McLean Associates, P.C. (LKMA) is pleased to submit a proposal for professional services relative to the scope of work recently discussed with Town Attorney Patricia Finnegan and as identified in a letter dated November 22, 2006 from our office, The purpose of the Phase II Environmental Site Assessment will be to determine the presence of a range of contaminants, identify any surface or subsurface migration (if any) and ascertain any resulting environmental or health risks. It should be noted that a Phase 1 Environmental Site Assessment was not performed, LKMA assumes that all historical data of the site's operations in the Town's possession shall be readily available, SITE BACKGROUND The subject site is located on the west side of Moore's Lane in the Village of Greenport, NY, It is understood that the site has been utilized by the Town of Southold as their scavenger waste plant for the past twenty years (1986 to 2006) under a lease agreement with the Village of Greenport. It is further understood that the lease term has expired and the Town is interested in performing a Phase II ESA in an effort to characterize soil and groundwater quality at the site prior to returning the site to the Village, The overall objective of the Phase II ESA is to evaluate the condition of the property to determine if soil and/or groundwater have been impacted by the scavenger waste plant operations, To meet the Town's objective, LKMA (and Sub-consultant PWGC) recommends a Phase II ESA consisting of a soil and groundwater characterization program, The program will be biased toward evaluating those areas of the site most likely to have received an impact from past site operations such as loading/unloading areas, storm water collection areas/drywells, storage areas, waste collection areas, etc. It is recommended that a site visit be scheduled with representatives from the Town and the Village to identify areas vulnerable to having received an inadvertent discharge or release, and a complete sampling program developed, It is envisioned that this site visit will result in a work scope acceptable to both the Town and Village to characterize the site. Once the work scope is developed it will be executed in general conformance with the procedures outlined below. . Founded in 1950. LI[.\\.\ L. K. McLean Associates, Poc. SCOPE OF WORK Pursuant to the above referenced conversation we understand our scope of services is to include the following; Task #1 - Development of Site Specific Work Plan Following the development of the work scope, LKMA will prepare a Work Plan defining, in detail, the planned work. The Work Plan will consist of a site plan depicting the planned sampling locations, field screening and sample collection methods, quality assurance measures and data evaluation criteria. The Work Plan will be provided to the Village for their review prior to executing the field work. Task #2 - Phase II Environmental Site Assessment Field Work Perform a Phase II Environmental Site Assessment of the Town of Southold Scavenger Waste Facility located adjacent to Moore's Lane. This assessment shall be conducted in accordance with the American Society for Testing & Materials (ASTM) E1903-97 protocol. The assessment will include a review of existing information regarding past and current land use to identify possible sources of contamination within and around the project site and will include: ~ At this time, the field investigation is contemplated to consist of the collection of soil and groundwater quality samples from areas of the site with the greatest potential to have received an impact from the past site operations. The soil and groundwater sampling will be accomplished through the performance of several soil borings using a GeoprobeTM. The Geoprobe™ uses direct push technology to drive core samplers to the desired depth for soil and groundwater sample collection. This method can be performed quickly, so that in the event that refusal occurs, a new location can be accessed with minimal effort. ~ At each soil boring location, LKMA will collect soil samples continuously from grade to a depth of twenty feet or groundwater. Using a Photoionization detector (PID) or its equivalent, a hydro geologist will characterize and field screen soil samples for the presence of volatile organic compounds (VOCs). The most impacted sample from each boring, based on visual observation and PID response, will be retained for laboratory analysis. If no evidence of soil contamination is identified, the deepest sample above the groundwater table will be submitted for analysis. A groundwater sample will also be collected from each boring from the water table interface. ~ Samples retained for laboratory analysis will be analyzed for the parameters typically specified by the Suffolk County Department of Health Services (SCDHS) for the evaluation of soil and groundwater. Specifically, these analyses include: Analvsis EPA Method Included Chemicals Volatile organic compounds EP A Method Industrial solvents, degreasers, (SCDHS List) 8260 petroleum related compounds Semi-volatile organic compounds EP A Method Fuel, motor and lubricating oils 8270 Inorganic compounds (9 SCDHS EP A Method Metals, plating related compounds metals) 6010 Llt!