is the recreation. Now, are we, these are for like next
spring, aren't they? What is going to happen, you know, we had the bond coming up and we are
going to be doing new things and fixing things up there. What will happen with programs and
the things that they are talking, you are talking about on 929?
SUPERVISOR RUSSELL: Okay, 929 is actually, this is the time of year when you are going to
see a lot of accounting and adjusting because we are about ready to wrap up the fiscal year. This
is the last month of which to balance accounts, so to speak. The bond or the improvements for

the rec center, we have not at all envisioned any disruption in any offerings that are down in that
facility. If we have to, we can postpone an event or two but we have yet to see a scheduling
conflict on what we are planning on for the new year and the work that needs to be done.
MS. EGAN: Well, you talked about and Mr. McMahon did with the, improving the bathroom
facilities, bring the roof on, new flooring. You are going to have to interrupt service.
SUPERVISOR RUSSELL: We may, but I am hopeful to do it as quickly as possible...
MS. EGAN: There is not going to be any question, may, it is pretty definitive.
SUPERVISOR RUSSELL: Well, we will have to find out when the bids come in as how quickly
we will get the work done but it is conceivable that if we can get it done in January or so, that we
are not looking at a lot of recreational opportunities that are being offered at that time of year
anyway.
MS. EGAN: Oh, okay.
SUPERVISOR RUSSELL: My big concern, obviously, working with the senior groups that meet
there monthly and asking them to maybe move a meeting around to accommodate the
construction schedule.
MS. EGAN: Good. Now, I see that the Highway Department got a lot of play and I hope some
fences were mended?
SUPERVISOR RUSSELL: I think everybody is on the same page marching forward.
MS. EGAN: I hope so. Oh, item 932, is this a new job or is somebody just moving up the line?
SUPERVISOR RUSSELL: This is a promotion. We are actually, I believe, going to table that
specific resolution tonight but it is for the promotion for someone who already is a very skilled
and valuable employee in town government.
MS. EGAN: Oh.
SUPERVISOR RUSSELL: She took the civil service test; that entitles her to a promotion. The
Town Board has already given her the promotion. We just need to adopt the salary structure
commensurate with the position.
MS. EGAN: Okay. Now, item 937. I wondered myself deep down, whether the rather nice
salary that our policemen make, that they can't afford to pay for their own dry-cleaning?
SUPERVISOR RUSSELL: That is a contractual issue and it is something that can be raised
during contract time but it is contractually, we are contractually obligated, I believe, to pick up
dry-cleaning for uniforms. Part of the contract. And it is not atypical for law enforcement
contracts, I can tell you, as the son of a police officer. Suffolk County used to pick up the tab on

the dry-cleaning of uniforms, specifically.
MS. EGAN: I still think with their salary they can afford it themselves.
SUPERVISOR RUSSELL: With their salaries, they can afford the gas in the squad cars
themselves, but that is beside the point.
MS. EGAN: Oh, no, no, no, no, no. That is Town business. But if they mess up their uniforms,
that is their fault. No, no, no, no, no. Oh, on item 939, you have got this H & A Landscape from
Levittown. Nobody out here can do it as competitive price?
SUPERVISOR RUSSELL: That is the lowest price. The bid that we are accepting? That is the
lowest price that we got at a sealed bidding process, but an open bidding process and we just
opened those about a week ago.
MS. EGAN: Now, we need another worker? 943 for Mr. McMahon?
SUPERVISOR RUSSELL: Yes, that is a...
MS. EGAN: This isn't the mail lady?
SUPERVISOR RUSSELL: Yes, well, no, it is not. But what happened was, she has been a big
loss to this Town in terms of what she has done everyday...
MS. EGAN: I thought we covered that at the last meeting?
SUPERVISOR RUSSELL: Well, the last meeting the discussion was whether we would move
to replace her. We decided not to do that but we do recognize the need to at least part-time get
some help for this custodial staff, who has been stepping up and assuming her responsibilities.
That has left some of the custodial work undone, so we have agreed to hire some part-time
custodial helper, to allow them the flexibility of doing her tasks.
MS. EGAN: Yeah. Well, I understand she is going to need more surgery. We want to keep her
III our prayers.
SUPERVISOR RUSSELL: Yeah, quite a bit.
MS. EGAN: Well, that is it.
SUPERVISOR RUSSELL: Thank you. Would anybody else like to address the Town Board on
any agenda item? (No response) Then I move we get down to business.

