THIS IS TO CERTIFY THAT THE FOLLOWING RESOLUTION WAS ADOPTED BY THE
SOUTHOLD TOWN BOARD AT A REGULAR MEETING HELD ON JANUARY 211, 1995:
RESOLVED that pursuant to Chapter 74 of the Code of the Town of Southold, a
Salvage Center Permit is hereby granted to Roy A. & Joanne K. Schelin, d/b/a
North Fork Sanitation, to operate a Salvage Center at 8475 Cox Lane, Cutchogue,
N. Y., subject to the following conditions:
(1) The Salvage Center shall be permitted to handle construction and
demolition debris (C&D) and scrap metal waste. It shall not be permitted to accept
putrescible waste. This permit may be amended from time to time by action of the
Town Board.
(2) The permit shall be valid for so long as the Salvage Center is operated by
North Fork Sanitation and shall terminate, subject to application for renewal by the
new owner.
(3) The permittee shall apply for and obtain site plan approval from the
Southold Town Planning Board in a timely manner.
(4) The permittee shall operate the Salvage Center so as to comply with all
laws and regulations.
(5) The hours of operation of Salvaging Center related activity shall be 8: 00
A.M. to 5:00 P.M., Monday through Friday, and 8:00 A.M. to 1 :00 P.M. on
Saturday. There shall be no Salvage Center operations on Sunday.
(6) There shall be no shredding of automobiles on the subject site. There
shall be no crushing or pulverizing of concrete or asphalt on the subject site.
(7) There shall be a thirty (30) day limit to the on-site retention of all C&D
or metal materials.
(8) The facility is a Salvage Station and shall not be authorized to receive
liquid waste of any kind, except as incidental to cars.
(9) No asbestos insulation shall be received, stored or transferred to or from
the subject site.

(10) There shall be no dismantling of automobiles on the subject site for the
purpose of resale, with the exception of removal of batteries and the draining of
automobile fluids. There shall be no resale of automobile parts from the subject
site.
(11) Batteries removed from automobiles shall be stored in an enclosed,
leakproof receptacle.
(12) All C&D materials stored on the site shall be placed in containers.
(13) All automobile fluids shall be drained and securely stored within a covered
shed with secondary containment. Drum storage of toxic or hazardous materials as
defined by Article 12 of the Suffolk County Sanitary Code shall be limited to no more
than 250 gallons on site at anyone time, unless a proper Article 12 drum storage
facility is applied for and permitted.
(lit) The facility operator shall establish a contract with a licensed industrial
waste scavenger and a waste oil hauler to ensure that liquid chemicals stored on site
are removed as necessary and disposed of properly.
(15) The facility shall be operated in a manner which will eliminate or control
nuisances such as vectors, odors and noise at all times.
(16) The facility shall be operated in a manner which will minimize fugitive dust
at all times. Yard surface material and need for drainage requirements can be
addressed by the Planning Board at the time of site plan review. It is also
recommended that a water source be established on site for emergency purposes, and
in order to wet excessively dry soils if a stone or shell blend storage yard surface
is utilized.
(17) The facility operator agrees to allow access to the site and facilities by
Town Officials and lor legitimately designated Town representatives for the purpose
of ensuring complia'nce with above conditions.
(18) The facility operator shall establish an emergency response plan that will
provide procedures for responding to an emergency situation on the subject site.
The plan should consider receipt or release of toxic or hazardous materials and
asbestos insulation. The plan should consider fire response and provide a
notification network and contingencies for dealing with emergency situations that may
arise. The plan should be submitted to appropriate authorities, including the Town
BoardlTown Clerk for dissemination to appropriate Town officials.

(19) The facility operator shall be responsible to obtain all other necessary
permits and approvals from other agencies involved in approving the Salvaging
Center. the applicant must comply with NYSDEC requirements under Part 360 of the
Salvaging Center, as implemented by the NYSDEC for the subject facility.
(20) The permit may be revoked by the Town Board, upon notice to permittee,
if permittee fails to adhere to the above conditions.

