The meeting began at 7:10 p.m. with six LPC members present. Adoption of Meeting Minutes: ?? Adoption of LPC meeting minutes from November 9, 2006 MOTION made by Ray Huntington, seconded by Chris Baiz, to accept the minutes of November 9, 2006. Motion carried 5/0/1 (Michelle Zaloom abstained) Inquiries: ?? Melissa Spiro gave an update on project. Peconic Land Trust to buy fee title to ±42 acres restricted land and Town will buy the development rights easement. There is to be no reserved area, no ag structure restrictions; however, there will be allowed an option to subdivide agricultural land into minimum 10 acre farm parcel. Lot line change is before Town Planning Board and waiting for Suffolk County Health Dept. approval. Town Board Public Hearing for purchase of development rights easement scheduled for th Tuesday, December 5, 2006. Anticipated closing date is being scheduled for week of December 11. ?? Landowner signed offer letter on November 10. Bernadette Deerkoski has met with Planning staff where it was determined that “arena” needs more acreage. LPC members reviewed potential Reserve Area location and decided that they were acceptable to preserved land being located to the rear (west) of Reserve Area even if it isn’t too wide an area. LPC wants to see covenants and restrictions on Reserve Area restricting residential use. EXECUTIVE SESSION. The member entered into ?? It was agreed to have Randy Parsons of The Nature Conservancy, negotiate a purchase price with landowners. TNC has applied for grant on behalf of the Town. Town Board is in favor of proceeding with project whether or not grant is awarded. ?? BLOCKER PROPERTY SCTM #: 1000-87-6-12.1 Zoned: A-C Location: 1005 Takaposa Rd, Southold FWet: 4.39 acres Total Acreage: 47.00 acres (GIS 45.44 acres) CPF: Yes Subdividable: Yes Discussed County’s appraisal review, offer and partnership [executive session] LPC members met with Town Board members at their work session regarding County’s offer for purchase of this property with a 50/50 partnership with Town of Southold. Town Board members approved partnership and County’s offer subject to County sending copies of their appraisals to Town and The Nature Conservancy for review. MOTION made by Eric Keil, seconded by Michelle Zaloom, to a 50/50 partnership with County of Suffolk on the purchase of the Blocker property for open space passive recreation subject to review of County appraisals. Motion carried 6/0. ?? MOTION made by John Sepenoski, seconded by Eric Keil, to direct Melissa Spiro to present an offer to landowners for a development rights easement on entire parcel with a conditional 30 day acceptance of offer from date of offer letter. Motion carried: 5/1 (Ray Huntington) ?? N&J MANAGEMENT CO. PROPERTY (TPDR) [executive session] SCTM #: 1000-113-13-1.2 PDR Acreage: ±15-16 acres Location: 4735 Westphalia Rd, Mattituck Zoned: R-80 Total Acreage: ±17.32 acres CPF: Yes Reviewed status of offer [executive session]. Eric Keil excused from meeting at this time due to family relationship with owner. Landowner contacted Melissa regarding a “like-kind exchange”, and request to LPC to raise purchase price offer per acre. MOTION made by John Sepenoski, seconded by Ray Huntington, to direct Melissa Spiro to contact appraiser for an update to appraisal and present a new purchase offer to landowner if backed by update to appraisal. Landowner to have thirty (30) days from date of offer letter to agree to terms. This project is eligible for State grant funding. Motion carried 5/0. Melissa Spiro’s confidential status report [executive session re: status of offers] ?? American Farmland Trust – Melissa gave brief report (affordable farming, ranking system with applications, etc.) of her attendance at the American Farmland Trust conference in Delaware. Informational: ?? GIRARDS – concept plan discussed with Planning. Eric to talk to landowner to discuss a possible counter-offer to the Land Preservation Committee’s previous purchase offer. ?? YOUNG – Closing scheduled for Thursday, November 30, 2006, 3:00 p.m. Environmental clean-up is still an outstanding issue. ?? BLACKHAM – Contract signed by landowners for half-acre parcel at bargain sale purchase price and Town Board Public Hearing for the purchase of open space is scheduled for November 21, 2006. st ?? ROZAKIS – Landowners requesting 1) to close by end of 2006, if possible; 2) eliminate right of 1 refusal; 3) to be allowed to maintain property and wetlands restoration; 4) to build a gazebo; 5) a parking space; 6) tool shed; and 7) allow merger of lot with residential lot. LPC members present agreed to all requests made by landowner. ?? KORTSOLAKIS – Property located in East Marion. Town Board hired Peconic Land Trust to negotiate with landowner. Planned Development District (PDD) is proposed. Next Regular Meeting: ?? Tuesday, December 12, 2006 4:00 p.m. The next regular meeting will be held on at in the Town Hall Conference Room.