WHEREAS, the Town Board of the Town of Southold wishes to purchase a development rights
easement on a certain parcel of property owned by Galluccio Estate Vineyards, LLC pursuant to
the provisions of Chapter 17 (Community Preservation Fund) and Chapter 70 (Agricultural
Lands) of the Code of the Town of South old. Said property is identified as part ofSCTM #1000-
109-1-13. The address is 24385 Route 25, Cutchogue, New York, and is located on the northerly
side of State Route 25, approximately 1,135 feet westerly from the intersection of State Route
25 and Alvah's Lane in Cutchogue in the A-C zoning district. The proposed acquisition is for a
development rights easement of approximately 42ci acres (subject to survey) on the 48ci acre
parcel. The exact area of the development rights easement is subject to a survey acceptable to the
Land Preservation Committee. The purchase price for the easement is $68,000 (sixty-eight
thousand dollars) per buildable acre plus acquisition costs; now, therefore, be it

WHEREAS, the Town Board of the Town of Southold held a public hearing on the question of
the purchase of a development rights easement on a certain parcel of property owned by
Galluccio Estate Vineyards, LLC on the 5th day of December, 2006, pursuant to the provisions
of Chapter 17 (Community Preservation Fund) and Chapter 70 (Agricultural Lands Preservation)
of the Town Code, at which time all interested parties were given the opportunity to be heard;
and
WHEREAS, said property is identified as part of SCTM #1000-109-1-13. The address is 24385
Route 25, Cutchogue, New York, and is located on the northerly side of State Route 25,
approximately 1,135 feet westerly from the intersection of State Route 25 and Alvah's in
Cutchogue in the A-C zoning district; and
WHEREAS, the development rights easement comprises approximately 42"= acres (subject to
survey) on the 48"= acre parcel. The exact area of the development rights easement is subject to a
survey acceptable to the Land Preservation Committee; and
WHEREAS, the purchase price for the easement is $68,000 (sixty-eight thousand dollars) per
buildable acre plus acquisition costs. The easement will be acquired using Community
Preservation Funds; and
WHEREAS, the property is listed on the Town's Community Preservation Project Plan as
property that should be preserved due to its agricultural and scenic values, and as an aquifer
recharge area; and
WHEREAS, the purchase of the development rights on this property is in conformance with the
provisions of Chapter 17 (Community Preservation Fund) and Chapter 70 (Agricultural Lands
Preservation) of the Town Code, and
WHEREAS, the proposed action has been reviewed pursuant to Chapter 268 (Waterfront
Consistency Review) of the Town Code and Local Waterfront Revitalization Program (LWRP)
and the L WRP Coordinator has determined that this action is consistent with the L WRP; and

WHEREAS, the Land Preservation Committee has reviewed the application for the acquisition,
and recommends that the Town Board acquire the development rights easement; and
WHEREAS, the Town Board deems it in the best public interest that the Town of Southold
purchase the development rights on this agricultural land; now, therefore, be it
RESOLVED that the Town Board of the Town of South old hereby elects to purchase a
development rights easement on agricultural land owned by Galluccio Estate Vineyards, LLC
pursuant to the provisions of Chapter 17 (Community Preservation Fund) and Chapter 70
(Agricultural Lands Preservation) of the Code of the Town of South old. Said property is
identified as part ofSCTM #1000-109-1-13. The address is 24385 Route 25, Cutchogue, New

survey) on the 48:1: acre parcel. The exact area of the development rights easement is subject to a

$68,000 (sixty-eight thousand dollars) per buildable acre plus acquisition costs. The easement
will be acquired using Community Preservation Funds. Town funding for this purchase is in
conformance with the provisions of Chapter 17 (Community Preservation Fund) and Chapter 70
(Agricultural Lands Preservation) of the Town Code of the Town of South old. The proposed
action has been reviewed pursuant to Chapter 268 (Waterfront Consistency Review) of the Town

There is a decrease of$61,500 in the project called 'First Time Buyers' in 2005. There is a
decrease of$43,380 in the same program for 2006. There is an increase of$104,880 of the
Home Improvement Program of2006. So they balance. This has appeared as a legal in the local
newspaper, the Suffolk Times newspaper and it has also appeared outside on the Town Clerk's
bulletin board and I have no further information on it.

