CALL TO ORDER
Chairman Don Wilder called the meeting to order at 4:30 PM.
GUEST SPEAKER
Roger C. Tollefsen, President of the Shinnecock Canal Maritime Heritage Center,
attended the meeting as a Guest Speaker to talk about best management practices for the
bay. He presented the council was a very informative view on the challenges on what's
best for the bay with regard to shellfish. His mission is to construct and operate an
Interpretative Center focusing on the maritime history of the east end at Shinnecock Canal

DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL
EROSION PERMIT APPLICATIONS
Moved by James Eckert, seconded by Peter Young, it was
RESOLVED to SUPPORT the Wetland Permit application of PHYLLIS SCHAFFER to
construct a 4' wide set of stairs up to a 4'X 23' fixed catwalk with a seasonal 32"X 12'
wooden ramp onto a seasonal 6'X 20' floating dock, and remove remains of old existing
dock.

RESOLVED to SUPPORT the Wetland Permit application of JACK DASILVA to construct
a two-story 3500 sf. single-family dwelling.

RESOLVED to SUPPORT the Wetland Permit application of FRED POLLERT to
construct 170' of new bulkhead immediately in front of existing bulkhead. Replace 12'
west return in-place. Fill void between old and new sheathing with approx. 21 cy. of
trucked-in sand.

RESOLVED to SUPPORT the Wetland Permit application of HUGH LEE SWITZER
IRREVOCABLE TRUST to construct two one-story additions to an existing two-story
dwelling located no closer to the wetlands than the existing structural areas.

RESOLVED to SUPPORT the Wetland Permit application of ISKENDER EREY &
ANGELICA BENGOLEA to construct 70'+/- of new bulkhead immediately in front of
existing bulkhead. Backfill void between old and new bulkhead with approx. 22 cy. of fill.
Remove existing stairway and replace in-like, in-place.

construct renovations to the existing residence including new windows and doors, new
siding, and interior renovations.

application of NANCY CARROLL to demolish the existing dwelling and construct a new

dwelling with a second-floor addition, new 16'X 24' garage, 8'X 58.3' front porch and 13'X
39' raised patio, and repair foundation.

RESOLVED to SUPPORT the Wetland Permit application of LEE & MARIE BENINATI to
construct a 626 sq.ft. attached garage and second story addition, install a 14'X 20' in-
ground pool, and re-vegetate buffer area.

RESOLVED to SUPPORT the Wetland Permit application of ROBERT SEELEY to
construct a 16'X 32' in-ground swimming pool, patio and fence. Construct a l' high berm
with 3: 1 side slopes at the base of the lawn where presently mulch area exists between
the natural buffer and the sod, and restore three gullies on the face of the bluff, fill seed,
and plant with three plantlets every 12" - 18" apart in a grid pattern.

RESOLVED to NOT SUPPORT the Wetland Permit application of ANDREW MCGOWAN,
JR. to reconstruct, using C-Loc 4500 vinyl sheathing, two west jetties (low-profile) in-
place, at existing elevation; and SUPPORTS the application to extend two jetties landward

max. 18' @ 6" below existing elevation using C-Loc 4500 vinyl sheathing; replant beach
grass upon completion of construction.

12.1 'X 7.1' proposed second-story addition over existing screened deck, with part of deck
to be removed; construct 30'X 28' two-story addition; and remove existing sanitary system
and install new sanitary system.

remove and replace (in-place) approx. 23 linear ft. of existing timber bulkhead with vinyl
bulkhead; construct approx. 102 linear ft. of vinyl bulkhead immediately landward of
existing timber bulkheading to be cut to grade; and backfill with approx. 15 cy. clean sand
to be trucked in from an upland source.

retaining wall; backfill with approx 50 cy. clean sand to be trucked in from an upland

source; plant backfill area with Cape American Beachgrass (12" on center) and Bayberry;
and reconstruct steps to beach as necessary.

with vinyl bulkhead; remove and replace (inkindlinplace) approx. 26 linear ft. of existing
timber retaining wall in front of existing concrete headwalls underneath bridge; backfill with
approx. 10 cy. clean sand fill to be trucked in from an upland source, and plant backfill
area with Baccharis Halimifolia and Myrica Pensylvanica.

DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS
Moved by James Eckert, seconded by Peter Young, it was
RESOLVED to SUPPORT the application of LILIANA NEALON to Amend Permit #6077
to remove the proposed garage, add one-story across the entire seaward side of the
dwelling and increase the size of the proposed screened porch.

The CAC Tables the application and requests a detailed erosion control plan as well as a
detailed plan on the actual repair. There also appears to be a problem with restricted
passage of wildlife.

The next meeting of the Conservation Advisory Council has been set for Wed., January
10, 2007 at 4:30 PM at Down's Farm Preserve.