Sambach represented Mr. Schelin throughout the application process and
prepared the maps and plans.

Your Memorandum - North Fork Sanitation
Transfer Station Proposed at 1000-83-3-4.7
In response to your memorandum received today, please let this
confirm that there has been no inquiry made, or application
filed, through the ZBA concerning a request for a transfer
station by North Fork Sanitation. It is possible that North
Fork Sanitation is preparing submission of documents to all
departments and apparently, they are interested in first
proceeding with the Town Board at this point.
It is recommended that the same course of procedure be followed
for a transfer station in the Light Industrial Zone District as
that followed for the Donald Grim Recycling project. Once the
Town Board has issued a conditional permit and the Planning
Board has finalized the SEQRA process, the Board of Appeals
would then be in a position to conduct a public hearing for a
final determination on the anticipated Special Exception
application.
North Fork Sanitation should, however, also submit a formal
building permit application to the Building Inspector for
appropriate referrals under the zoning code together with site
plan map showing egress and ingress to the buildings, screening
and parking areas, description of the activities to be conducted
in conjunction with the transfer station, complete building
plans, etc.

This notice is issued pursuant to Part 617, of the implementing regulations pertaining
to Article 8 (State Environmental Quality Review) of the Environmental Conservation Law
and Local Law #3 - 1978 of Southold Town.
The lead agency has determined that the proposed action described below will not
have a significant effect on the environment and that a Draft Environmental Impact
Statement need not be prepared, provided certain conditions are met.

Location:
The site is located at 8475 Cox Lane, on the west side of
Cox Lane, 475.72 feet south of Oregon Road, Cutchogue,
New York.
Reasons Supporting This Determination:
Recognizing that the proposed use is compatible with the site, environmental impacts
are expected to be minimal, and that mitigation measures are available to minimi7e
potential environmental effects, this Conditioned Negative Declaration has been prepared.
This determination is issued in full consideration of the criteria for determination of
significance contained in 6 NYCRR Part 617.11, the Long Environmental Assessment Form
Parts I and II, a supplemental environmental report (Long EAF Part ill) and the following
specific conditions:
(1) The Salvage Center shall be permitted to handle construction and
demolition debris (C&D) and scrap metal waste. It shall not be permitted to accept

Solid Waste Management
1. The permittee shall comply with 6NYCRR Subparts 360-1
(General provisions) and 360-11 (Transfer Stations) and the
approved enqineerinq report dated 12/09/93 and revised
03/28/94, and 09/22/94 prepared by Warren A. Sambach, Sr.,
P.E., except as specifically modified in the followinq
special permit conditions.
2. The permittee shall only accept construction and demolition
debris and non-putrescible wastes such as tires, furniture,
carpetinq, appliances, and machinery at the facility, in an
amount not to exceed 200 cubic yards per day.
3. The permittee shall not dump any material on the qround.
4. The permittee shall operate the facility from 8:00 A.M. to
6:00 P.M., Monday throuqh Saturday. An attendant shall be
present durinq all hours of operation.
5. The permittee shall fence the property and install a siqn at
the entrance, to indicate hours of operation and types of
wastes accepted an not accepted at the facility.
6. The permittee shall control nuisances such as odor, vector,
noise, dust and windblown litter at all times. .
7. The permittee shall notify the NYSDEC Reqional Solid Waste
Enqineer - Bldq. #40, SUNY Stony Brook, NY 11790-2356,
within 18 hours of an event which causes the facility to
cease operation for a period of 48 hours or more. Such
event would include fire, spill etc. The approved
continqency plan shall be implemented.
8. The permittee shall not store more than 1200 cubic yards of
material at the facility, at any qiven time.
9. The permittee shall submit an annual report to the
Department's central and reqional offices, within 60 days
after the first day of January followinq each year or
portion thereof of operation. Such reports must be prepared
in accordance with 360-11.4(j) and 360-16.4(i) (1) and
submitted on forms prescribed by (attached) or otherwise
acceptable to the Department.
10. The permittee shall notify the NYSDEC Reqional Solid Waste
Enqineer - Bldq. #40, SUNY Stony Brook, NY 11790-2356, in
writinq within fifteen days of the start of operation.

