REPORTS Member Joyce Grigonis will be attending the next CAC meeting and we all looking forward to her return. APPROVAL OF MINUTES Moved by James Eckert, seconded by Peter Young, to Approve the Minutes of October 11,2006 DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION PERMIT APPLICATIONS Moved by Peter Young, seconded by Jack McGreevy, it was ---------- ----- ------- ------------ '. " 2 RESOLVED to SUPPORT the Wetland Permit application of THEODORE & KATHRYN BUCCI to remove 15' of existing bulkhead and replace in-like, in-place, and add (2) 12' returns. Dredge area in front of bulkhead to -4.0' below AMLW (approx. 8 cy.) and truck spoil off site to an approved disposal location. Located: 200 Harbor Lights Dr., Southold. SCTM#71-2-10 Inspected by: Jack McGreevy, Peter Young The CAC Supports the application with the Condition of a 20' non-turf buffer. Vote of Council: Ayes: All Motion Carried Moved by James Eckert, seconded by Don Wilder, it was RESOLVED to SUPPORT the Wetland Permit application of NEW SUFFOLK PROPERTIES, LLC to install new subsurface sanitary sewage disposal systems to replace existing systems. Located: 3350 West Creek Ave., Cutchogue. SCTM#110-1-12 Inspected by: James Eckert The CAC Supports the application with the Condition the system is proven engineering technology. Vote of Council: Ayes: All Motion Carried Moved by James Eckert, seconded by Don Wilder, it was RESOLVED to SUPPORT the Wetland Permit application of MATTHEW KAR to remove existing 6'X 33' floating dock, 3'X 12' ramp, and 4'X 7' platform and replace with 6'X 20' floating dock, 3'X 12' ramp, and 4'X 7' cantilevered platform. Located: 750 Little Peconic Bay Rd., Cutchogue. SCTM#111-14-14 Inspected by: James Eckert Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Jack McGreevy, it was RESOLVED to TABLE the Wetland Permit application of PAOLO & JEAN BLOWER to construct an elevated timber catwalk 4'X 205' situated within the central portion of the subject property, as well as pathways 4' wide max., connecting said catwalk from both the existing dwelling and the top of the bluff. Located: 5865 Soundview Ave., Southold. SCTM#58-1-3 Inspected by: Peter Young, Jack McGreevy , 3 " The CAC Tables the application because the project was not staked and feels more details are needed in order to make a determination, such as type of materials and method of construction. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of NOFO PROPERTIES C/O MARK GORDON to rebuild and extend an existing wood deck by 6.5', rebuild the existing wood steps to roof and widen to meet code, construct new roof and deck with guardrail, and extend the master bedroom over the roof of the existing ground level roof. Located: 1150 Northview Dr., Orient. SCTM#13-1-1 Inspected by: Peter Young, Jack McGreevy The CAC Supports the application with the Condition of a drainage plan, and the installation of gutters and drywells. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of MARION LAKE RESTORATION COMMITTEE to trim the phragmites surrounding Marion Lake, to 12". Located: Bay Ave., East Marion. SCTM#31-17-1 & 31-7-9 Inspected by: Peter Young, Jack McGreevy The CAC Supports the concept of the application however recommends the applicant submit a detailed plan describing how the work is going to be conducted and whether or not machinery will be used. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Jack McGreevy, it was RESOLVED to TABLE the Wetland Permit application of MARIA TRUPIA to construct a 4'X 135' timber dock, minimum 3.5' above grade, and with steps to grade. Located: 1395 Sleepy Hollow Lane, Southold. SCTM#78-1-10.20 Inspected by: Peter Young, Jack McGreevy The CAC Tables the application because the project was not staked and has concerns with potential impacts. Vote of Council: Ayes: All 4 Motion Carried Moved by Don Wilder, seconded by James Eckert, it was RESOLVED to SUPPORT the Wetland Permit application of NORMAN & ADELE GRUDMAN to construct an addition over the existing dwelling, a new wood deck with steps to grade, a new garage addition, and (2) one-story additions to the dwelling. Located: 630 North Dr., Mattituck. SCTM#106-6-27.1 Inspected by: Don Wilder, James Eckert The CAC Supports the application with the Condition drywells and gutters are installed. The CAC does Not Support the wood decking, as proposed, because of the close proximity to the wetlands. The CAC recommends a 75' setback is maintained from the wetlands. Vote of Council: Ayes: All Motion Carried Moved by Don Wilder, seconded by James Eckert, it was RESOLVED to TABLE the Wetland Permit & Coastal Erosion Permit application of RONALD STRITZLER to cut back the vertical slope of the bluff to a more natural angle, cut back the trees