That is the notice of the public hearing, it is at 8:05 PM. I have notice that it has appeared as a
legal in the local newspaper. I have before me a State Enviromnental Quality Short
Enviromnental Assessment form that has been filled out as an unlisted action and it has also
appeared on the Town Clerk's bulletin board outside.
SUPERVISOR RUSSELL: Would anybody like to come up and address the Town Board on this
acquisition? Melissa Spiro.
MELISSA SPIRO, LAND PRESERVATION COORDINATOR: Hi. I would just like to point
out a few quick things. The landowner approached us early in October with an offer to sell the
development rights on this property if we could close by the end of the year. We all worked very
hard on this and I believe that we will be able to accomplish that by the end of the year. The
development rights easement project that preserves active, prime farmland in the agricultural
conservation, AC, zoning district. The easement will extend to the west in an existing block of
approximately 150 acres of farmland, which is located to the east of the property up to Alvahs
Lane and then to the east side of Alvahs Lane. You can see it on the map up front. Peconic
Land Trust has been involved with and is a partner with the Town in this preservation effort.
The Land Preservation Committee is very much in favor of the project. And like I said earlier,
everyone has been very committed to working out all those details to complete this by the end of
the year. But the Committee and I recommend that the Town Board proceed with this project.

4. Statement
SUPERVISOR RUSSELL: That concludes the meeting. Would anybody like to come up and
address the Town Board on any issue of mutual interest? Mr. Carlin?
FRANK CARLIN: Good evening, ladies and gentlemen of the Board. Tonight I am going to get
into my food for thoughts. They will be on mostly traffic, how to save money, safety. Some of
them you might like, some of them you might not. Some of you might think about, that will be
up to you. I can't cover them all tonight but I will go through a few. They are very simple.
Number one I will take. Bray A venue. There are three stop signs on Bray A venue. There is two
coming from south heading north. The first one is a stop sign, then there is another one that goes
out to 25 there is a stop sign. A lot of people do not stop at that first stop sign. They roll up to
the second one. And by doing that, they can cause an accident. I can give you an example. One
day it almost happened to me. I pulled into the gas station, lucky I was slowing down, and
someone went through the stop sign and rolled up to the second one. If I didn't have time to
stop, I would have hit him broadside. So, what is happening there is, there is a rule when you
have a stop sign you are supposed to have a white stop line. They are all missing there. I would
suggest that you speak to the Highway Department and install those white lines. To the first one
and the second one. And then also there is a stop sign coming from the old 25 road that goes by
Jim Hickey's house heading west. There is a stop sign there, one belongs in there. I believe
about a month and a half ago there was an accident there, I don't know how bad it was but it was
pretty serious when I drove by it. That has been going on now for quite a while. If you look
around Southold Town, you will see some more of those stop signs that are missing those white,
another one is Pacific Street and Sound Avenue by Lou's service station, by the nutrition center
there. That needs a white line. But people don't realize, they go even past the full stop sign and
it can cause problems. The next one I have on Bray Avenue, for years, towards the south end of
it, there is a hollow there. And every time it rains, water builds up there. The last two storms we
had, it was high as two feet, three feet and that has been going on for years. Now, what can we
do about that? Can't we put some kind of drainage in there? Put some pools in there, do
something? All these years. These people are tax payers, they have a right to have something
done with that. It is not fair. It gets pretty high there. You know what I am talking about, don't
you? That low spot there.
SUPERVISOR RUSSELL: I was out with one of the homeowners about two weeks ago on that
and we actually own about a little less than a third of an acre right to the east of where that
hollow is and we have on little catch basin there but we need to do more. My problem is, the
water table is so high, I can't put in a sump. I don't think the community would want a sump
there, like a drainage sump. But the water table is so high, I need to find a place to locate that
water volume that collects there, particularly now that it is coming off the golf course.