I am in receipt of your letter of January 14, 1994, authorizing Cramer, Voorhis &
Associates, Inc. (CV A) to conduct an environmental review of the above referenced project.
At this time, we have completed a field inspection of the site, review of the Long
Environmental Assessment Form (Long EAF) Part I and completion of the Long EAF Part
II, for the pu~ose of conducting a SEQR review of the above referenced proposal. The
following findmgs are relevant.
The project is an Unlisted Action with more than one agency involved. Due to the
Town's local perspective, and permitjauthorizationjurisdiction under Town Code for
regulating secondhand, junk and auto parts activities and businesses in the Town of
Southold, the Town Board is the appropriate lead agency. In accordance with 6 NYCRR
Part 617, lead agency status for unlisted actions must be sought through coordinated review
by circulating the Long EAF and allowing involved agencies the opportunity to respond. If
the Town Board's intent to assume lead agency is undisputed after a 30 day period, the Town
would assume lead agency status. Because the action is an unlisted action, lead agency
coordination is not mandatory; however, another involved agency may su.eersede a single
agencies Determination of Significance and issue a Positive DeclaratlOn If a lead agency is
not designated through the coordination procedure.
At this time it is noted that the Town Board declared lead agency status at the Board
Meeting of January 11, 1994. The Board may wish to verify that the proper coordination
procedure was used, and conduct further coordination by circulating the Lon~ EAF to

aspects of the project, which can be utilized as a Part ill Long EAF or a basis for the Town
Board's issuance of a Determination of Significance on this project.
EXISTING USE Mill PROPOSED PROmCT
We have inspected the subject site, reviewed material forwarded to this office,
reviewed and corrected the Part I Long EAF, and completed a Part II Long EAF. The Long
EAF Parts I and II are attached for your use. Briefly, the site is presently in active use by
North Fork Sanitation Service as a storage, maintenance and repair yard for a garbage
carting firm. There are no structural improvements on the site, and we are not aware that a
site plan is needed or approved for the existing use.
The site is accessed from Cox Lane, with a pervious driveway up an incline to a
generally level storage yard. The site currently is used to store empty dumpsters and roll-off
containers. North Fork Sanitation trucks are stored in the yard, along with truck part
storage in airline bin containers on the east side of the site. The lot is fenced and cleared.
Most activity areas are surfaced in a blend of crushed shell.
Contact was made with Mr. Roy Schelin in order to gain a complete understanding of
the proposed site use. The proposed use is for a Transfer Station for construction and
demolition debris. The application is dramatically different from the previously reviewed
Oregon Road Recyclin~ site, which involved a more intense use with concrete/asphalt
crushing and car recyclm~ and shipping off the site. Mr. Schelin indicates that there will be
no dismantling or shredding of vehicles or concrete/ashalt crushing. This would result in
less concern with regard to air emissions and noise than the Oregon Road Recycling site,
and would therefore require a less rigorous environmental review.
The facility would transfer concrete, white metals, automobiles, brush/stumps, wood,
and construction and demolition (C&D) debris. The Transfer Station would receive
material from North Fork Sanitation activities, as well as receive C&D and other items
noted above from local businesses and residents. Proper disposal or recycling outlets would
be used to receive this material. Automobile fluids would be drained and placed in 55-
gallon drums located in a covered facility with in a secondary containment enclosure. No
more than five (5) drums of material would be stored on site at anyone time. The location
of the drum storage area is depicted on the site plan. Car batteries would also be removed
and stored in an enclosed container. Refrigerators and freezers that are received may
contain freon canisters. The facility will have the option of allowing the canisters to remain
in the appliance for disposal at a scrap metal recycler that has equi.ement to pump down the
freon, or the Transfer Station operator may invest in the necessary 'freon pump-down"
equipment to properly remove freon at the site. Mr. Schelin indicated a oesire to impose
reasonable restrictions on yard operations that would help define the operations and
minimize environmental impacts. A section on Reco=endations is included at the end of
this report, that includes suggested conditions.
ECOLOGICAL AND WATER RESOURCES
Due to the identified uses, the site does not contain any si~cant natural resources.
Much of the site is unvegetated (rock, earth or fill); accordingly, there is no significant

