Law, President and CEO Long Island Power Authority 33 Earle Ovington Blvd. Suite 403 Uniondale, NY 11553 Dear Mr. Law: I am writing to you in my capacity as Southold Town Trustee with the hope that you might be of assistance in a matter the Trustees have been working on in East Marion. Marion Lake, like so many wetlands on Long Island, has been over- run with Phragmities, an invasive plant that grows very tall, spreads quickly, and chokes out the habitat around the wetland. We have been working with a group of volunteers who live around the lake, to plan and implement a restoration plan. So far, it has taken upwards of 2 years to get the various permits etc. We have also worked with the homeowner's association to get grants and donations (ie- Ducks Unlimited) to help offset the cost of the project. We have also contacted the various utilities, who will need to move wires temporarily to allow for access of machinery to remove the vegetation around a small bridge on a residential road. Cablevision has agreed to do their work free of charge. Enclosed, I have sent you a copy of the estimate that we received from LIPA to move their wires. It is my hope that you can waive those charges in total or in part. This project, while the Town Trustees are assisting in the planning, will be paid for solely by the homeowners and whatever grant money or donations they receive. This estimate is a considerable set back for the group and the trustees were hoping to get the work started this fall. Knowing of your relationship with Steve Levy and knowing his support of the wetlands projects in Southold town, I thought perhaps you would consider helping us in this matter. Please send a copy to both of us, James Bates at Tim Miller-Wetland Mitigation as well as myself. Also, it seems the DEC is still giving us a hard time about the lack of a survey. I doubt very much that I can get funds from the residents being that the town actually owns the lake and it can be costly. Is thero anyone in the town that can provide one at the town's expense ? Without seeing any action on the town's part after all of the promises, moral is sincerely lacking. I could possibly have one of Wetland's reps discuss this with someone from the town if you think there's hope. Thanks again. I need a new letter form the Town of South hold stating that your group can be the applicant for this permit from DEC. They can refer that they have already give your group a permit to do the work. I then need a letter from you stating Wetland Mitigation Inc. is acting as an agent of yours for this process and that the DEC can work with us. One of the requirements is for use to provide a drawing that shows the lake and adjoining parcels with the wetland line. How did you get the point to put the wetland boundary on the aerial photos? We then had to apply for a DEC permit to make the cutting legal, without their permit we would have been freed heavily. It has taken us until October 3, 2008 to obtain that permit and therefore have not done any work under the permit you previously issued us. We respectively request an extension on our cutting permit to coincide with the DEC permit which doesn't expire until 2018. If this is too long a period, please give us an extension for the next 2 years which is when we expect the work to be complete. Our Permit # is 6484. The Permittee is required to provide evidence that a copy of this Trustee permit has been recorded w/th the Suffolk County Department of Real Properties Office as a notice covenant and deed restriction to the deed of the subject parcel. Box 6100 Hauppauge, N.Y. 11788 Dear Mr. Levy, I am a very interested citizen who resides in both Deer Park and East Marion, both Suffolk County residences. I have been trying to get someone to help myself and a few of my interested neighbors in East Marion with an environmental problem we are having in the local lake. The lake in question is Marion Lake in East Marion and I believe it is owned by the state. The problem is phragmite, it has overtaken the lake and has chased out numerous species of wildlife including birds, fish, turtles and is killing quite a bit of the other natural grasses. This is effecting the entire ecological cycle in the lake. I have contacted the U.S. Fish and Wildlife service and so far, I haven't gotten too far. From what I understand I also need to have a local official to be made aware of the situation and perhaps, get some interest in it. Other than the wildlife being choked out, the smell that comes from this weed is real nasty and the bugs it ara'acts are very disturbing to our normally tranquil lifestyle in East Marion. I have gotten quiet a bit of support from our local residents and have gathered some old aerials photos of the lake as well as some recent pictures, the lake is shrinking in size by the minute. This once beautiful lake that joyed many people and was home to numerous ammals is truly in danger of being taken over and turned into swampland, please help ! I would like very much to hear from you if you have any suggestions of who might take an interest in helping us to get the federal monies and hire the correct agencies to clean this lake up and give it back to nature. I have heard some very good things about your office from some co-volunteers in the American Red Cross and that is why I have chosen to request your help. As you can see by the dates this is my second request to your office for help, ! have never gotten a response, lVe, the neighborhood, has made some progress but are still in great need of assistance, lVe have gotten the D.E.C. to send us an application for a grant, however, we need to fnd matching funds. I am not inferring your agency help in the financial manner but maybe you can send us some information referring us to someone who can help lVe have also gotten the town of Southold to agree to help in the cleanup by sending in some heavy machinery to dredge a small parcel of the lake.. V~e hope to hold a neighborhood meeting to gather more information July 15th at the East Marion Fire House and it would be an honor of your office would send a delegate to show good faith and to help answer questions on the environmental impact of cleaning up our local waterways.
