State of New York, having its principal office at the Suffolk
County Center, Center Drive, Riverhead, New York 11901 , party of
the first part,

New York 10021 , party of the second part, '
WITNESSETH , that the party of the first part, pursuant to
(LU Resolution Number 31-1991 adopted by the Suffolk County
RPM 15 Legislature on January 29 , 1991 and, thereafter, approved by the