vegetation or wildlife associated with the site.
Water resources have been considered as follows. The site is within Groundwater
Management Zone IV (unique water regime with special problems), and is at the northern
border of the Water Budget Area as depicted on the SCDHS Article 7 Map, and Figure 7-1
of the North Fork Water Supply Study. The depth to groundwater is approximately 60 feet,
and groundwater beneath the site migrates north toward Long Island Sound as is evident in
review of Figure 5-1 of the Report on Occurrence and Movement of AJuicultural Chemicals
in Groundwater: North Fork of Suffolk County (SCDHS, 1982). The N"orth Fork Water
Supply study indicates that the site is within a Nitrate Cont9mination Area (> 8 m$/l), and
within an Aldicarb Cont9mination Area (> 7 ue:/l). In addition, the site is immediately north
of the Landfill. It app,ears from review of SCOIlS, 1982, that the project site lies down
gradient of the landfill. The Southold Landfill had been listed as a NYS Inactive Hazardous
Waste Disposal Sites in New York State. The registry indicated that the site is 41 acres in
size and is an active landfill. The site was suspected of receiving solvents from a machine
shop, and was listed as having groundwater cont9min9tion confirmed. The Environmental
Notice Bulletin for early February 1994, indicated that the Southold Landfill site has been
removed from the NYS Inactive Hazardous Waste Disposal site registry, as a result of
further analysis. Based on the nitrate and aldicarb cont9minlltion, the site is not within an
area which can be regarded as particularly sensitive with regard to water supply resources.
LAND !lSE Mill. ZONING
From a land use standpoint, the site is zoned for industrial use. The area surrounding
the site, on the west side of Cox Lane, on the south side of Oregon Road (north of the site)
and south of the site (Town Landfill) is also zoned industrial. West of the site is land zoned
for industrial use. East of Cox Lane land is zoned for Residential use.
Land use in the area is a mix of industrial, residential and vacant agricultural use.
North of the site is the Oregon Road Recycling site and a new industrial building identified
as Daval Tents and Party Services, Inc. Northwest of the site is a residential dwelling, and
west of the site is vacant land. South of the site is the Town Landfill. Southeast of the site is
Prime Purveyors, a site which includes an industrial warehouse. East of the site is a
landscaping contractors yard. East of the site across Cox Lane is a vacant residential lot;
however, north and south of this lot are occupied residences.
From a land use standpoint, and in consideration of the lack of ecological and
significant groundwater resources, the site and area is suitable for properly controlled
industrial use.
AIR. NOISE AND TRAFFIC
The proposed use involves continued use of a sanitation carting firm storage yard,
with approval of transfer station activities on the site. The current use may generate fugitive
dust and noise from trucking activities conducted on the site. The proposed use will require
the addition of a payloader for use in loading automobiles on flat bed trucks. Other
activities will be of a similar noise intensity to current activities resulting from loading and
unloading roll-off containers and other trucking activities. The frequency and duration of