MR. CARLIN: Couldn't you, in that one low spot, couldn't you sort of fill that in a little bit?
Make it a little higher?
SUPERVISOR RUSSELL: I can make the low spot higher. I don't know where the water is
going to end up but I need to divert it.
MR. CARLIN: But maybe by being up higher, maybe it would go on the side, but you don't
want to go on somebody's lawn either. I know it is a problem but something should be done.
For years it has been overlooked and it is not doing any good being like it is now.
SUPERVISOR RUSSELL: I agree.
MR. CARLIN: Would you look into it?
SUPERVISOR RUSSELL: I will.
MR. CARLIN: My next one on traffic is, Route 48 and Wickham Avenue. There's traffic lights
there. You need a turn arrow light on both sides, going east and west and I will tell you why. If
you get someone from out of town and they are going to make left going east and the light is red,
when it turns into green, they are going to make their left. So the people traveling from the east
going west have got a green light also. They are going to go. There could be an accident there.
He can make his left and be broadsided. You need turn arrows on the north lane going east and
west and the south lane going east and west. I know it is probably a county highway and the
town can't do too much about it but can't you submit a letter to the county about it? Look into
it?
SUPERVISOR RUSSELL: Yes, I can. Yes, I will.
MR. CARLIN: Because I think it is a pretty serious condition there. And there has been
accidents there already. Oh, at the work sessions, I would suggest maybe only for an hour, that
the police chief, highway supervisor and the landfill supervisor attend these work sessions for
one hour; to get some input from them what is going on. It would give you more knowledge of
what any problems they have, that when you have a board meeting and something comes up,
they are not here. I believe they can afford to take an hour out every two weeks and come to
your work session and just be there for an hour and say, 'well, we got any problems, no; I'd go,
if you got a problem, let us know about it.' I think that would be a good way to communicate
with the Board what is going on or what problems they have or whatever. I think that is a good
idea, myself. They are part of public service, some of them are elected by the people, some are
not, by the Board. I think it is a good idea. I am not going to go through all of them tonight.
Oh, one more. Negotiating contracts in this town, for PBA, town employees, highway people.
My theory is, the Board discusses what salaries they can afford to give these people when it
comes due, these contracts. At a work session. (Inaudible) sit there and well, we are gonna give
them this, no, we won't give them that, okay, let's settle for this. So you settle for what you
want to give the people, oh, a little plus or minus in there, you know, with negotiations or