\\j\ L. C. ~ These particular analyses are specified in the SCDHS Standard Operating Procedure 9-95 - Pumpout and Soil Cleanup Criteria and are routinely specified by the County for the evaluation of soil and groundwater. The SCDHS SOP cited specifically addresses the characterization of underground injection structures such as cesspools and drywells, but contains the chemical analyses typically included in standard Phase II investigations. ~ Since it is expected that the Target Compound List (TCL) list of analytes will be used to analyze the samples. In addition to the County's Standards, the lab results will also be compared with the New York State Department of Environmental Conservation's (NYSDEC) Technical and Administrative Guidance Memorandum (TAGM) #4046 to determine levels of contamination present. ~ All sampling and handling procedures shall be conducted in a manner that avoids the introduction of outside contaminants into the sample. ~ All samples shall be placed in appropriate pre-cleaned laboratory supplied glass ware and immediately placed in a storage cooler. Samples will be delivered to the laboratory for analysis within the appropriate sample holding times. Chain of custody forms will be completed on site and will accompany the samples to the laboratory. ~ Laboratory analysis of all samples shall be performed by an accredited independent laboratory and shall be completed within the appropriate sample holding times. All shipment of samples shall be accompanied by a completed chain of custody to the analytical laboratory. ~ Health and Safety - Sampling activities will follow an established health and safety protocol. All field personal to be utilized have had OSHA 40-Hr Hazardous Waste Site Operator (HAZWOPER) training. Field sampling personal will be in Level D personal protective equipment and utilize latex gloves for sample collection. All used disposable equipment (gloves, bailers, cordage, tyvek suites, etc.) will be collected in refuse bags for off-site disposal. Task #3 - Post Closure Summary Report (based upon Phase II ESA) Prepare a Post Closure Summary Report based upon the findings of the Phase II Environmental Site Assessment. The report will make recommendations for remediation if required and will identify any environmental or health risks. As mentioned earlier, analytical results will be compared to the NYSDEC Recommended Soil Cleanup Objectives (RSCOs) specified in the NYSDEC Technical Administrative Guidance Memorandum 4046 (TAGM) document, to determine if additional investigation and/or remediation may be warranted. The T AGM was specifically designed to address soil clean-up goals at inactive hazardous waste sites, but is commonly utilized as a reference by State and Local regulatory agencies for soil quality to determine if additional investigation and/or remediation are warranted at non-inactive hazardous waste sites. Analytical results for groundwater samples will be compared to the NY State Groundwater Standards (NYSDEC Class GA Groundwater Quality Standards, Technical and Operational Guidance Series (TOGS) 1.1.1, Ambient Water Quality Standards and Guidance Values and Groundwater Efjluent Limitations, NYSDEC, June 1998). . Llti\\i\ L. K. McLean Associates, P.c. ~ Evaluation of the data shall commence directly after all sampling and testing activities are complete. The review shall include the verification of all assumptions made in the work plan. Comparisons between the assumptions made for subsurface soil conditions and the actual field data collected shall be made prior to verifying the data. ~ Examine the data and compare the results to the accepted limits as defined in the work plan. Maintain that all results are attributed to the site and that the quality of the data is acceptable. Once the data is evaluated, all information shall be organized and the results shall be included in the summary report. ~ Interpretation of the data must be done to determine the significance of all recognized environmental conditions on the site. ~ Prepare the summary report that represents all factual findings and supports all of the conclusions made by our office. The report shall be written to include the following subjects; (I) summarize the work conducted at the site, (2) the methods used, (3) define all results, (4) evaluation of the data, (5) define locations of soil samples, soil gas sampling, ground water sampling, (6) findings and conclusions, (7) and lastly recommendations (if any). FEE & PAYMENT Our fee for the above referenced professional services is based upon our existing Annual Professional Services Contracts with other local municipalities and past projects performed for the Town of South old. Task # 1 - Task # 2 - Task # 3 - Development of a Site Specific Work Plan Phase II Environmental Site Assessment Post Closure Summary Report = $5,240.00 = $22,400.00 = $4,500.00 Total Estimated Cost of Professional Services = $32.140.00 An appropriation of $32,140.00 would be required for the estimated engineering services associated with the execution of all items identified under Tasks #1, #2 and #3. This cost estimate assumes that the work will be completed in two days and that ten soil borings will be completed with one soil and one groundwater sample being submitted to the laboratory from each boring. If additional samples need to be obtained and analyzed, LKMA shall negotiate a supplemental agreement for the additional work. This estimate assumes that all sampling locations will be accessible with a vehicle-mounted Geoprobe. This proposal is designed to give you a preliminary, but representative assessment of potential contamination at the property. If impacts to the subsurface are identified, LKMA will recommend that additional investigation and/or remediation be conducted to characterize adequately the extent of contaminant impacts. This appropriation would be a cost not to exceed and shall include all out of pocket expenses associated with travel, materials, limited laboratory testing and reproduction costs. Any tasks not identified in this proposal or listed as "optional" shall be considered unauthorized "LI[j\\j\ L. K. McLean Associates, P.