equipment activities on site may increase, however, the magnitude of noise levels should not
be si~cantly different than under current conditions. The site is zoned for industrial use,
and IS in an area of predominantly industrial activity. The Town Landfill south of the site
involves a much greater use of heavy equipment, and a recycling facility with crushing
equipment has been approved for a site to the north of the North Fork Sanitation site.
Therefore, noise issues are not expected to cause a significant adverse impact.
Recommendations for days and hours of operation are provided in order to minimize impact
on nearby residential uses.
The facility will not employ operations that are significant producers of dust or air
emissions other than normal truck movement. The driveway access and storage yard areas
should be surfaced in a material that will reduce the generation of fugitive dust from trucks
operating on the site. Yard surface material and need for drainage requirements can be
addressed by the Planuing Board at the time of site plan review. It is also recommended that
a water source be established on site for emergency purposes, and in order to wet excessively
dry soils if a stone or shell blend storage yard surface is utilized.
Truck traffic is already associated with the site due to the present op~rations of North
Fork Sanitation. Trucks depart from the site generally between 7 and 8 AM, and the
majority of trucks return to the site between 4 and 5 PM. Some interim trips to and from the
site occur during the day. North Fork Sanitation operates eight (8) licensed trucks,
therefore, the number of truck trips from the existing facility is minimal. The Transfer
Station will not increase the number of trips leaving the site before 8 AM. After 8 AM,
either North Fork Trucks or other contractors or individuals wishing to dispose of transfer
station materials may enter the site. The exact volume of additional truck traffic expected at
the facility cannot be determined. It is noted that truck activity will be random, and will not
coincide with peak hours of operation on area roads. Site generated traffic will be primarily
during mid-day hours and will not likely exceed 5 trucks per hour. Existing road adjacent the
industrial zoned area includes Orellon Road (north-minor road), Cox's Lane (east-minor
road), North Road (south-4 land divided highway) and Depot Lane (west-minor road).
These roads are presently under utilized ani:l will be expected to sustain increased traffic
loads as development in the area proceeds in accordance with zoning. For these reasons,
site use generated traffic is not expected to cause a significant impact. Days and hours of
operation restrictions are recommended in order to provide some control over trucking
activities at the site.
SOUD WASTE MANAGEMENT
The proposed use involves a Transfer Station facility. The Transfer Station promotes
sound solid waste management principals by encouraging re-use of materials. The
availability of a Transfer Station, will reduce the dependency on the Town Landfill, for those
items that would otherwise be disposed of 10ca11y as a solid waste. The operation of a
Transfer Station will reduce the need for the Town to receive and scrap white metals,
thereby relieving some burden on the municipal facilities. The automobile transfer will
involve removal and disposal or reuse of auto fluids (to be drained and stored inside in
accordance with SCDHS requirements), and shipping of automobiles to scrap metal
facilities, thereby allowing the recyclinft~~ these materials. The Transfer Station will allow
transfer materials to accumulate for a' 'ted period of time in order to achieve an
economically viable load capacity, thereby reducing the number of trips to recycling centers.

Finally, the Transfer Station is important to the economic viability of North Fork Sanitation
in order to provide an area for holding of transfer materials, particularly in view of the
location of disposal and recycling outlets in central and western Suffolk County.
In summary, this operation is expected to have a beneficial affect by reducing the
solid waste stream required to be disposed of at municipal facilities, and allowing for
privatization and recyclin~ of the above noted materials. This is in keeping with sound solid
waste management planmng.
RECOMMENDATIONS
Overall we feel that the subject is generally environmentally compatible in
consideration of ecological and water resources, and land use and zonin$. In addition, it is
recognized that the proposed activity will provide benefit in terms of solid waste
management.
Recognizing that the proposed use is compatible with the site, environmental impacts
are expected to be minimal, and that mitigation measures are available to minimi7.e
potential environmental effects, the Town Board mil}' wish to consider issuance of a
Conditioned Negative Declaration (CND). The CND is provided for in accordance with 6
NYCRR Part 617.6(h), in order to impose conditions which "have eliminllted or adequately
mitigated all significant environmental impacts and are supported by the Full EAF and any
other documentation". The EAF is provided herein, and this letter provides a Part ill type
narrative and other documentation relevant to the issuance of a CND.
Contact with Mr. Schelin has provided an in depth understanding of the activities and
needs of the proposed Transfer Station. Suggested conditions have been preJ?ared in an
effort to not overly restrict the facility, but rather to further define the operations, and to
provide some means of control and mitigation of potential impacts. Mr. Schelin has
mdicated the ability to comply with suggested conditions.
It is recommended that these conditions be included in the Conditioned Negative
Declaration and also filed as Covenants in a manner as found to be appropriate by the Town
Attorney. It is recognized that conditions and operations may change, and therefore,
flexibility should be provided for the applicant to come before the Board in the future to
present information that may support modification of conditions if necessary.
Recommended conditions are as follows:

The hours of operation of Transfer Station related activity shall be 8:00 AM to 5:00
PM Monday through Friday, and 8:00 AM to 1:00 PM on Saturday. There shall be no
Transfer Station operations on Sunday.
There shall be no shredding of automobiles on the subject site. There shall be not
crushing or pulverizing of concrete or asphalt on the subject site.
There shall be a thirty (30) limit to the on-site retention of all solid waste Transfer
Station Materials.

The facility is a solid waste transfer station and shall not be authorized to receive
liquid waste of any kind.
No Asbestos Containing Materials shall be received, stored or transferred to or from
the subject site.
There shall be no dismantling of automobiles on the subject site with the exception of
removal of batteries and the i:Ir"ining of automobile fluids. There shall be no resale
of automobile parts from the subject site.
Batteries removed from automobiles shall be stored in an enclosed, leakproof
receptacle.
All Transfer Station materials stored on the site shall be placed in containers.
All automobile fluids shall be drained and securely stored within a covered shed with
secondary containment. Drum stor~e of toxic or hazardous materials as defined by
Article 12 of the Suffolk County Samtary Code shall be limited to no more than 250
gallons on site at anyone time, unless a proper Article 12 drum storage facility is
applied for and perriritted.
The facility operator shall establish a contract with a licensed industrial waste
scavenger and a waste oil hauler to ensure that liquid chemicals stored on site are
removed as necessary and disposed of properly.
The facility shall be operated in a manner which will eliminate or control nuisances
such vectors, odors and noise at all times.
The facility shall be operated in a manner which will minimi7.e fugitive dust at all
times. Yard surface material and need for drain~e requirements can be addressed
by the Planning Board at the time of site plan reVIew. It is also recommended that a
water source be established on site for emergency purposes, and in order to wet
excessively dry soils if a stone or shell blend storage yard surface is utilized.
The facility operator agrees to allow access to the site and facilities by Town Officials
and/or legitimately designated Town representatives for the purpose of ensuring
compliance with above conditions.
The facility operator shall establish an emergency response plan that will provide
procedures for responding to an emergency situation on the subject site. The plan
should consider receipt or release of toxic or hazardous materials and Asbestos
Containing Materials. The plan should consider fire response and provide a
notification network and contingencies for dealing with emergency situations that
may arise. The plan should be submitted to appropriate authorities including the
Town Board/Town Clerk for dissemination to appropriate Town officials.
The facility operator shall be responsible to obtain all other necessary perririts and
approvals from other agencies involved in approving the Transfer Station. The
applicant must comply with NYSDEC requrrements under Part 360 for a Transfer
Station, as implemented by the NYSDEC for the subject facility.