whatever. And then the Supervisor, when he goes to sit down with say the, oh, let's take the
PBA. When the Supervisor goes to sit down with the PBA to negotiate the contracts, he takes
one member of the Board with him, don't need them all because you already agreed with what
you want to agree with or what you want to pay and you go to your negotiations. If it is
accepted, then you get your lawyer; if you agree with it now, you and whoever you picked to go
because they have already been through this, they know what is going on, they don't all have to
go they can be doing something else, if you agree on it, then you give it to your lawyer and he
reviews it and sees if the t's are crossed and the I's are dotted. What I am getting at, you do not
need a lawyer to sit there on every time you go to a negotiation with the contract, with his hands
folded like this, sitting there, getting $500 an hour of the taxpayers money for doing nothing. He
doesn't decide on an amount of money. You people already decided on the money. So you
don't need him there. And sometimes you go three or four times, as you know. And he gets
$500 an hour probably for around there for just sitting there, to just say 'they don't accept that'.
Well, you know you are going to accept or you are not going to accept so you don't need him
there. So I figure you can save the taxpayers a lot of money by doing that. You only need him
there when you finally write up the contract and he examines it to see if the I's are dotted and the
t's are crossed. That is my theory of how to save some money for the taxpayers and do a
contract. A while back, Betty went into the file down in the cellar, the history of Southold files,
with a mask on, down there, mildew and all of that. What is being done about that, the records
of Southold Town that we found maybe five, four months ago down in the cellar here. What is
being done to correct that down there? Are they being moved out of there, are they being there,
still there being destroyed? What is going on there, Scott?
SUPERVISOR RUSSELL: We have included some money in mold remediation for the works
themselves, the books themselves etc. in the budget that we just adopted. Regarding the
improvements to this building, we had actually had Jim McMahon, Albert Krupski and others go
down, look at it and make some suggestions and we are in the process now of trying to make
improvements to reduce the humidity down there. I have to be frank, I am not very supportive of
spending a lot of money in this building until I know what the future of Southold Town
government is going to be. I don't know if we are going to be here for two years, five years or
ten years. If we are, then we might as well spend the money now. However, there has been talk
in the past about building a new Town Hall and I want to see the direction this Board wants to go
in before I commit too much money to this building. It does need, without a doubt, some
improvements. However, we need to know how much to spend based on how long we are going
to be here. My focus for the past few months has been to get the outstanding capital projects
done. We had the landfill recently completed and I think the animal shelter is something we all
want to get done and we want to get it done now and I am willing to wait on a Town Hall until
that gets done.
MR. CARLIN: Well, I have to be honest with you, Scott. You know, you have been talking
about this Town Hall for three or four years. It is just like the animal shelter, the more you wait,
the more it is going to cost the taxpayers. I want to close with one thing I want to say here, it is
not only the problems with this Board, there has been problems with a lot of Boards before this.
There is a lot of discussions, been at Board work sessions, Mr. Wickham knows this. Louisa
knows this. Maybe some of you newcomers don't know this. And talk but no decision has been

made for years and by that happening, things got way pushed behind. The animal shelter got
pushed behind; the roof in the senior citizen building was pushed behind. We knew it needed a
new roof. I knew it needed a new roof back in 1987; when we started go with build the animal
shelter. We knew that but it was just forgotten about and as we went along, things built up and
now it is backfiring. Everything is coming together, it needs to be done, needs to be repaired but
now we can't find the money to do it. And that is what happens when you let grass grow under
your feet. I am not blaming this Board only, it was Board's before you that let this all happen.
And you can't do that. Like you just mentioned now, about the Town Hall. Well, I heard that
same thing three years ago. I heard it for the animal shelter 20 years ago. In the meantime,
every, prices go up and you can't find enough money in your budget to handle this stuff. That is
why you must not only talk about things or think about things, you must make decisions about
things and do them. See? Because the more you wait, the more it is going to cost the taxpayers.
Think about it. Because things go up very expensive now. And that is what is happening.
Because I have seen it, many a year I have been here in front of these Boards. That is my
opinion, anyway. Maybe you are wrong. I am not going to finish them all tonight. Oh, just two.
I can't leave without these two. I spoke to Josh Horton when he was the Supervisor, he always
gave me a hard time a little bit on the animal shelter anyway. Do you's have a oversight
committee appointed for the animal shelter, like I requested him to do? Being that it is taxpayers
money being spent there, $150,000-$160,000 a year for the contract, I believe we should have an
oversight committee, like we have other committees in this Town. What do you think about it?
Will you discuss it, will you think about it or what?
SUPERVISOR RUSSELL: I will discuss it. You can come in and give me more specific ideas
of what that oversight committee would be. Right now, we have after I think the Fishers Island
meeting last summer, we decided that myself, Tom Wickham and Jamie Richter are overseeing
the current proposals.
MR. CARLIN: But, instead of committee that going in there looking for a lot of trouble, just
looking to see how things are run and report to you, to the Board; like every three months or so if
they have a problem or what.
SUPERVISOR RUSSELL: Are you talking about the construction of the new facility or the
overall running of the facility?
MR. CARLIN: The overall running of it.
SUPERVISOR RUSSELL: Oh, okay.
MR. CARLIN: That is what I am talking about. Because it is taxpayer money involved in there.
It is, I believe it is a $160,000 contract they signed for four years. I am not sure...
SUPERVISOR RUSSELL: Okay, I stand corrected, I was referring to the oversight for the
construction of the new facility.
MR. CARLIN: No, I don't want to get involved in that...