over-hanging the bluff edge to ground level, and plant between the lawn area and the bluff edge. Continue planting bluff with existing vegetation, complete terracing and backfill, and plant area. Add terracing to strategic locations based on site conditions using wood and plastic sheet pilings. Located: 3055 Soundview Ave., Mattituck. SCTM#94-1-14 Inspected by: James Eckert The CAC Tables the application because there were no detailed plans available. The CAC recommends and engineered stamped plan. Vote of Council: Ayes: All Motion Carried Moved by James Eckert, seconded by Don Wilder, it was RESOLVED to SUPPORT the Wetland Permit application of ELIZABETH SIDDONS to construct a 4'X 24' low profile dock with open fiberglass decking and with a 4'X 12' platform. Located: 715 Monsell Lane, Cutchogue. SCTM#97-8-25 Inspected by: James Eckert The CAC Supports the application with the Condition the area remains undisturbed. Vote of Council: Ayes: All . 5 '. Motion Carried Moved by James Eckert, seconded by Don Wilder, it was RESOLVED to SUPPORT the Wetland Permit application of JONATHAN & ANDREA PARKS to repair the damage to bluff using approx. 200 cy. of fill; replace existing bulkhead to secure bluff; repair and replace (where needed) existing stairs to beach; re- grade yard and install plantings to prevent further erosion; install drywells and catch basins in front yard to prevent water from reaching bluff; re-grade and install retaining walls (approx. 80' from bluff) to level portion of waterside yard; and TABLES the application to construct 32'X 50' addition to existing dwelling; install pool and patio; and SUPPORTS the application to re-vegetate bluff with beachgrass approx. 18" on center. Located: 3995 Nassau Point Rd., Cutchogue. SCTM#111-9-5.1 &5.2 Inspected by: James Eckert The CAC Supports the application for the work on the bluff, bulkhead, and stairs with the Condition of a 20' non-turf buffer. The CAC Tables the application of all the proposed upland work until a detailed plan is submitted, with dimensions. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Jack McGreevy, it was RESOLVED to NOT SUPPORT the Wetland Permit & Coastal Erosion Permit applications of ROBERT G. BOMBARA to construct a single-family dwelling, detached garage, swimming pool and associated water supply and sewage disposal facilities. Located: 1725 North Sea Dr., Southold. SCTM#54-4-19 Inspected by: Peter Young, James Eckert The CAC does Not Support the application because development seaward of the CEHA is prohibited as per Ch. 111 of the Town Code. Vote of Council: Ayes: All Motion Carried Moved by Peter Young, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the Wetland Permit application of JOSEPH & DIANA CORRARINO to construct a new porch at the front (west side) of the house; to construct a 12' deck on the eastern side of the house, where there currently exists three steps approx. 30' in length. The upstairs deck also on the eastern side of the house will be extended to the extent of the proposed 12' deck on the first floor. Located: 129 Inlet Lane, Greenport. SCTM#43-5-6 & 43-5-20 . ' . 6 Inspected by: Peter Young, Jack McGreevy The CAC Supports the application with the Condition gutters and drywells are installed. Vote of Council: Ayes: All Motion Carried FITF, LLC to construct a single-family dwelling with an attached porch. Located: Reservoir Rd., Fishers Island. SCTM#9-8-2 The CAC did not make an inspection, therefore no recommendation was made. DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND PERMITS Moved by Don Wilder, seconded by Peter Young, it was RESOLVED to SUPPORT the application of HERIBERT ORTH to Amend Permit #6047 to revise the design of the previously approved dock to a 4'X 42' low-profile (fiberglass grid) dock with fixed 6'X 12' north-facing "L" at the seaward end on 6" piles with 1 0' penetration and one 6" pile off the south end of dock. Located: 640 Willis Creek Rd., Mattituck. SCTM#115-17 -17 .12 Inspected by: Don Wilder Vote of Council: Ayes: Don Wilder, Peter Young, Jack McGreevy Motion Carried James Eckert, Recused Moved by Peter Young, seconded by Jack McGreevy, it was RESOLVED to SUPPORT the application of NANCY CARROLL to Amend Permit #6316 to demolish the existing residence and replace an existing first floor framing in its entirety, maintaining the existing footprint. Located: 350 West Lake Dr., Southold. SCTM#90-1-21 Inspected by: Peter Young, Jack McGreevy The CAC Supports the application with the Condition the driveway is pervious, all run-off from construction is contained, and a drainage plan is submitted. The CAC questions the size of the footprint, because the foundation being poured appears to be larger than the original footprint.