SEQR Determination
Reasons Supporting This Determination:
Recognizing that the proposed use is compatible with the site, environmental impacts
are expected to be minimal, and that mitigation measures are available to minimize
potential environmental effects, this Conditioned Negative Declaration has been prepared.
This determination is issued in full consideration of the criteria for determination of
significance contained in 6 NYCRR Part 617.11, the Long Environmental Assessment Form
Parts I and II, a supplemental environmental report (Long EAF Part ill) and the following
specific conditions:
1)
The hours of operation of Transfer Station related activity shall be 8:00 AM to 5:00
PM Monday through Friday, and 8:00 AM to 1:00 PM on Saturday. There shall be no
Transfer Station operations on Sunday.
There shall be no shredding of automobiles on the subject site. There shall be not
crushing or pulverizing of concrete or asphalt on the subject site.
There shall be a thirty (30) limit to the on-site retention of all solid waste Transfer
Station Materials.
The facility is a solid waste transfer station and shall not be authorized to receive
liquid waste of any kind.
No Asbestos Containing Materials shall be received, stored or transferred to or from
the subject site.
There shall be no dismantling of automobiles on the subject site with the exception of
removal of batteries and the draining of automobile fluids. There shall be no resale
of automobile parts from the subject site.
Batteries removed from automobiles shall be stored in an enclosed, leakproof
receptacle.
All Transfer Station materials stored on the site shall be placed in containers.
All automobile fluids shall be drained and securely stored within a covered shed with
secondary containment. Drum stora~e of toxic or hazardous materials as defined by
Article 12 of the Suffolk County Samtary Code shall be limited to no more than 250
gallons on site at anyone time, unless a proper Article 12 drum storage facility is
applied for and permitted. . ,., .
The facility operator shall establish a contract with a licensed industrial waste
scavenger and a waste oil hauler to ensure that liquid chemicals stored on site are
. r~moved as necessary and disposed of properly.

by the Planning Board at the time of site plan review. It is also recommended that a
water source be established on site for emergency purposes, and in order to wet
excessively dry soils if a stone or shell blend storage yard surface is utilized.
The facility operator agrees to allow access to the site and facilities by Town Officials
and/or legitimately designated Town representatives for the purpose of ensuring
compliance with above conditions.
The facility operator shall establish an emergency response plan that will provide
procedures for responding to an emergency situation on the subject site. The plan
should consider receipt or release of toxic or hazardous materials and Asbestos
Containing Materials. The plan should consider fire response and provide a
notification network and contingencies for dealing with emergency situations that
may arise. The plan should be submitted to appropriate authorities including the
. Town Board/Town Clerk for dissemination to appropriate Town officials.
The facility operator shall be responsible to obtain all other necessary permits and
approvals from other agencies involved in approving the Transfer StatIOn. The
applicant must comply with NYSDEC requuements under Part 360 for a Transfer
Station, as implemented by the NYSDEC for the subject facility.

FULL ENVIRONMENTAL ASSESSMENT FORM

Purpose: The full EAF is designed to help applicants and agencies determine, in an orderly manner, wliclilL. '. project
or action may b,e significant. The question of whether an action may be significant is not always easy to answer. Frequent-
ly, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determine
significance may have little or no formal knowledge of the environment or may be technically e.xpert in environmental
analysis. In addition. many who have knowledge in one particular area may not be aware of the broader concerns affecting
the question of significance.
The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination
process has been orderly, comprehensive in nature. yet flexible to allow introduction of information to fit a project or action.
Full EAF Components: The full EAF is comprised of three parts:
Part 1: Provides objective data and information about a given project and its site. By identifying basic project
data, it assists a reviewer in the analysis that takes place in Parts 2 and .i:

Automobiles, trucks, tractors and other farm equipment
machinery no longer useable will be collected for removal. Most
automobiles, trucks and tractors have been stripped of radiators,

engine oil and gasoline will have been removed, prior to
storage at the site.
All collected materials in dumpsters will be trucked off site
by North Fork Sanitation Co. to New York State Department of
Environmental Conservation licensed recycling companies.

Planning Board:
The North Fork Sanitation proposes to use the property on the
wests ide of Cox Lane, 475.72' south of Oregon Road (8475 Cox
Lane) Cutchogue, NY 11935 for a Transfer Station.
Construction debris and demolition debris will be collected
from dump trucks and other dumpster containers and dumped
into the containers at the site after any wood, metal and
aluminum have been removed and placed in separate dumpster
containers. Refrigerators, gas and electric stoves will also
be removed and stock piled for removal.
Cars that have been damaged or no longer operable will be
collected for removal. No wholesale or retail sale of car
parts. All hazardous materials and waste to be removed from
cars.
All collected materials to be trucked off site by North Fork
Sanitation to New York State Department of Environmental
Conservation recycling companies.