SUPERVISOR RUSSELL: Okay.
MR. CARLIN: I hope you people can handle it, I mean, you know, I am an easy-going guy to
get along with. But let's focus on oversight and protect the people's money, the taxpayer's
money who's invested in it.
COUNCILMAN WICKHAM: Actually, I think that is a good idea. Whether we need a big
committee to do it, I am not sure....
MR. CARLIN: No, you don't need a big committee, Tom, I was on the animal shelter
committee when Scott Harris was here. I was on one of them. I think Betty knows that. I was
on one of them. We had no problem.
SUPERVISOR RUSSELL: That is a fair proposal, we will talk about it.
MR. CARLIN: Sure. You guys are, you know, you fellows and ladies all here are intelligent
people, you can think about those things and it makes sense. I got one more thing and then I am
going to leave you. This here, I think uh, Don has got one of these. He saw me tonight, he
thought he could beat me but I beat him.
COUNCILMAN ROSS: I brought it for you, Mr. Carlin. I wasn't trying to beat you. I have got
mine here.
MR. CARLIN: Southampton animal shelter, it is just a beautiful one that they have, the Board
has elected to spend another $600,000 to improve the kennels. And this is a brand new one and
they voted to spend another $600,000 to improve on kennels and whatever they have to do. I
think that is nice. Thank you very much.
SUPERVISOR RUSSELL: Thank you, Mr. Carlin. You know, just one of the things on that in
Southampton. I suppose every building is going to need investment from time to time, I don't
know specifically what their issues are but I think a well-designed facility accommodates for
future growth. One of the problems with this Town Hall for instance, is that it never envisioned
its need to expand to accommodate; we have no where to go, we can't go up, we can't go out.
That is the problem. I think with the animal shelter, we designed that in mind with the
understanding that in the future we will need to add kennels, we will need to perhaps if we can,
add meeting rooms and training facilities but to get what we can get done now for the money that
we had budgeted.
MR. CARLIN: Let me answer that for you, you exactly said what I am going to say. They did
have more land and that is what they are using, they are using the extra land that they have now
to put more kennels in and utilize more land. And about the Town Hall, Scott, we had an
opportunity to buy, we bought the house alongside here for $ I 70,000 three years ago, with some
kind of an idea that maybe we would use that for part of the Town Hall. It was resold for
$350,000 I believe but if we would have kept that and added an extension on it, look how nice it

looks now. It would have solved some of our Town Hall problems right there but we let it go
through our fingers.
SUPERVISOR RUSSELL: Yeah, I happen to think that worked out well because of the job that
they did. I think the bigger regret is missing out on the mortgage center on Youngs Avenue
because that was a bank, that was a facility that was offered to us for a substantial deal and that
goes back prior to this Board, even. That was an opportunity that really, we missed the boat on.
MR. CARLIN: Yeah but it was a problem, I believe with the owner, he didn't want to sell the
whole thing.
SUPERVISOR RUSSELL: At the time, the owner was North Fork Bank, who was anxious to
divest themselves of that building.
MR. CARLIN: Yeah but the one who bought it after...
SUPERVISOR RUSSELL: Oh, he doesn't want to sell it.
MR. CARLIN: I don't want to get into that, I know the story about it.
COUNCILMAN ROSS: Mr. Carlin, with respect to the Southampton article in Newsday, about
the Southampton animal shelter, it said that the Town decided to build the shelter after getting an
anonymous $650,000 gift and then the woman donated another $750,000. And that is what we
are waiting for. Weare waiting for the big bucks to come rolling in.
MR. CARLIN: No, no, no, no, no. I think that was the original one. When it was built, you are
talking about.
COUNCILMAN ROSS: Oh, okay.
MR. CARLIN: Now we are talking about the extension. That was the original.
SUPERVISOR RUSSELL: That is right, it was the original facility.
MR. CARLIN: She come along and she gave them another $750,000. But this was, this one
here, the Board approved this out of their budget.
SUPERVISOR RUSSELL: Thank you very much, Mr. Carlin. Would anybody else like to come
